Opportunities or Tensions: Assessing French Labour Market Reforms from 2012 to 2018 * Bernard GAZIER This article provides an overview and critical assessment of the intense efforts made to reform French labour market institutions and labour law during the Presidency of François Hollande (2012–2017) and the first eighteen months of the Presidency of Emmanuel Macron. It focuses on the provisions of the El Khomri Act of 2016, the Macron Orders of 2017 and the 2018 Act reforming lifelong learning institutions. The article identifies a strong continuity between the two presidencies, except for the 2018 lifelong learning reform which aims at introducing real change. Compared to the German Hartz reforms of 2002–2005 (similar in scope and importance), and situating European reform strategies within a range of policy options, the article argues that the French reforms correspond to a particular version of ‘flexicurity’, characterized by strong State involvement in labour market policies but also leaning increasingly towards flexibilization and individualization.

    Concept note The « Culture of peace» concept was first defined in Africa, during the International Congress on «Peace in the Minds of Men», organized by UNESCO in Yamoussoukro, Côte d’Ivoire, in 1989. According to the definition adopted by the United Nations General Assembly, a Culture of Peace consists “of values, attitudes and behaviors that reflect and inspire social interaction and sharing based on the principles of freedom, justice and democracy, all human rights, tolerance and solidarity, that reject violence and endeavor to prevent conflicts by tackling their root causes to solve problems through dialogue and negotiation and that guarantee the full exercise of all rights and the means to participate fully in the development process of their society”1. In Africa, the concept of a Culture of Peace is rooted in the values, belief systems and forms of spirituality, local knowledge and technologies, traditions and forms of cultural and artistic expression that contribute to the respect of human rights, cultural diversity, solidarity and the rejection of violence to build democratic societies. The idea of launching the Biennale for a Culture of Peace draws its inspiration from the Charter for African Cultural Renaissance2, which advocates that culture is the most effective mean for enabling Africa to increase its share of worldwide scientific production and overcome the challenges of globalization. Moreover, this Biennale is fully in line with the Action Plan for a Culture of Peace in Africa, which was adopted in Luanda (Angola) during the Pan-African Forum «Sources and resources for a Culture of Peace» jointly organized by UNESCO, the African Union and the Angolan Government in March 2013.

Mr. Arora has led significant transformational initiatives throughout his career, with experience and partnerships spanning all three levels of government, the private sector and international organizations, including the UN and the OECD. He has led projects on high-profile policy issues, legislative and regulatory reform, and overseen large national programs. In 1988, Mr. Arora joined Statistics Canada where he served in several positions, including regional operations, corporate services and the redesign of the dissemination function. In 2000, he became Director of Census Management Office and subsequently the Director General responsible for all aspects of the 2006 Census. He became the Assistant Chief Statistician of Social, Health and Labour Statistics from 2008 to 2010. In 2010, Mr. Arora joined Natural Resources Canada as Assistant Deputy Minister of the Minerals and Metals Sector, and in 2013 was appointed Assistant Deputy Minister of Science and Policy Integration. From PBrexit to the election of Donald Trump in the United States, old ideas and conceptions of the Left and Right are being deconstructed before our eyes faced with populist mantras. The French presidential election of 2017 was a story of a pro-European, pro-business, globalist centrist candidate and underdog, Emmanuel Macron, defeating the favored right-wing candidate, decimating the Socialist left, and going on to win a super majority in the National Assembly, with a movement- turned-party he only recently created. However, what is not told, are the populist elements and narratives, coopted by all candidates in the French presidential election, and how this aided Macron where it delegitimized most others. This paper analyses does just that, in exploring and analyzing populist narratives in all the major French presidential candidates’ campaigns, as well as the context and evolution of populist sentiment in contemporary France in general to better understand how we have arrived at this point, and perhaps to better understand the direction Macron will take France and Europe.     International Journal of Communication 12(2018), 1819–1839 1932–8036/20180005 The Nuit Debout Movement: Communication, Politics, and the Counter-Production of “Everynight Life” Introduction JAYSON HARSIN The American University of Paris, France This introduction applies a conjunctural approach to contextualizing particular analyses and theorizations of the French Nuit Debout social movement that began in 2016 (and may have ended that same year). It questions social movement research’s frames of movement emergence and decline. Integrating popular and alternative media and scholarly treatments of Nuit Debout, it assembles a longer French historical view of forces, repertoires, and aspirations and a broader culturally specific (although particulars are cross-culturally shared) set of developments that inevitably created conditions favoring Nuit Debout’s emergence. With regard to one enduring part of the past, Nuit Debout demonstrates a palpably French critique and counter-production of everyday life based in a desire to unleash human creativity while practicing direct democracy and social relationships contrary to consumer capitalist values—shared with other recent, especially leaderless, anti-austerity movements. The introduction then emphasizes the innovative role of media and communication in Nuit Debout before situating each contributing article in the conjunctural context.
