EJC in Action This activity report provides information about major (P04-P93) events, high-level meetings and activities organised or attended by the European Jewish Congress (EJC) between 2017 and 2019.

The report also includes op-eds written by Dr. Moshe Kantor, EJC President, during the course of these years. This document is not exhaustive, but rather intends to reflect the EJC’s main objectives, and achievements, as Campaigns and well as campaigns driven by the EJC. In doing so this report summarises the EJC’s endeavours for the wellbeing Calls for Action of European Jewry, the security of its affiliated Jewish (P94-P107) communities and successful EU-Israel relations.

Brussels | January 24, 2017 General Assembly of the European Jewish Congress

The EJC held its General Assembly in Brussels, which was attended by over 30 Presidents and representatives of European Jewish communities. Dr. Moshe Kantor gave a summary of the EJC’s activities in 2016, laying out main challenges and successes for European Jewry. Kantor particularly mentioned the growth of Islamic terrorism and extremism, the rise of the far-right and recent UNESCO resolutions, which were highly damaging for the Jewish people.

Positive developments were discussed including the adoption of the Working Definition of Antisemitism by the International Holocaust Remembrance Alliance (IHRA) and the British Government as well as the development of the EJC Security and Crisis Centre (SACC by EJC).

Issues such as communal security, Holocaust restitution, Brexit, and the re-implementation of the working definition of Antisemitism at the European Union level were among the topics on the agenda. A dinner was held with the participation of special guests of honour including the new Israeli Ambassador to the European Union and the first Israeli Ambassador to NATO, H.E. Aharon Leshno- Yaar, Israeli Ambassador to Belgium and Luxembourg, H.E. Simona Frankel, other Ambassadors, film director Andrei Konchalovsky, Members of the European Parliament, the Coordinator on Combating Antisemitism, Katharina von Schnurbein, and other representatives of the European Commission. Brussels | January 25, 2017 International Holocaust Remembrance Day Ceremony

EUROPEAN PARLIAMENT

The EJC in partnership with the newly elected President of the European Parliament, Antonio Tajani, organised the International Holocaust Remembrance Day Ceremony 2017.

As the event was devoted to restoring identities of the victims of the Shoah, the EJC produced a short biographical video about the German painter, Felix Nussbaum, which was shown during the ceremony.

Antonio Tajani opened the event, followed by an address by Dr. Moshe Kantor. UNESCO Ambassador for Holocaust Education, Beate Klarsfeld, and Former Prime Minister of the United Kingdom and ECTR Chairman, Rt. Hon. Tony Blair, were also among the speakers. During the ceremony, the “European Medal of Tolerance” was awarded to film director Andrei Konchalovsky for his latest Holocaust- drama “Paradise” and his cinematographic work against (left) extremism and intolerance. Vatican | January 27, 2017 Meeting with Pope Francis on International Holocaust Remembrance Day

An EJC delegation, headed by its President, Dr. Moshe Kantor, met with His Holiness, Pope Francis, at the Holy See. Kantor said that he considers the audience a gesture of brotherhood towards every Jew. He praised the Pope’s visit to Auschwitz in 2016 and commended him for his strong moral approach against terrorism and extremism. The Pope and EJC representatives also spoke about interfaith work and building bridges between the two communities. “We need a reaffirmation of the principles that bind the three great monotheistic religions, Judaism, Christianity and Islam, about what unites us and say a strong “no” to violence and hate, and “yes” to tolerance and reconciliation.” Kantor said. Brussels | November 10, 2017 Annual meeting of community directors

The EJC gathered 25 community Presidents, Directors, offi- cials, experts, in order to discuss:

• The role of communities in the adoption of the European Parliament Resolution on combating antisemitism

• The role community leaders can play in responding to security challenges

• The OSCE Practical Guide on Antisemitism

Paris | November 21, 2017 Meeting with French President

An EJC delegation led by Dr. Moshe Kantor, met with French President Emmanuel Macron. The delegation included Francis Kalifat, President of the CRIF, and Raya Kalenova, EJC Executive Vice-President and CEO.

During the meeting, the delegation ensured President Macron that the EJC unanimously opposes any meetings or dealings with far-right and far-left political parties in Europe.

The EJC leadership, including Yohan Benizri, President of the Coordinating Committee of Belgian Jewish Organisations (CCOJB), called on the Prime Minister to specifically address the pressing need for additional police resources, and to increase focus on democratic values in education for all sectors of the population, including migrant and refugee communities. Brussels | January 24, 2018 EJC and European Commission host screening of film NANA

NANA is a feature-length documentary dealing with the important issue of transmitting the memory of the Shoah to the next generation.

Raya Kalenova and Katharina von Schnurbein opened the evening and welcomed all participants before the screening of the film in front of 300 visitors from Brussels’ political sphere.

The screening was followed by a panel discussion with Frans Timmermans, FVP of the European Commission, historian Prof. Simon Schama, and producer and director of the film Serena Dykman. The discussion was moderated by Gillian Merron, Chief Executive of BoD.

The conference “An End to Antisemitism!” was an unprecedented event that brought together over 150 speakers from North America, Israel, Latin America, Australia and various European countries. The opening of the conference was held in Vienna’s City Hall and was opened by Heinz Engle, Rector of the University of Vienna, French philosopher, Bernard-Henri Lévy, and Dr. Moshe Kantor, co- organiser of the event.

The EJC together with B’nai B’rith International (BBI), the EP-WGAS, the EP Sports Intergroup and the EP Anti-Racism and Diversity Intergroup (ARDI) organised a conference in order to address the issue of racism, xenophobia and antisemitism in football.

On the occasion of an AIPAC Gala Dinner, EJC President Dr. Moshe Kantor was honoured to meet with Czech President Miloš Zeman. Amongst topics discussed was the Ceremony of Unveiling of the Terezin Monument that took place on Monday, 4 June 2018. This monument includes a big rock, generally referred to as the “Jewish Stone”. During the meeting, Dr. Kantor gave President Zeman a polished piece of this rock, as a symbolic gesture. An EJC delegation consisting of representatives and leaders of Europe’s Jewish communities participated in the commemoration ceremony of the 75th anniversary of the liquidation of the Minsk Ghetto, organised by the Union of Belarusian Jewish Public Associations and Communities, the country’s EJC affiliate. Vienna | November 20, 2018 EJC addresses the Conference “European Values, the Rule of Law and Security”

Dr. Moshe Kantor spoke about some of the current challenges of fighting antisemitism and European values at a conference titled “European Values, the Rule of Law and Security”, organised by the Austrian Interior Ministry in the framework of the Austrian Presidency of the European Council.

“Our European system of values offers protection to radicals and extremists of different ideologies who want to destroy it,” Dr. Kantor said. “Across Europe, far right, far left and radical Islam co-exist in a mutually reinforcing relationship, where antisemitism is a uniting element. The consequence is a growing threat to Jewish communities and a growing sense of despair and pessimism about the future.”

The “Catalogue of Policies to Combat Antisemitism”, initiated and commissioned by European Jewish Congress President Dr. Moshe Kantor, was also presented at the conference. It is an intensive joint effort by senior experts and academics from the universities of Vienna, Tel Aviv and New York, to develop concrete policies to be undertaken by governments, public and private institutions, religious communities and those involved with combating hate online. The European Jewish Congress held a meeting of its Executive Committee at the Maimonides-Zentrum of the Jewish Community of Vienna on November 21st, 2018. The meeting took place in the aftermath of two conferences and a gala-dinner organised in cooperation with the Austrian Presidency of the European Council and Federal Chancellor, Sebastian Kurz. Nuno Wahnon Martins, gave a thorough presentation on the Austrian Presidency’s efforts to pass a declaration on combating antisemitism in the European Council.

EJC President, Dr. Moshe Kantor reminded the Executive of the necessity of communicating to governments that the rise of antisemitism and extremism is a pressing challenge not only for Jewish life in Europe, but also for society as a whole, and that operational support from governments for the security of Jewish communities is a necessity.

Members of the Executive exchanged best practices from their communities, with Marie van der Zyl, President of the Board of Deputies of British Jews, addressing upcoming challenges for the Jewish community in the light of a fast approaching Brexit. Brussels | December 2, 2018 EJC joins celebration of 40th anniversary of EUJS

The EJC joined the European Union of Jewish Students (EUJS) in celebrating 40 years of peer-led Jewish student activism. Jewish leaders, Members of the European Parliament, representatives of the European Commission and international NGOs, joined EUJS alumni and young Jewish students from across Europe at a gala dinner in Brussels on December 2nd 2018, the first night of Hanukkah, to celebrate 40 years of European Jewish student activism.

In her keynote speech at the gala, Ariella Woitchik, EJC Director of Legal and Public Affairs, acknowledged the important role of EUJS in empowering young Jewish voices and praised the EJC’s partnership with the youth organisation.

The gala dinner was also addressed by David Harris, Executive Director of the American Jewish Committee, Katharina von Schnurbein, European Commission Coordinator on Combating Antisemitism, and MEP Heinz K Becker, Chair of the European Parliament Working Group on Antisemitism. Strasbourg | December 11, 2018 FRA report on experiences of antisemitism presented at European Parliament

The European Parliament Working Group on Antisemitism (WGAS), of which the European Jewish Congress acts as Secretariat, held a conference presenting the findings of the 2nd FRA Survey on discrimination and hate crime against Jews at the European Parliament in Strasbourg.

The report follows up on the first survey on perceptions of antisemitism conducted by the FRA in 2013, and was based on responses by over 16,000 Jews across 12 Member States of the European Union.

Among the speakers were: MEP Heinz K. Becker, Chair of WGAS, Ioannis Dimitrakopoulos, Scientific Advisor at the FRA, Michael Whine, MBE, an expert at the Security and Crisis Center (SACC) by EJC, and formerly the Government and International Affairs Director at the UK’s (CST), Mette Miriam Bentow, a member of the Jewish community of Copenhagen and a witness of the terrorist attack at the city’s Synagogue in 2015, and Benjamin Nägele, Director of EU Affairs at B’nai B’rith International.

Strasburg | December 11, 2018 EJC and European Parliament pay respects to Hadar Goldin

The European Parliament paid respects to fallen soldier and terror victim, Lt. Hadar Goldin at the opening ceremony of the exhibition “Hadar Goldin: The Final Peace”, which was held in Strasbourg, in cooperation with the European Jewish Congress. The 23-year old Israeli Lieutenant Hadar Goldin was killed by Hamas two hours into a humanitarian ceasefire in 2014 and the terrorist organisation has ever since refused to return his remains for proper burial. Hadar’s parents, Leah and Simha Goldin, who travelled to Strasbourg for the opening ceremony, expressed appreciation for the strong support and continuous effort of the European Parliament for the case of their son and upholding universal humanitarian values.

The exhibition, featuring some 20 fine art pieces by Hadar Goldin, was held under the patronage of EP Vice-President for Human Rights MEP Pavel Telička, and co-hosted by MEP Bastiaan Belder, Vice-President MEP Ioan Paşcu, MEP Cristian Preda and MEP Anders Vistisen, in collaboration with the European Jewish Congress. EMPHASISING that these attacks and all kinds of harm against European Jewish citizens target the fundamental values and 5. INVITES THE MEMBER STATES to provide for the financing and implement the necessary security measures of Jewish human rights that are at the heart of the European Union, as enshrined in Article 2 of the Treaty on the European Union (TEU), communities, institutions and citizens,

NOTING with strong concern that the situation for Jewish people has not substantially improved and that antisemitic hatred 6. INVITES THE MEMBER STATES to make use of the financial support provided by the European Union’s financial instruments remains widespread as confirmed by the 2018 FRA report, as well as by the latest annual report of the European Commission for the protection of public spaces, against Racism and Intolerance (ECRI) of June 2018, 7. INVITES THE MEMBER STATES to make use of the Key Guiding Principles of the EU High Level Group on combating racism, xenophobia and other forms of intolerance published in December 2017 in order to improve the recording of hate NOTING that antisemitism - including when disguised under the cover of political views – as well as Neo-Nazism are causing crime by law enforcement authorities, great concern to Jewish communities in several Member States, 9. INVITES THE MEMBER STATES to participate in the ongoing training of national law enforcement and criminal justice NOTING that several EU Member States have taken measures – politically, financially and strategically – to protect their authorities provided by the FRA and the OSCE Office for Democratic Institutions and Human Rights (ODIHR) in order to Jewish communities, improve their ability to record and collect hate crime data, including on antisemitism, and support civil society organisations to complement the collection in order to better measure the extent of antisemitism affecting Jewish citizens, STRESSING that antisemitic hate speech online is having an impact on the sense of well-being of Jewish people in Europe and is enabling the dissemination of antisemitic propaganda and conspiracy theories including notions of Jewish control and 10. Without prejudice to national competence, this requires freedom of research, adequate curricula as well as on antisemitism, in all Member States, adequate education and training on the Holocaust and antisemitism for teachers, people working in the field of security and justice and could be taken into consideration as part of general integration measures, WELCOMING the European Union acquiring the status of Permanent International Partnership, observer status without voting rights, with the International Holocaust Remembrance Alliance (IHRA) to ensure continuous remembrance of the 14. INVITES THE COMMISSION to present in the context of its overall strategy against racism, xenophobia and other forms Holocaust and to prevent and fight any form of antisemitism, of intolerance, further measures combating and preventing all forms of antisemitism and to this end work closely with the Member States, including with regards to the protection of Jewish institutions, communities and citizens, 1. INVITES THE MEMBER STATES to adopt and implement a holistic strategy to prevent and fight all forms of antisemitism as part of their strategies on preventing racism, xenophobia, radicalisation and violent extremism, 15. INVITES THE COMMISSION to continue focusing on antisemitism as part of the work of the EU High Level Group on combating racism, xenophobia and other forms of intolerance and to continue developing, in close consultation with the 2.
