The minutes of the last regular meeting of the Council of the Town of Englehart, held in the council chambers of the Town Hall on Wednesday January 11, 2012 Mayor Nina Wallace chaired the meeting. Councillors present: Doug Metson, Dianne Peplinski, Steph Palmateer, and Annette Wood-Wheeldon. Absent: Pauline Brassard and Twyla Wilson Staff present: Jana Van Oosten, Jackie Stewart, and Ryan Vickery Guests: Darlene Wroe of the Temiskaming Speaker. Agenda COU1-12-01-01-Metson-Palmateer- That the agenda be adopted as printed. “Carried” Disclosure of Pecuniary Interest None noted. Minutes of last council meeting COU1-12-01-02-Wood-Wheeldon-Peplinski - That the minutes of the last regular meeting be adopted as amended. “Carried” Business Arising from the Minutes Councillor Wood-Wheeldon inquired if the furnaces that Pam Milton’s group had in the Old Red school had been dealt with. Ryan reported that the furnaces are turned off but are still in the building. Jana indicated that she has not received a written response from the Old red Schoolhouse Group in regards to their future plans. Jana will send another letter to Pam requesting this. Correspondence 2. Bud Colquhoun re: the extra section of land needed for the 701. Jana has forwarded the letter and map to the O.N.R. requesting to extend the lease to include an extra 10’. 4. The Township of Carling requested support for their motion to support MPP Norm Miller’s Private Members Bill to pave highway shoulders. COU1-12-01-03- Palmateer-Peplinski-That the Council of the Town of Englehart supports the Township of Carling’s motion to support MPP Norm Miller’s Private Members Bill to pave highway shoulders in Ontario. “Carried” Minutes of January 11, 2012 Meeting Page 3 of 58 ... Agenda Item # 31. 2 6. O.P.P. provided the costing for 2012 and it indicates approximately $20,000.00 increase for Englehart. Steph Palmateer requested that Jana have this number confirmed and have the officer attend a council meeting to discuss the police services. 8. The Municipality of Clarington request for support regarding regulations for commercial fill operations. COU1-12-01-04-Wood-Wheeldon-Peplinski-That the Council of the Town of Englehart supports the Municipality of Clarington’s request to the Ministry of the Environment to establish guidelines, regulations and a Provincial regulated approval process to govern the quality of fill imported to a receiving site other than for the purpose of Brownfield redevelopment. “Carried” 9. The Municipality of Clarington request for support regarding special provincial funding to cover municipal deficits. COU1-12-01-05- Peplinski-Wood-Wheeldon-That the Council of the Town of Englehart supports the Municipality of Clarington’s resolution to request the Premier of Ontario that if any municipality in Ontario receives special funding from the Province to cover a budget deficit, that all local municipalities receive the same per capita funding from the Province. “Carried” 10. The Heart & Stroke Foundation request to proclaim February Heart Month in the Town of Englehart. COU1-12-01-06-Wood-Wheeldon-Peplinski-That the Town of Englehart passes the attached proclamation to declare the month of February as “Heart Month” in the Town of Englehart. “Carried” 13. OMAFRA would like to give council an opportunity to attend a presentation regarding municipal economic development. The council would like to have the presentation in the evening if this is possible. Sue will organize this. 14. John Vantoff is hosting a meeting about gas prices and what can be done about the high costs in the north. Several councillors indicated that they would be attending. Agenda Item # 31. 3 Finance Report COU1-12-01-07-Brassard-Wilson- That the report of the finance committee in the amount of $132,197.97 be adopted. “Carried” By-Laws 1. Borrowing By-law COU1-12-01-08-Palmateer-Metson-That the by-law for the Town of Englehart, being a by-law to authorize the borrowing of money to meet current expenditures of the Council of the Town of Englehart, be read a first and second time this 11th day of January, 2012. “Carried” COU1-12-01-09-Metson-Wood-Wheeldon-That the by-law for the Town of Englehart, being a by-law to authorize the borrowing of money to meet current expenditures of the Council of the Town of Englehart, be read a third and final time, signed sealed and numbered 2012-01, this 11th day of January, 2012. “Carried” Committee Reports Planning and Development Councillor Metson asked council their thoughts on the interviews for the new planner. It was agreed that the clerks should do the interviews as they are the ones who will work closely with them. The planners which have made the short list are Tunnock, Planscape and J.L. Richards. Jana will report back to council. Economic Development Councillor Palmateer brought a recommendation from the economic Development Committee that the Town proceed with having a traffic study done in order to promote the industrial park to potential investors. COU1-12-01-10-Palmateer-Wood-Wheeldon-Whereas council has discussed going forward with a traffic study at past meetings to be able to promote our industrial park as a viable property for investors to consider; And whereas we have applied to KDCDC for funding of up to $5000.00 for this study; Now therefore the council authorizes the staff to prepare an advertisement to tender for proposals for this study; And furthermore distribute the advertisement to various consulting firms (up to 5) as per approved list from MTO for quotes on this study. “Carried” Councillor Palmateer also reported that the committee would like to see side by side Minutes of January 11, 2012 Meeting Page 5 of 58 ... Agenda Item # 31. 4 recreational vehicles added to the by-law which permits all terrain vehicles and snow machines to travel on the streets of Englehart. These vehicles are not recognized under the highway traffic act so provisions for their use within town limits will need to be done through a by-law. Council agreed this would be beneficial to the business section and the clerk was directed to make the amendment to the bylaw for the next meeting. New Business Water COU1-12-01-11-Wood-Wheeldon-Peplinski-That the Mayor and Clerk be authorized to sign the Memorandum of Understanding between the Town of Englehart, township of Evanturel and the Municipality of Charlton and Dack with respect to the potential purchase/sale from the Englehart water supply treatment and distribution system. “Carried” Elevator tenders. A hydrologic budget approach was used to assess precipitation, streamflow, baseflow, and potential and actual evapotranspiration in seven major basins in the study area on a monthly, annual and long-term basis. The report is intended to provide basic information that can be used for the wise management of the groundwater resources in the study area. Toronto, July 2002.     Toronto Integrated Solid Waste Resource Management ("TIRM") Process - Request for Proposals for Disposal Services (City Council on June 7, 8 and 9, 2000, amended this Clause by deleting from the recommendation of the Works Committee, after the words “Emergency Services”, the words “a verifiable environmental”, and inserting in lieu thereof the words “an environmental”, and adding to such recommendation the words “verifiable to the satisfaction of the Commissioner of Works and Emergency Services”, so that the recommendation of the Works Committee shall now read as follows: “The Works Committee recommends that TIRM Respondents offering disposal services be required to have in place at the time of contract implementation, or an implementation schedule acceptable to the Commissioner of Works and Emergency Services, an environmental management system for their disposal, operations and applicable transportation systems, verifiable to the satisfaction of the Commissioner of Works and Emergency Services.”) The Works Committee recommends that TIRM Respondents offering disposal services be required to have in place at the time of contract implementation, or an implementation schedule acceptable to the Commissioner of Works and Emergency Services, a verifiable environmental management system for their disposal, operations and applicable transportation systems.
