THE AIM OF THE CP/RAC

To promote mechanisms leading to sustainable production and consumption patterns in the Mediterranean, focusing on cleaner production1 and pollution prevention.

1 The following definition for cleaner production was adopted by the UNEP:

Cleaner Production is the continuous application of an integrated preventive environmental strategy to processes, products, and services to increase overall efficiency, and reduce risks to humans and the environment. Cleaner Production can be applied to the processes used in any industry, to products themselves and to various services provided in society.

For production processes, Cleaner Production results from one or a combination of conserving raw materials, water and energy; eliminating toxic and dangerous raw materials; and reducing the quantity and toxicity of all emissions and wastes at source during the production process.

For products, Cleaner Production aims to reduce the environmental, health and safety impacts of products over their entire life cycles, from raw materials extraction, through manufacturing and use, to the 'ultimate' disposal of the product.

For services, Cleaner Production implies incorporating environmental concerns into designing and delivering services. 2

MAIN ACHIEVEMENTS

• Consolidation of the CP/RAC as a reference Centre in the promotion of mechanisms leading to the development of more sustainable production and consumption patterns in the Mediterranean.

• Extension of CP/RAC's technical activities to the priority areas of action of the Mediterranean Strategy for Sustainable Development (MSSD): the services sector (mainly tourism), agriculture, energy and climate change, sustainable consumption and the handling of chemicals.

• Increase in the number of activities in Mediterranean countries upon specific request by the National Focal Points2 (NFPs).

• Creation of cooperation links with representatives of key sectors and with the private sector, academia and non-governmental organisations (NGOs) and with some United Nations conventions.

• Broadening of channels for the dissemination of CP/RAC activities through the development of a strategy with representatives of the aforementioned sectors.

• Update and new design of CP/RAC's communication tools: web page, a Centre news bulletin (CP News), an annual technical publication (RAC/CP Annual Technical Publication Mediterranean Enterprises and Sustainability).

2006 ACTIVITY REPORT

The following international agreements served as the framework for the activities carried out by the CP/RAC in 2006: the Mediterranean Strategy for Sustainable Development (MSSD); the Protocol for the Protection of the Mediterranean Sea against Pollution from Land-based Sources (LBS Protocol); and the principal international and regional agreements for the elimination or reduction of pollutants, especially the Stockholm Convention on Persistent Organic Pollutants (POPs) and the Strategic Approach to International Chemicals Management (SAICM).

Centre activities focused on the following lines of action:

Technical Activities

The Centre’s technical activities addressed two major economic sectors: industry and services. The bulk of the activities, however, targeted production where the Centre has more experience and which the NFPs focused on through their proposals. The ceramics sector was addressed by first of all conducting the study entitled Pollution Prevention in the Structural Ceramics Sector and, secondly through a seminar in Casablanca (Morocco) where the manual was presented. As for the chemical sector, a study entitled Pollution prevention alternatives in The Batch Chemical Sector was conducted and a database of sector technologies structured by processes, residual flows and technology type was devised with a view to facilitating searches. A regional seminar was held in Barcelona for the hazardous waste sector. In Aden (Yemen) a manual was presented on Possibilities for the Recycling and Reuse of Used Oils. And lastly, in the meat sector, we published the study entitled Pollution Prevention in the Meat Processing Industry in the Mediterranean Region.

However, several of the activities in this sector focused on energy efficiency given that energy management and climate change are the MSSD priority theme areas adopted by the Mediterranean countries. In this connection, the Centre took part in the seminars organised by the Blue Plan in Sofia Antipolis (France) and in Carthage (Tunisia) where the energy – climate change binomial was discussed. The Centre likewise participated in the energy working group and in the fifth UMET Workshop (Université Mediterraneénne d’Éte – Mediterranean Summer University). The Centre also drafted a brochure on energy efficiency and was entrusted with the preparation of the National Study on Energy and Climate Change, Energy Efficiency and Renewable Energy. And lastly, the CP/RAC participated in and supported the organising institutions at the EXPO CO2 fair.

Two manuals targeting the services sector were published: Good Housekeeping Practices for Offices and Good Housekeeping Practices in Hotels. A seminar was also organised in Al Bayda (Libya) where this second manual was presented.

Promotion of Best Available Techniques (BATs) and Best Environmental Practices (BEPs).

Achieving sustainable production in the industrial sector in the Mediterranean region requires companies to progressively incorporate mechanisms to eliminate completely or at least reduce the emission of pollutants.

These mechanisms are defined as BATs and BEPs3 within the framework of the Mediterranean Action Plan (MAP) and the European Union (EU) and their promotion throughout Mediterranean industry through the CP/RAC is the major component of the cooperation agreement between the MAP and the EU.

Hence, activities regarding pollution prevention alternatives focused on the promotion and dissemination of BATs and BEPs, including the preparation and publication of technical studies, the organisation of seminars and the development of technical support in industries. These studies were: the Spanish Guide on Best Available Techniques (BATs) in Glass Sector; Best Available Techniques (BATs) in Malt Sector; Review of BATs and BEPs for the Hazardous Waste Treatment Sector in the Mediterranean Region; and, the Pollution Prevention Options in the Tanning Sector Industry within the Mediterranean Region which was presented at different seminars organised by the Centre in Casablanca and Fez (Morocco), Tunis (Tunisia), Istanbul (Turkey), Thessalonica (Greece) and Cairo (Egypt).

Also, with a view to assuring the enforcement of BATs and BEPs in the industrial sector of any given country, governments need to establish suitable regulatory and institutional mechanisms to foster and allow their adoption by companies. To that end, the EU Mediterranean member countries enforce the Directive concerning the integrated pollution prevention and control (the IPPC Directive)4 acknowledged as the most useful tool in regulating industrial facilities. The main cooperation frameworks between the MAP and the European Commission, the Cooperation Work Programme and the Horizon 2020 Project, promote the transfer of experience acquired by EU Member States in the application of the IPPC Directive to the rest of the Mediterranean countries and foster the application of similar systems. As one of the main components of the MAP, the CP/RAC is involved in this process. In this connection, in 2006 the Centre launched a project to promote the IPPC Directive in the Adriatic countries by organising a seminar in Slovenia.

With a view to implementing the IPPC Directive in Spain, four Best Available Techniques Reference Documents (BREFs) were translated into Spanish upon request by the Ministry of Environment of Spain: - Reference Document on the Best Available Techniques for Waste Incineration; - Reference Document on Best Available Techniques for the Waste Treatments Industries; - Reference Document on Best Available Techniques for Large Combustion Plants; - Reference Document on Economics and Cross-Media Effects.

The CP/RAC has also been working to promote the proper application of best environmental practices among small and medium enterprises (SMEs) in the Mediterranean region with an interactive CD and a manual entitled Sustainable Company Management: Making it Profitable to be Environmentally-Friendly.

Sustainable management of chemicals

The Centre has also developed another group of activities focusing on the sustainable management of chemicals, an objective on which the CP/RAC is putting special emphasis having been established as one of the priorities of the LBS Protocol, while also being targeted as a key element in other more recent international agreements to take on pollution from land-based sources such as the Stockholm Convention on POPs and the SAICM with regard to which the Centre can play the role of Regional Centre for the Mediterranean.

The Centre also drew up two reports this year on the mobilisation of economic resources and new economic instruments for the execution of National Action Plans (NAPs), took part in the Conference of the Parties of the Stockholm Convention and also cooperated in the organisation of the first meeting of SAICM held in Barcelona and participated in the second meeting held a few months later in Riga (Latvia).

Monitoring of trends and progress made by countries.

In addition to promoting mechanisms for pollution prevention mentioned in the foregoing, the CP/RAC conducted studies on Cleaner Production (CP) and sustainable consumption with a view to carrying out a periodic review of the progress made by countries in the area of production and consumer patterns.

Cooperation links with key sectors

In tandem with technical activities, the Centre reinforced existing agreements with other institutions such as universities for which it has put together an electronic guide for pollution prevention in businesses, raising the awareness of the latter as to the opportunities to be gained from applying CP as a business management strategy. New agreements have been struck this year with the private sector such as the one with the Association of Mediterranean Chambers of Commerce and Industry (Association des Chambres de Commerce et d'industrie de la Méditerranée, ASCAME), with a view to

Communication strategy

In 2006 the CP/RAC bolstered its communication strategy on three different fronts: (1) by improving existing tools, specifically the CP News, Med Clean, the annual publication entitled RAC/CP Annual Technical Publication, Mediterranean Enterprises and Sustainability and the Web page; (2) by collaborating in the organisation of events such as the SAICM meetings and the initiative known as Four Motors for Europe; and (3) by participating in other strategic meetings such as the Park Life fair in Italy, Environmental International Film Festival of Catalonia (FICMAC) held in Barcelona and the Blue Week in Turkey.

All of these activities were made possible thanks to the participation of a great many experts including university professors, entrepreneurs and investors from different sectors, along with a broad range of representatives of government bodies, engineers and industrialists in seminars focusing on, inter alia, toxic and hazardous industrial waste management and the IPPC.
