Enfin, je tiens aussi à remercier ma famille qui m‟a soutenu et aidé durant toutes ces années. i Résumé Les politiques de développement régional d’une zone périphérique chinoise, le cas de la province de Hainan La Chine connaît de fortes inégalités régionales en termes de développement. Pour lutter contre ce déséquilibre, le gouvernement central a lancé plusieurs campagnes de développement régional. Malgré ces efforts, les inégalités entre régions persistent. Cette thèse a pour objet l‟étude d‟un plan de développement régional dans une région périphérique chinoise dans un contexte de transition. Longtemps marginalisée, la province de Hainan fait l‟objet de politiques visant à la transformer en destination touristique internationale pour 2020. Notre étude se concentre sur les relations entre les différents acteurs de ce plan, et révèle que ces politiques régionales ne mettent pas fin à la situation périphérique de Hainan. Si les investissements réalisés dans les infrastructures ont permis de briser l‟isolement de la province, ces mesures ont accru l‟influence du pouvoir central sur l‟île, et Hainan reste une région frontière hautement stratégique aux yeux de Beijing, notamment pour soutenir ses revendications en mer de Chine méridionale. Cette étude s‟interroge aussi sur le rôle des entreprises d‟Etat dans l‟application de ce plan et montre que la collusion entre administration et entreprises, source de conflits d‟intérêts, est un frein à sa réussite. Ces politiques ont aussi fragilisé l‟économie de l‟île en accentuant sa dépendance à l‟égard du secteur immobilier, et favorisé les inégalités entre communautés. En se focalisant sur les infrastructures et en délaissant les questions de gouvernance et les enjeux sociaux, les plans de développement régional chinois n‟atteignent pas leur objectif Ŕ la province de Hainan n‟est toujours pas une destination internationale majeureŔ, et ne mettent pas fin aux inégalités régionales. Mots-clefs : Chine, Hainan, centre-périphérie, tourisme, politiques de développement. ii Abstract Regional development policies in a Chinese peripheral region: the case of Hainan province China suffers from strong regional inequalities in terms of development. To fight against this imbalance, the central government has launched several regional campaigns. In spite of these efforts, regional inequalities persist. This thesis aims to study the regional development of one of China‟s peripheral regions in the context of transition. Long marginalized, policies have now been implemented in Hainan to transform the province into an international tourism destination by 2020. This study focuses on the relations between the different actors involved in this plan, and reveals that these regional policies will not put an end to the peripheral status of Hainan. The province is no longer isolated thanks to heavy investment in infrastructure, but these measures have increased the influence of the central government on the island, and Hainan remains a highly strategic frontier region in the eyes of Beijing. This study also questions the role of state-owned enterprises in the implementation of this plan and shows that the collusion between government and companies prevent the plan‟s success because of conflicts of interests. These policies have weakened the island‟s economy by increasing its dependence on real estate, and have increased inequality between communities. By focusing on infrastructure and neglecting governance and social issues, China‟s regional development plans are not achieving their goals Ŕ Hainan province is still not a main international destination Ŕ, and are not putting an end to regional inequalities.     Dwelling in Shenzhen: Development of Living Environment from 1979 to 2018 Xiaoqing Kong Master of Architecture Design A thesis submitted for the degree of Doctor of Philosophy at The University of Queensland in 2020 School of Historical and Philosophical Inquiry Abstract Shenzhen, one of the fastest growing cities in the world, is the benchmark of China’s new generation of cities. As the pioneer of the economic reform, Shenzhen has developed from a small border town to an international metropolis. Shenzhen government solved the housing demand of the huge population, thereby transforming Shenzhen from an immigrant city to a settled city. By studying Shenzhen’s housing development in the past 40 years, this thesis argues that housing development is a process of competition and cooperation among three groups, namely, the government, the developer, and the buyers, constantly competing for their respective interests and goals. This competing and cooperating process is dynamic and needs constant adjustment and balancing of the interests of the three groups. Moreover, this thesis examines the means and results of the three groups in the tripartite competition and cooperation, and delineates that the government is the dominant player responsible for preserving the competitive balance of this tripartite game, a role vital for housing development and urban growth in China. In the new round of competition between cities for talent and capital, only when the government correctly and effectively uses its power to make the three groups interacting benignly and achieving a certain degree of benefit respectively can the dynamic balance be maintained, thereby furthering development of Chinese cities.

    Miller, China Leadership Monitor, No. 26 The CCP Central Committee’s Leading Small Groups Alice Miller For several decades, the Chinese leadership has used informal bodies called “leading small groups” to advise the Party Politburo on policy and to coordinate implementation of policy decisions made by the Politburo and supervised by the Secretariat. Because these groups deal with sensitive leadership processes, PRC media refer to them very rarely, and almost never publicize lists of their members on a current basis. Even the limited accessible view of these groups and their evolution, however, offers insight into the structure of power and working relationships of the top Party leadership under Hu Jintao. A listing of the Central Committee “leading groups” (lingdao xiaozu 领导小组), or just “small groups” (xiaozu 小组), that are directly subordinate to the Party Secretariat and report to the Politburo and its Standing Committee and their members is appended to this article. First created in 1958, these groups are never incorporated into publicly available charts or explanations of Party institutions on a current basis. PRC media occasionally refer to them in the course of reporting on leadership policy processes, and they sometimes mention a leader’s membership in one of them. The only instance in the entire post-Mao era in which PRC media listed the current members of any of these groups was on 2003, when the PRC-controlled Hong Kong newspaper Wen Wei Po publicized a membership list of the Central Committee Taiwan Work Leading Small Group. (Wen Wei Po, 26 December 2003) This has meant that even basic insight into these groups’ current roles and their membership requires painstaking compilation of the occasional references to them in PRC media.

    Did government decentralization cause China’s economic miracle? a b Hongbin Cai Daniel Treisman Many scholars attribute China’s remarkable economic performance since 1978 in part to the country’s political and fiscal decentralization. Political decentralization is said to have stimulated local policy experiments and restrained predatory central interventions. Fiscal decentralization is thought to have motivated local officials to promote development and harden enterprises’ budget constraints. The locally diversified structure of the pre- reform economy is said to have facilitated liberalization. We examine these arguments and find that none establishes a convincing link between decentralization and China’s successes. Immediately after Xi Jinping assumed the position of party secretary general (PSG), he launched a large-scale top-down antiwaste campaign amongst the Chinese cadre corps. Compared with similar policies announced by Xi’s predecessors, this campaign has distinct features that entail substantial political costs for the PSG. Why did Xi choose this risky strategy? Drawing on recent literature on authoritarian regimes, we argue that, amongst all possible objectives, an authoritarian leader such as Xi can use this type of policy campaign to demonstrate his power. In particular, the inherent importance of informal politics, the recent developments in Chinese politics, and Xi’s personal background have increased his incentive and capacity to signal power by implementing this seemingly risky campaign.
