Alan Kronstadt Specialist in South Asian Affairs July 1, 2009 Congressional Research Service 7-5700 www.crs.gov RL33498 CRS Report for Congress Prepared for Members and Committees of Congress Pakistan-U.S. Relations Summary A stable, democratic, prosperous Pakistan actively combating religious militancy is considered vital to U.S. interests. U.S. concerns regarding Pakistan include regional and global terrorism; Afghan stability; democratization and human rights protection; the ongoing Kashmir problem and Pakistan-India tensions; and economic development. A U.S.-Pakistan relationship marked by periods of both cooperation and discord was transformed by the September 2001 terrorist attacks on the United States and the ensuing enlistment of Pakistan as a key ally in U.S.-led counterterrorism efforts. Top U.S. officials praise Pakistan for its ongoing cooperation, although long-held doubts exist about Islamabad’s commitment to some core U.S. interests. Pakistan is identified as a base for terrorist groups and their supporters operating in Kashmir, India, and Afghanistan. Pakistan’s army has conducted unprecedented and, until recently, largely ineffectual counterinsurgency operations in the country’s western tribal areas, where Al Qaeda operatives and pro-Taliban militants are said to enjoy “safe haven.” U.S. officials increasingly are concerned that indigenous religious extremists represent a serious threat to the stability of the Pakistani state. The United States strongly encourages maintenance of a bilateral cease-fire and a continuation of substantive dialogue between Pakistan and neighboring India, which have fought three wars since 1947. THE WAZIRISTAN ACCORD Evagoras C. Leventis* The Waziristan Accord between Pakistan’s government and tribal leaders in that country’s Federally Administered Tribal Areas (FATA) has failed not only to curb violence in the immediate region but also to restrict cross-border militant activity--including resurgent Taliban and al-Qa’ida cadres-- between Pakistan’s “tribal belt” and Afghanistan. The flaws of the response to the terrorist challenges are traced to its total dependence on the hard option to the total neglect of the human factor from which the thesis develops its argument for a holistic approach to security in which the people occupy a central position. -

Even while he was struggling hard to curb the rising radicalization and extremism inside, the catastrophic 9/11 incident happened. Musharraf could not put off pressures of America to be an ally in 'War on Terror'. The partnership with America rained hell on his regime as he saw every move of his government producing reaction bigger than before. The menace of extremism remained uncontrolled, rather exacerbated to the extent that Pakistan saw almost an insurgency in the border regions of FATA and NWFP. Military operations in FATA and PATA: implications for Pakistan Military operations in FATA and PATA: implications for Pakistan Zahid Ali Khan* Introduction ince 2001, the Pakistan Army has been involved in ensuring internal security and stability through tackling insurgency and militancy in S the Federally Administered Tribal Areas (FATA) and the Provincially Administered Tribal Areas (PATA) of the country. FATA comprises seven agencies, i.e. Bajaur, Mohmand, Orakzai, Khyber, Kurram, North Waziristan, and South Waziristan. PATA of Khyber Pakhtunkhwa includes the districts of Swat, upper and lower Dir, Buner and Shangla. Insurgency is one of the formidable challenges to the security, socio-political stability, and economic prosperity of Pakistan. The Pakistani Army has resolved to bring changes in its orientation, motivation, thinking and strategy for the last ten years in order to face this challenge. In this regard, the Army has launched five major and some minor operations against the insurgents and terrorists. The terrorist activities of Tehrik-e-Taliban Pakistan (TTP), Tehrik Nifaz-e-Shariat-e- Muhammadi (TNSM), the fundamental religious organizations and other foreign-related elements are matters of grave concern to Pakistan. These groups pose severe security challenges for Pakistan. The Pakistan Army has used heavy ground and air weapons during the operations. That has also resulted in enormous collateral damage. The killing of innocent people, including women and children, the destruction of educational institutions as a result of these operations, together with the casualties inflicted by suicide attacks have wide ramifications on internal security. The domestic socio-political situation and the economic conditions FATA and PATA have been rendered fragile as a consequence of all this. -

GLOBAL WAR ON TERROR: THE COST PAKISTAN IS PAYING Dr. Saima Ashraf Kayani Abstract According to a US bi-partisan report World at Risk 2008, all roads that lead to weapons of mass destruction (WMDs), proliferation and terrorism pass through Pakistan. The impression is created that Pakistan is the only country where terrorism of all kinds is found and nurtured. However, what has been missed by scholars and analysts is the role that Pakistan has played as a “front line state” in the ‘Global war on Terror ‘(GWOT). It is because of Pakistan that the US and its allies are able to claim any success in the said war. But ironically, Pakistan is always accused of supporting the Taliban and al Qaeda. This study aims to highlight the role Pakistan has played in the GWOT and price it is paying in term of its security besides economy, political strife and social disruption. This not only affects Pakistan’s efforts as a critical ally of the war but also jeopardizes its security, integrity and sovereignty. Introduction The phenomenon of terrorism has existed in one form or an other. However it became world wide after the events of 9/11 and the GWOT. A historical survey of terrorism indicates different periods of its occurrence1 that identified the different groups, methods, individuals and their motives.
