INLEIDING 1.1 Betekenis van vergelijkend onderzoek naar de jodenvervolging in West-Europa, 1940–1945; centrale vraagstelling Al ruim twee decennia hebben in zowel het wetenschappelijke als het publieke debat de uiteenlopende aantallen en percentages joodse slachtoffers in West-Europa tijdens de tweede wereldoorlog meer bekendheid gekregen. Niet alleen in de betreffende literatuur, maar ook in pers en andere media worden de cijfers herhaaldelijk genoemd. Van de 140.000 joden in Nederland overleefden ongeveer 104.000 de Duitse vervolging niet (ca. 75 procent). Van de omstreeks 66.000 joden die aan de vooravond van de bezetting in België verbleven, kwamen er ruim 25.000 om (40 procent). Zoals bekend ontsnapte in Denemarken de overgrote meerderheid van de ongeveer zevenduizend joden naar Zweden; circa 120 stierven door de vervolging (minder dan twee procent). In Noorwegen woonden circa tweeduizend joden van wie achthonderd werden weggevoerd en vermoord (40 procent). Van de naar schatting 320.000 joden in Frankrijk in mei 1940 werden circa 80.000 slachtoffer (of ongeveer 25 procent). Het aantal en percentage slachtoffers was dus in Nederland het hoogst van heel West-Europa en – na Denemarken – in Frankrijk procentueel het laagst. 1 Aandacht voor een meer internationaal vergelijkende benadering in het onderzoek over de jodenvervolging is weliswaar de laatste twintig jaar toegenomen, maar het valt op dat daarbij tot nu toe weinig of geen sprake is van een expliciete en evenwichtige vergelijking. In de bestaande literatuur zijn bijna uitsluitend korte, sterk uiteenlopende en soms zelfs tegenstrijdige uitspraken te vinden over mogelijke oorzaken van de internationale verschillen. Enerzijds heeft dit te maken met het feit dat de bestaande nationale geschiedschrijvingen zich beperken tot uitsluitend één land. Anderzijds houden de overzichtswerken, die heel Europa als onderwerp hebben, zich vooral bezig met de beschrijvingsvraag: wat gebeurde er? Voor zover het waarom van de verschillende aantallen en percentages joodse slachtoffers in uiteenlopende landen aandacht kreeg, had dit veelal een beperkt en fragmentarisch karakter. Het was de sociologe H. Fein die in 1979 voor het eerst poogde de nationale verschillen in percentage slachtoffers te verklaren door middel van een meer systematische internationale vergelijking. 2 Daarbij zocht zij het antwoord vooral in specifieke omstandigheden in de afzonderlijke landen, met name de mate van vooroorlogs antisemitisme en rol en reacties van inheems bestuur en bevolking. Om de gestelde problematiek beter hanteerbaar te maken, brachten de historici M.R. Marrus en R.O. Paxton (1982/1987), J.C.H. Blom (1983/1987), D. Michman (1992) en de politicoloog R. Hilberg (1992) een periodisering aan en onderscheidden drie niveau’s van analyse: vervolgers, omgeving en slachtoffers. Ook maakten sommigen van hen – in tegenstelling tot Fein – een nadrukkelijk onderscheid tussen Oost- en West-Europa of beperkten zich tot West-Europa. 3 1 Voor de vergelijkende cijfermatige gegevens, zie: J.C.H. Elk land bezat immers een nationale eigenheid, en dit samen met het perspectief van de joodse bevolkingsgroepen zèlf, maakt dat steeds met meerdere invalshoeken tegelijk rekening moet worden gehouden. 6 Dit geldt ook voor vergelijkende verklaringen van de verschillen in verloop en omvang van de vervolging, deportatie en vernietiging van joden in West-Europa tussen 1940 en 1945. Overigens moet deze driedeling worden genuanceerd. Zo kan niet te generaliserend van ‘de vervolger’ worden gesproken als zijnde ‘de Duitsers’ die het op de joodse bevolking hadden gemunt. Ten eerste was sprake van verschillende instanties in het machtscentrum Berlijn en in de bezettingsregimes van de afzonderlijke landen. Zo hadden de Partei (NSDAP ), de SS en bijvoorbeeld het leger ( Wehrmacht ) elk hun eigen belangen en prioriteiten op het terrein van bestuur, economie en ideologie. De hierdoor ontstane algemene machtsconcurrentie en rivaliteit hadden ook uiteenlopende gevolgen voor de gevoerde anti-joodse politiek, zowel in Duitsland zelf als in de bezette landen. 7 In de tweede plaats blijkt dat, wat Frankrijk betreft, niet alleen de Duitse bezetters, maar óók de Franse regering in Vichy – met een eigen anti- joodse politiek – tot de vervolgers moet worden gerekend. Consequentie hiervan is dat ook het begrip ‘omgeving’ nuancering behoeft. Of misschien ook wel dat politiek over veel meer gaat dan politiek. De thema's en onderwerpen die hier aan de orde komen, lopen zeer uiteen. Enkele resten van de Koude Oorlog worden opgeruimd, de Zwarte Dood van de veertiende eeuw vergeleken met de nucleaire angsten van de jaren tachtig. Verder een polemiek met Tinbergen, betreffende diens convergentietheorie en de ware aard van het kapitalisme. Daarnaast legt Tromp uit waarom de opera Simon Boccanegra niet kan worden overgeplaatst naar het hedendaags Amsterdam, belicht hij het machiavellisme bij Shakespeare en Stalin en komt hij terug op de verhouding tussen W.F. Hermans en de Nederlandse politiek. ‘Paars’ heet hier een onzinnig politiek begrip, het onderwijs wordt geanalyseerd als de sovjetzone van de Nederlandse samenleving en door het hele boek heen worden postmodernistische posities geattaqueerd. Veel van deze beschouwingen spelen zich af in de grensgebieden tussen politiek, wetenschap en literatuur. Wat hen verenigt, is niet alleen de heldere stijl en het analytisch vermogen van de auteur, maar ook een manier van zien waarin het heden evenzeer belicht wordt vanuit het verleden als omgekeerd. Een manier van zien waarbij de betrokkenheid van de auteur bij zijn onderwerpen toch steeds een kritische afstand veronderstelt.

Résumé L’article analyse la conception du serment de fidélité du nazi autrichien Ernst Kaltenbrunner (1903-1946), qui fut le successeur de Heydrich à la tête du Reichssicherheitshauptamt à partir du 30 janvier 1943. Ce haut dignitaire du régime, condamné à mort en 1946 lors du procès de Nuremberg, est moins étudié que d’autres criminels nazis. L’article examine dans un premier temps la manière dont Kaltenbrunner érige le serment de fidélité au Führer en valeur suprême du combattant nazi, dans ses rapports secrets consacrés à l’enquête de police diligentée après l’attentat manqué contre Hitler du 20 juillet 1944. Dans un second temps, l’article revient sur la trajectoire en amont de Kaltenbrunner au sein du parti nazi autrichien, notamment durant la période « illégale » où celui-ci fut interdit entre le 19 juin 1933 et l’Anschluss du 12 mars 1938.

Wat ze in zekere zin verenigt is mijn overtuiging dat sociale wetenschappen en politiek elkaar niet uitsluiten, maar wederzijds veronderstellen. In dit boek treft men daarom zowel politiek getinte analyses aan over de wijze waarop academische sociologie beoefend wordt, als sociologische analyses van politieke verschijnselen. ‘Sociologie’ wordt in deze studie in een zeer ruime betekenis gebruikt: die van maatschappijwetenschap in het algemeen. De opdeling van maatschappijwetenschap in sociologie, politicologie, economie, geschiedenis en sociale psychologie (om de voornaamste te noemen) vindt geen pendant in de maatschappelijke werkelijkheid. Hinter der Aufmerksamkeit, die dem Vorhaben zuteil wurde, verbargen sich neben dem allgemeinen Interesse für das ungewöhnliche Thema auch fundierte wissenschaftliche Beratung und engagierte Hilfestellung. Dafür ist zu danken. In erster Linie dankt der Autor seinem ‚Doktorvater‘, Professor Dr. Peter Pantzer, für das intensive wissenschaftliche Geleit. Sein umfangreiches Wissen über die historisch-psychologische Befindlichkeit Japans und seine vielseitige Erfahrung im Umgang mit der japanischen Materie machten den qualifizierten Zugang zum Thema möglich und halfen bei der wissenschaftlichen Bewäl- tigung. Die Schwerpunkte der Recherchen lagen auf japanischer Seite. Zeitlich aufwendige Arbeiten in Archiven und Forschungsstellen in Japan und später in den USA wurden überall bereitwillig durch Rat und Hilfe erleichtert. Bei der Fülle des Materials gaben die zahlreichen Gespräche mit dem Abteilungsleiter im Diplomatischen Archiv des japanischen Außenministeriums (Gaimûshô Gaikôshiryôkan), Shiraishi Masaaki, Richtung und Auswahl vor.

    Western Europe Great Britain Domestic Affairs A HE YEAR 1970 will certainly be remembered—whatever else his- tory may subsequently add—as "the year of the counter-revolution," resulting from the unforeseen Conservative victory in the general election of June 18. When Parliament dissolved on May 29, Prime Minister Harold Wilson and the Labour party then had a majority of 65 seats in the Commons, but was much eroded by by-election losses. On June 19 Edward Heath was prime minister, with an over-all majority of 31 seats and an effective majority of 29. The Conservatives had made a net gain of 66 seats and Labour had suffered 60 losses. This overturn was so unexpected that The Guardian headlined its lead article of June 19: "Mr. Heath does a Truman." Virtually no commentator or opinion poll had predicted this outcome. The dominant tone of comment was to deplore the low intellectual level of the debate between the two dominant parties. The debate had become an adjunct to television, rather than the reverse, it was said. Be that as it may, less argu- able was the equally general comment that no serious issue divided the parties. The two comments were perhaps related. As for the latter comment, it was certainly true that both parties were at one on policy regarding the European Common Market, that they tacitly agreed not to discuss the problem of rapidly rising wages, and that such issues of contention as did exist—the maintenance of a small force east of Suez, agricultural policy, the degree of state intervention in industry, even trade union reform—all failed to arouse the public.
