Electoral Performance and Policy Choices in the Front National James Shields* School of Languages and Social Sciences, Aston University, Birmingham B4 7ET, UK *Correspondence: [email protected] This article proposes a two-level analysis of the Front National (FN) in the 2017 French presidential and parliamentary elections. The first level focuses on the electoral performances of Marine Le Pen and the FN and analyses both elections in terms of gains and losses at the polls. The second level considers FN policy and argues that the party went into these elections with a programme targeting both left-leaning and right-leaning voters, attempting a policy synthesis that partly fitted and partly subverted Kirchheimer’s paradigm of the ‘catch-all’ party. Both levels of analysis link to a number of strategic considerations prompting debate within the party over the direction to take in order to improve its future electoral prospects. 1. Far-right populism, the Front National and the electoral context of 2017 The literature on radical right-wing populism has tended to treat the French Front National (FN) as a test case in the making (Camus and Lebourg 2017; Mudde 2017; Akkerman, de Lange and Rooduijn 2016; Benveniste 2016; Judis 2016; Beauzamy 2013; Reynié 2011). As Europe’s premier far-right populist party, the FN has plotted a gradual upward course in both elections and opinion polls since its initial breakthrough in the mid-1980s. While other far-right parties have either perished or been drawn into collusion with mainstream parties (de Lange 2012), the FN has sustained its solitary advance, making a virtue of its outsider status (Perrineau 2014). -

Firstly, it is the first to take place after the electoral re-organisation of January 2010 that involves 285 constituencies. Since it was revised on 23rd July 2008, the French Constitution stipulates that there cannot be more than 577 MPs. Candidates must have registered between 14th and 18th May (between 7th and 11th May for the French living abroad). The latter will vote on 3rd June next in the first round, some territories abroad will be called to ballot on 9th and 16th June due to a time difference with the mainland. The official campaign will start on 21st May next. Plain Packaging – International Overview Canadian Cancer Society May 19, 2016 Plain packaging would prohibit brand colours, logos and graphics on tobacco packages, thus eliminating the package as mini-billboards that promote tobacco. Required health warnings would appear on packages, but the branded part of the package would have a standard colour for all brands, such as the drab brown required in Australia (see images on page 3). Package dimensions would be standardized, thus eliminating Slims and Superslims packs targeting women. Plain packaging would (1) eliminate promotional aspects of packaging; (2) curb deceptive messages conveyed through packaging; (3) enhance the effectiveness of health warnings; (4) reduce tobacco use. Plain packaging would build on existing packaging regulation that requires health warnings, that requires toxic emission messages on package sides, and that prohibits misleading descriptors “light” and “mild”.1 International developments Summary: Plain packaging was implemented in Australia in 2012, has been adopted in France and the United Kingdom for implementation May 20, 2016, has been adopted in Ireland awaiting commencement date, and is under formal consideration in Norway, Hungary, Slovenia, Sweden, Finland, Canada, New Zealand, Singapore, Belgium, and South Africa. Behrent, Appalachian State University lections to the European Parliament are in many respects the ugly duckling of the European election cycle. They lack the obvious importance and immediate repercussions of presidential and parliamentary elections, yet they undeniably embody the core of the European ideal, even in its Ecurrent battered and beleaguered state. The European Parliament’s 751 members are, after all, directly elected by the European Union’s 500 million citizens. In recent decades, the Parliament’s role in the EU’s institutional architecture has deepened, giving members a prominent role in drafting legislation and approving the EU’s budget. Yet the Parliament’s rising stature has not been matched by equal levels of public awareness of its role. -

Electoral support for populism in France is fuelled by economic instability and voter distrust of mainstream politics and of the EU. -

WP 2023 – August 2020 Retelling the Story of the 2017 French Presidential Election: The contribution of Approval VotingA Review Antoinette Baujard, Isabelle Lebon Abstract: This paper proposes an alternative reading of the politics of the 2017 French presidential election, using an unstudied source of information on voters’ preferences: experimental data on approval voting. We provide a new narrative of the election process and outcome. The principal approach for understanding the political context has for many decades been a distinction between left and right-wing political forces. We introduce a method for generating an endogenous political axis, and construct three indices so that we might understand how and why the conventional approach has become progressively irrelevant. We find no gender effect, but instead an age effect. -

Opportunities or Tensions: Assessing French Labour Market Reforms from 2012 to 2018 * Bernard GAZIER This article provides an overview and critical assessment of the intense efforts made to reform French labour market institutions and labour law during the Presidency of François Hollande (2012–2017) and the first eighteen months of the Presidency of Emmanuel Macron. It focuses on the provisions of the El Khomri Act of 2016, the Macron Orders of 2017 and the 2018 Act reforming lifelong learning institutions. The article identifies a strong continuity between the two presidencies, except for the 2018 lifelong learning reform which aims at introducing real change. Compared to the German Hartz reforms of 2002–2005 (similar in scope and importance), and situating European reform strategies within a range of policy options, the article argues that the French reforms correspond to a particular version of ‘flexicurity’, characterized by strong State involvement in labour market policies but also leaning increasingly towards flexibilization and individualization.
