OECD GOING DIGITAL SUMMIT 11-12 March 2019 OECD, Paris Speaker biographies Anil ARORA Chief Statistician, Canada Anil Arora was appointed Chief Statistician of Canada in September 2016. Mr. Arora has led significant transformational initiatives throughout his career, with experience and partnerships spanning all three levels of government, the private sector and international organizations, including the UN and the OECD. He has led projects on high-profile policy issues, legislative and regulatory reform, and overseen large national programs. In 1988, Mr. Arora joined Statistics Canada where he served in several positions, including regional operations, corporate services and the redesign of the dissemination function. In 2000, he became Director of Census Management Office and subsequently the Director General responsible for all aspects of the 2006 Census. He became the Assistant Chief Statistician of Social, Health and Labour Statistics from 2008 to 2010. In 2010, Mr. Arora joined Natural Resources Canada as Assistant Deputy Minister of the Minerals and Metals Sector, and in 2013 was appointed Assistant Deputy Minister of Science and Policy Integration. He moved to Health Canada in 2014, becoming Assistant Deputy Minister of Health Products and Food Branch. He also served as chair of the International Coalition of Medicines Regulatory Authorities. Mr. Arora attended the University of Alberta, where he earned a Bachelor of Science, followed by further education in computing science and management, including a graduate certificate in Advanced Public Sector Management at the University of Ottawa, and the Advanced Leadership Program at the Canada School of Public Service. Ken ASH Director of the Directorate of Trade and Agriculture, OECD Ken Ash is the Director for the Directorate of Trade and Agriculture in the OECD. Prior to becoming OECD Director of Trade and Agriculture in 2008, Mr. Ash had served as Deputy Director since 1999. Mr. Ash leads OECD efforts to develop and communicate evidence-based advice to governments, with the aim at helping them improve the domestic and international performance of their policies in the areas of trade, food, agriculture and fisheries. Upon joining the OECD Mr. Ash brought with him 20 years of extensive experience from the Government of Canada where he held several senior positions in Agriculture and Agri-Food Canada. As Director General, Economic and Policy Analysis, from 1995-1999, he provided strategic policy guidance on key agriculture and trade policy issues and on government-wide policy and institutional reforms. Mr. Ash, a Canadian national, holds a Bachelor of Commerce degree and an MBA (International Business and Resource Management). 2 Mónica ASPE Vice President of External Affairs, AT&T, Mexico Mónica Aspe is Vice President of External Affairs at AT&T in Mexico, the fastest growing wireless provider in the country. She is responsible for the strategy of governmental and institutional relations, as well as the company's national Corporate Social Responsibility initiatives. Prior to joining AT&T, Mónica served as Ambassador and Permanent Representative of Mexico to the Organization for Economic Cooperation and Development (OECD), where she co-chaired the Friends of Going Digital group. She was also elected by the 52 member countries of the OECD Development Centre as Chair of its Governing Board. In addition, she represented Mexico before the International Energy Agency (IEA). Previously, Mónica served as Mexico´s Vice Minister of Communications, a position from which she contributed to the successful implementation of the Telecommunications Reform of 2013. Earlier, she served as Coordinator of the Information Society, promoting digital inclusion initiatives. Formerly, she was General Director of Mexico´s National Broadcasting Chamber (CIRT). She was also a public policy consultant and served as Advisor to Mexico´s Federal Electoral Institute (IFE). Mónica has a Bachelor's Degree from ITAM and a Master's Degree from Columbia University, both in Political Science, as well as Diplomas in Legislative Planning from ITAM and Philanthropy from Universidad Iberoamericana. Audrey AZOULAY Directrice générale, UNESCO Audrey Azoulay est la Directrice générale de l’UNESCO depuis novembre 2017. Evoluant dans le secteur de la culture depuis le début de sa carrière professionnelle, elle a, entre autres, travaillé au financement du secteur audiovisuel public français puis à la réforme et à la modernisation des systèmes français d’aide au cinéma. Elle a également effectué des missions comme experte auprès de la Commission européenne sur les questions de culture et de communication. En tant que conseillère culture auprès du Président de la République française, elle a notamment initié, en 2014, la conception d’un plan pour la protection du patrimoine en danger. Plan qu’elle a mis en œuvre en 2016 en tant que ministre de la Culture et de la Communication. Ancienne élève de l’Ecole Nationale d’Administration, elle est diplômée de l’Institut d’Etudes Politiques de Paris et titulaire d’un Diploma of Business Administration de l’Université de Lancaster (Royaume-Uni). Activement engagée depuis des années en faveur du dialogue interculturel et intergénérationnel afin de faire progresser l’éducation pour tous et la diffusion des savoirs scientifiques et culturels, Audrey Azoulay compte poursuivre cet engagement à la direction de l’UNESCO. 3 Maria Inés BAQUÉ Secretary of Digital Government and Technological Innovation, Argentina Maria Inés Baqué is Secretary of Digital Government and Technological Innovation, Secretary of Modernization in Argentina, reporting to the Secretary of Modernization, Under Chief of Cabinet Mr. Andrés Ibarra. She is in charge of the National Digital Agenda Project, Digital ID, Consumer’s Digital Services, among other projects. With a background of 30 years in private sector, mainly in IT, Financial Services and Manufacturing industries, María Inés joined in January 2016 the new administration of the Government of Argentina. She is also committed to the empowerment of Young Women Leaders and actively participates in Vital Voices as a mentor and belongs to AS/COAS Hemispheric Women Network. She has strong background in process re- engineering, start-ups, IT management, shared services centers. Her previous roles had been as Services Director for Argentina & Uruguay at Microsoft, IT Services Director at HP Argentina, Pgm Manager Off-shore strategy in EDS Latin America, BPO Director in EDS Argentina, Operations Director at Metropolitan Life Argentina & Uruguay, Credit Retail Manager at HSBC Argentina, Operations Manager at HSBC - Maxima Pension Fund, Re-eingeniering Manager at La Buenos Aires Insurance Company, Re-eingeniering analyst at Sevel Argentina (Fiat -Peugeot Licensee). Marco BELLEZZA Counsellor on Blockchain Strategy to the Minister for Economic Development of Italy Mr. Marco Bellezza is the Counsellor on Blockchain Strategy to the Minister for Economic Development of Italy and Legal Counsel on Communication and Digital Innovation to the Deputy Prime Minister Luigi Di Maio. As a Digital and Fintech lawyer, Mr. Bellezza’s experience ranges from providing legal assistance to Italian and foreign clients in matters relating to media law and new technologies. Marco is the author of numerous scientific publications in national and international journals. He is founder and president of “Osservatorio Pugliese della Proprietà Intellettuale Concorrenza e Consumo digitale” (www.oppic.it). In 2011 he obtained a PhD in “Private law and new technologies” at the University of Bari, defending a thesis on the topic of the relationship between the protection of intellectual property rights and the respect of fundamental rights of users of the network in the community and national disciplinary perspective. 4 Anne BERNER Minister of Transport and Communications, Finland Anne Berner is Minister responsible for transport and communications policies as well as for matters related to Nordic cooperation. Ms. Berner has actively promoted the creation of innovative, customer-oriented transport services. She has been a key actor in the development of world-class ecosystems of intelligent transport systems and services and automated driving in Finland. Ms. Berner has also been actively enhancing the use of data and digitalization to enable new businesses, including the unique 5G test network in Finland, guidelines for data sharing and developing human-centred data operating models in practice. Allison BERKE Executive Director, Stanford Cyber Initiative, United States Allison Berke is the Executive Director of the Stanford Cyber Initiative, where she manages research, education, and outreach activities related to the secure integration of cyber technologies into society. Allison Berke teaches CS181 at Stanford (Computers, Ethics, and Public Policy), chairs the Blockchain Protocol and Security Engineering conference, and writes on private blockchains and computer security in healthcare. She received her PhD in Bioengineering from UC Berkeley, and previously worked in biomedical- and security- focused consulting with McKinsey & Co. 5 Laurence BOONE Chief Economist and Head of the Economics Department, OECD Laurence Boone is the OECD Chief Economist and Head of the Economics Department since July 2018. Ms. Boone ensures that the Department is at the forefront of Economic thinking and will coordinate the work of the Country Studies and Policy branches to create new opportunities and enhance synergies
