Resumption of the session The sitting opened at 17.05. 2. Statements by the President The President paid tribute to the memory of Nelson Mandela, who had died on 5 December 2013. 28.3.2014 EN Official Journal of the European Union C 89 E/3 Monday 9 December 2013 He also paid tribute to the memory of the 54 people who had died when the roof collapsed in a shopping centre in Riga on 21 November 2013. Parliament observed a minute's silence. * * * The President urged the Ukrainian authorities to refrain from violence against those demonstrating in Kiev, and called on all parties to enter into dialogue. 3. Approval of the minutes of the previous sitting The minutes of the previous sitting were approved. 4. Composition of Parliament Lena Kolarska-Bobińska and Rafał Trzaskowski had respectively been appointed Minister for Science and Minister for Administration and Digitisation in the Polish Government, with effect from 3 December 2013. Under Rule 4(1), Parliament noted their seats were vacant and informed the national authority concerned. 5. Verification of credentials On the JURI Committee's proposal, Parliament decided to confirm the validity of the mandates of Gabriele Stauner and Hiltrud Breyer, with effect respectively from 30 October 2013 and 31 October 2013. 6. Interpretation of the Rules of Procedure The President informed the House, under Rule 211(3), of the following interpretation of Rule 202(5), provided by the Committee on Constitutional Affairs, which had been consulted on the application of that provision: 'Fact-finding visits and the reports on those visits are aimed solely at providing the Committee with the requisite information to enable it to consider the petition further. Such reports are drafted under the exclusive responsibility of the participants in the visit, who shall seek to reach a consensus. Failing such a consensus, the report must set out the divergent findings of fact or assessments. The report is submitted to the Committee for its approval by a single vote, unless the Chair declares, where appropriate, that amendments may be tabled to parts of the report. Rule 52 does not apply to these reports, either directly or mutatis mutandis. In the absence of approval by the Committee, reports shall not be forwarded to the President.' If this interpretation was not contested by a political group or by at least 40 Members, in accordance with Rule 211(4), before the opening of the following day's sitting, Tuesday 10 December 2013, it would be deemed to have been adopted. Otherwise, the matter would be put to the vote in Parliament. 7. Composition of committees and delegations The President had received the following requests for appointments from the Verts/ALE and PPE Groups: Committee on Foreign Affairs: Hiltrud Breyer C 89 E/4 EN Official Journal of the European Union 28.3.2014 Monday 9 December 2013 Delegation for relations with the Mashreq countries: Gabriele Stauner Delegation to the Parliamentary Assembly of the Union for the Mediterranean: Gabriele Stauner The appointments would be deemed ratified if there were no objections before the approval of these minutes. 8. Delegated acts (Rule 87a) Under Rule 87a(6), the Chair of the Conference of Committee Chairs had informed the President of Parliament that no objections had been raised to the following recommendations: — a recommendation by the IMCO Committee to raise no objections to the Commission delegated regulation of 30 October 2013 on the conditions for making a declaration of performance on construction products available on a website (C(2013)07086) – 2013/2928(DEA) (B7-0548/2013) — a recommendation by the INTA Committee to raise no objections to the Commission Delegated Regulation of 30 October 2013 amending Annexes I, II and IV of Regulation (EU) No 978/2012 applying a scheme of generalised tariff preferences (C(2013)07167 – 2013/2929(DEA)) (B7-0547/2013) If there were no opposition to these recommendations by a political group or at least 40 Members within 24 hours following the announcement in plenary the recommendations would be deemed to have been approved. If there were objections, they would be put to the vote. The recommendations could be found on the Séance en direct website during the current part-session. 9.
