Freise April 2017 pg. 3 ABSTRACT This study focuses on how and why American grand strategy has impacted bilateral US foreign policy towards Indonesia, and the manner in which particularly American characteristics of strategic culture have infused this dynamic relationship. The overall value placed upon Indonesia within US grand strategic considerations has varied considerably in the post-World II period, as too have particular policies that take Indonesia’s changing role into account. Structural realist approaches fail to fully explain these fluctuations of interest towards Indonesia by the United States, as they were influenced but not determined by changes within the international system. As such, strict structural realist explanations can tell only part of the story. In order to address shortcomings of the structural realist model, these variations in strategic importance and bilateral policy are considered using a neoclassical realist model in order to consider the unique practice and formulation of American grand strategy. Particular attention is paid to the national security and strategic culture in which such strategies are considered, formulated, and evaluated in order to better understand how such policies are understood and made. Such a framework allows for the consideration of the traditional strengths and weaknesses associated with realist scholarship while supplementing these perspectives with a nuanced and historically-oriented viewpoint that evaluates how particularly American characteristics within the formulation and practice of grand strategy influence the relationship of the United States with Indonesia. Historical and contemporary data are evaluated using Green’s “three-note chord” formulation of American grand strategic thought, highlighting the overlapping concerns of physical security, economic security, and the promotion of values within both overall American grand strategy and US bilateral foreign policy towards Indonesia. Through the consideration of the influence of traditional and historical characteristics of American grand strategy, namely the particular national strategic culture of the United States, a more comprehensive understanding of Indonesia’s changing role within the overall foreign policy framework of the United States can be found. In doing so, it also confirms the theoretical and practical value offered by neoclassical realism within the broader universe of international relations scholarship. Furthermore, this nuanced examination of American strategic culture allows for an insight into what role Indonesia might play in the future of American grand strategy while also pointing to potential sources of future scholarship. pg. 4 ACKNOWLEDGEMENTS I would like to acknowledge the Wurundjeri people, and pay respect to their Elders past and present, whose land provided so many of the resources that allowed this project and myself to progress to this stage. By Joseph Siracusa for ISN In the ever-changing landscape of international relations, the extent to which the actions of the United States contribute to justice and order remains a source of contentious debate. Indeed, it is difficult to find a point in recent history when the United States and its foreign policy have been subject to such polarised and acrimonious reflection, both domestically and internationally. Notwithstanding recent ‘decline’ debates and the rise of emerging powers, the United States continues to hold a formidable advantage over its chief rivals in terms of formal power assets more than twenty-five years after the end of the Cold War. Few anticipated this situation; on the contrary, many assumed that, after a brief moment of unipolarity following the collapse of the Soviet Union, international affairs would soon regain a certain symmetry. Instead, US hegemony is still par for the course. In this context, because the foreign policy ‘doctrines’ of American presidents remain an important driver of the outlook of the United States, these doctrines continue to play a significant role in shaping international order. Though they have veered from isolationist to interventionist to expansionist over the years, these doctrines in fact exhibit a remarkable continuity – even in the post 9/11 era.

Some of them called it the unipolarist imperative. The goal of American foreign policy, they argued, should be to maintain and extend America’s unrivaled global dominance. The early advocates of unipolar dominance were familiar figures: Norman Podhoretz, Midge Decter, Charles Krauthammer, Paul Wolfowitz, Joshua Muravchik, and Ben Wattenberg. Their ranks did not include the godfather of neo-conservatism, Irving Kristol, who had no interest in global police work or crusading for world democracy. Though he later clarified that he was all for enhancing America’s economic and military preeminence, Irving Kristol thought that America’s overseas commitments should be determined by a classically realist calculus. His son William Kristol had a greater ambition for America, which he called “benevolent global hegemony.” In 1992, the New York Times revealed that Wolfowitz, then an undersecretary for defense, was drafting a new policy plan for the Pentagon that sought to prevent any nation or group of nations from challenging America’s global supremacy. President George Bush disavowed the controversial plan, and for the rest of the 1990s establishment Republicans did not speak of grand new strategies. But the neo-cons continued to argue for “American Greatness,” founded new institutions, and made alliances with hard-line conservatives such as Dick Cheney and Donald Rumsfeld.

Johnson School of Public Affairs Second Reader Abstract In the post-World War II era, the nature of military interventions by traditional powers has changed dramatically due to changes in political priorities and the kinds of conflicts emerging in the world. Especially in the case of the French, national security interests and the decision-making process for engaging in foreign interventions has diverged significantly from the previous era and the modern American format. France has a long history of intervention on the African continent due in part to its colonial history, but also because of its modern economic and security interests there. The aim of this thesis is to articulate a framework for describing French strategy in the region and its implications for American foreign policy decisions. Contrary to the pattern of heavy-footprint, nation building interventions by the United States during this time period, the French format can instead be characterized by the rapid deployment of light forces in the attempt to successfully achieve immediate, but moderate objectives. French policy regarding Africa is based on the principles of strategic autonomy, the maintenance their status as a permanent member of the UN Security Council, and the ‘Europeanization’ of future initiatives. In order to achieve these objectives, France has pursued a foreign policy designed to allow flexibility and selectivity in choosing whether to intervene and to maintain the relative balance of power within their sphere of influence with itself as the regional stabilizer.

Bush campaigned for the presidency on the promise of a “humble” foreign policy that would avoid his predecessor’s mistake in “overcommitting our military around the world.”1 During his first seven months as president he focused his attention primarily on domestic affairs. That all changed over the succeeding twenty months. The United States waged wars in Afghanistan and Iraq. U.S. troops went to Georgia, the Philippines, and Yemen to help those governments defeat terrorist groups operating on their soil. Rather than cheering American humility, people and governments around the world denounced American arrogance. Critics complained that the motto of the United States had become oderint dum metuant—Let them hate as long as they fear. September 11 explains why foreign policy became the consuming passion of Bush’s presidency. Once commercial jetliners plowed into the World Trade Center and the Pentagon, it is unimaginable that foreign policy wouldn’t have become the overriding priority of any American president. Still, the terrorist attacks by themselves don’t explain why Bush chose to respond as he did. Few Americans and even fewer foreigners thought in the fall of 2001 that attacks organized by Islamic extremists seeking to restore the caliphate would culminate in a war to overthrow the secular tyrant Saddam Hussein in Iraq. Yet the path from the smoking ruins in New York City and Northern Virginia to the battle of Baghdad was not the case of a White House cynically manipulating a historic catastrophe to carry out a pre-planned agenda.

    A m e r ic a n " L o w P o s t u r e " P o l ic y t o w a r d In d o n e s ia in t h e M o n t h s L e a d in g u p t o t h e 1965 "C o u p " 1 Frederick Bunnell Introduction This article seeks to contribute to the reconstruction, explanation, and evaluation of the Johnson Administration's response to President Sukarno's radicalization of Indonesia's do­ mestic politics and foreign policy in the first nine months of 1965 leading up to the abortive "coup" on October 1,1965. The focus throughout is on both the thinking and the politics of what can be termed "the 1965 Indonesia policy group."2 That unofficial group was the informal constellation of US officials both in Indonesia (in the Embassy-based country team)3 and in Washington (in the *This article has enjoyed a long, troubled odyssey. Growing out of intermittent research on American-Indonesian relations dating back to my doctoral dissertation field research in Jakarta in 1963-1965, the substance of the article, including its primary conclusions, was presented in papers at the August 1979 Indonesian Studies Con­ ference in Berkeley and the March 1980 International Studies Association Conference in Los Angeles.
