Concept Note
Concept note The « Culture of peace» concept was first defined in Africa, during the International Congress on «Peace in the Minds of Men», organized by UNESCO in Yamoussoukro, Côte d’Ivoire, in 1989. According to the definition adopted by the United Nations General Assembly, a Culture of Peace consists “of values, attitudes and behaviors that reflect and inspire social interaction and sharing based on the principles of freedom, justice and democracy, all human rights, tolerance and solidarity, that reject violence and endeavor to prevent conflicts by tackling their root causes to solve problems through dialogue and negotiation and that guarantee the full exercise of all rights and the means to participate fully in the development process of their society”1. In Africa, the concept of a Culture of Peace is rooted in the values, belief systems and forms of spirituality, local knowledge and technologies, traditions and forms of cultural and artistic expression that contribute to the respect of human rights, cultural diversity, solidarity and the rejection of violence to build democratic societies. The idea of launching the Biennale for a Culture of Peace draws its inspiration from the Charter for African Cultural Renaissance2, which advocates that culture is the most effective mean for enabling Africa to increase its share of worldwide scientific production and overcome the challenges of globalization. Moreover, this Biennale is fully in line with the Action Plan for a Culture of Peace in Africa, which was adopted in Luanda (Angola) during the Pan-African Forum «Sources and resources for a Culture of Peace» jointly organized by UNESCO, the African Union and the Angolan Government in March 2013. -

OECD GOING DIGITAL SUMMIT 11-12 March 2019 OECD, Paris Speaker biographies Anil ARORA Chief Statistician, Canada Anil Arora was appointed Chief Statistician of Canada in September 2016. Mr. Arora has led significant transformational initiatives throughout his career, with experience and partnerships spanning all three levels of government, the private sector and international organizations, including the UN and the OECD. He has led projects on high-profile policy issues, legislative and regulatory reform, and overseen large national programs. In 1988, Mr. Arora joined Statistics Canada where he served in several positions, including regional operations, corporate services and the redesign of the dissemination function. In 2000, he became Director of Census Management Office and subsequently the Director General responsible for all aspects of the 2006 Census. He became the Assistant Chief Statistician of Social, Health and Labour Statistics from 2008 to 2010. In 2010, Mr. Arora joined Natural Resources Canada as Assistant Deputy Minister of the Minerals and Metals Sector, and in 2013 was appointed Assistant Deputy Minister of Science and Policy Integration. He moved to Health Canada in 2014, becoming Assistant Deputy Minister of Health Products and Food Branch. He also served as chair of the International Coalition of Medicines Regulatory Authorities. Mr. Arora attended the University of Alberta, where he earned a Bachelor of Science, followed by further education in computing science and management, including a graduate certificate in Advanced Public Sector Management at the University of Ottawa, and the Advanced Leadership Program at the Canada School of Public Service. Despite having the best technology at her disposal and state-of-the-art targeting software, Hillary Clinton could not get elected, they reported. The article was even titled “Trump’s election, the failure of big data." In light of the Cambridge Analytica scandal and its role in Trump’s election, it would be tempting to view this interpretation as ironic. But instead, we should see it as proof that the use of personal data in politics is moving so quickly that having an accurate idea of what is really happening is a challenging task. Furthermore, as explained by Colin Benett in an article on voter data bases, the competitive environment of a campaign and the proprietary nature of new campaigning technologies mean that “the internal data processing operations of political parties in every country are typically shrouded in a good deal of secrecy.” Despite the opacity of the digital campaigning environment, this investigation examines the use of French citizens’ data during the French presidential campaign in the spring of 2017. At the same time Le Monde was writing about how useless big data was in the US presidential campaign, were voters in France aware of the role of electoral data in building political speech? Did it play a signifcant role in the outcome of the election? After the Brexit vote in the UK and the election of US President Donald Trump, the 2017 French presidential election was held in a very particular context. -

But there are myths and realities about data-driven elections. It is time to assess the actual implications of data-driven elections in the light of the Facebook/Cambridge Analytica scandal, and to reconsider the broader terms of the international debate. Political micro-targeting, and the voter analytics upon which it is based, are essentially forms of surveillance. We know a lot about how surveillance harms democratic values. We know a lot less, however, about how surveillance spreads as a result of democratic practices – by the agents and organisations that encourage us to vote (or not vote). The articles in this collection, developed out of a workshop hosted by the Office of the Information and Privacy Commissioner for British Columbia in April 2019, address the most central issues about data-driven elections, and particularly the impact of US social media platforms on local political institutions and cultures. The balance between rights to privacy, and the rights of political actors to communicate with the electorate, is struck in different ways in different jurisdictions depending on a complex interplay of various legal, political, and cultural factors. -

It examines effects on the functioning of the rule of law, democracy and fundamental rights in the EU and its Member States. The study formulates recommendations on how to tackle this threat to human rights, democracy and the rule of law. It specifically addresses the role of social media platform providers in this regard. ABOUT THE PUBLICATION This research paper was requested by the European Parliament's Committee on Civil Liberties, Justice and Home Affairs (LIBE) and was commissioned, overseen and published by the Policy Department for Citizens’ Rights and Constitutional Affairs. The report also includes op-eds written by Dr. Moshe Kantor, EJC President, during the course of these years. This document is not exhaustive, but rather intends to reflect the EJC’s main objectives, and achievements, as Campaigns and well as campaigns driven by the EJC. In doing so this report summarises the EJC’s endeavours for the wellbeing Calls for Action of European Jewry, the security of its affiliated Jewish (P94-P107) communities and successful EU-Israel relations. Dr. Moshe Kantor gave a summary of the EJC’s activities in 2016, laying out main challenges and successes for European Jewry. Kantor particularly mentioned the growth of Islamic terrorism and extremism, the rise of the far-right and recent UNESCO resolutions, which were highly damaging for the Jewish people. Positive developments were discussed including the adoption of the Working Definition of Antisemitism by the International Holocaust Remembrance Alliance (IHRA) and the British Government as well as the development of the EJC Security and Crisis Centre (SACC by EJC). -
