Beat: Business Arrested the director of ICBC in Spain in an operation against money laundering The Civil Guard headquarters records Madrid, 17.02.2016, 16:32 Time USPA NEWS - Chinese banking giant ICBC is the subject of a police investigation in Spain for an alleged crime of money laundering from organized crime. The Civil Guard raided on Wednesday the Madrid headquarters of the bank and arrested five of its top executives. According to the anti-corruption prosecutor, who directs the proceedings, which also involved the Bank of Spain, said that in the Madrid headquarters of the Industrial and Commercial Bank of China (ICBC) there is a "criminal structures" dedicated to the money laundering admitted by customers of the organization, including members of the Chinese mafia would find. During searches, the Civil Guard have seized documents and computers. But the taking of evidence is not the only objective of the Civil Guard, which also seeks to decapitate the frame structure. To do this, agents stopped the president of ICBC in Spain and four of his top executives. According to sources in the investigation, some of the suspects not ordinarily resident in Spain, they are periodically moved to Madrid from Shanghai. ICBC was established in Madrid in 2011. The bank has another open office in Barcelona. His arrival in Spain was in the midst of economic crisis and when he was up the restructuring of the Spanish banking system. ICBC is the largest bank in the world by market capitalization and deposits, and is an institution in China. It was founded in 1984 and in just ten years became the largest bank in the country and one of the leaders of the Chinese financial market. -

I declare that my thesis consists of 98,700 words. 3 Abstract: This thesis examines qiaowu [Overseas Chinese affairs] policies during the PRC’s first decade, and it argues that the CCP-controlled party-state’s approach to the governance of the huaqiao [Overseas Chinese] and their affairs was fundamentally a political economy. This was at base, a function of perceived huaqiao economic utility, especially for what their remittances offered to China’s foreign reserves, and hence the party-state’s qiaowu approach was a political practice to secure that economic utility. -

Elite Politics and the Fourth Generation of Chinese Leadership ZHENG YONGNIAN & LYE LIANG FOOK* The personnel reshuffle at the 16th National Congress of the Chinese Communist Party is widely regarded as the first smooth and peaceful transition of power in the Party’s history. Some China observers have even argued that China’s political succession has been institutionalized. While this paper recognizes that the Congress may provide the most obvious manifestation of the institutionalization of political succession, this does not necessarily mean that the informal nature of politics is no longer important. Instead, the paper contends that Chinese political succession continues to be dictated by the rule of man although institutionalization may have conditioned such a process. Jiang Zemin has succeeded in securing a legacy for himself with his “Three Represents” theory and in putting his own men in key positions of the Party and government. All these present challenges to Hu Jintao, Jiang’s successor. Although not new to politics, Hu would have to tread cautiously if he is to succeed in consolidating power. INTRODUCTION Although the 16th Chinese Communist Party (CCP) Congress ended almost a year ago, the outcomes and implications of the Congress continue to grip the attention of China watchers, including government leaders and officials, academics and businessmen. One of the most significant outcomes of the Congress, convened in Beijing from November 8-14, 2002, was that it marked the first ever smooth and peaceful transition of power since the Party was formed more than 80 years ago.1 Neither Mao Zedong nor Deng Xiaoping, despite their impeccable revolutionary credentials, successfully transferred power to their chosen successors. -

Informe El anuncio de China continental del establecimiento de una Zona de Identificación de Defensa Aérea en el Mar de China Oriental, que incluye en su perímetro a las deshabitadas Diaoyutai, también provocó revuelo en Taiwán. Taipei, que calificó la decisión de “lamentable”, reunió a su Consejo de Seguridad Nacional y estableció contacto con EEUU y Japón, significando que ni sus reclamos de soberanía ni la leve superposición de esta nueva zona con la propia de la República de China motivarían cambios en la delimitación de su propia área. Por su parte, Beijing hizo saber que la citada zona concuerda “con los intereses de ambos lados del Estrecho”. A la pregunta de si Taiwán la aceptaría o no, el gobierno no ha respondido de manera definitiva pero 1 las aerolíneas han empezado a entregar sus planes de vuelo a China continental (al igual que Singapur o Filipinas y, unos días después, Corea del Sur y EEUU, por el momento) argumentando razones de seguridad. Taipei, señaló que la decisión, que en ningún caso fue objeto de consulta previa, no es favorable para el positivo desarrollo de las relaciones a través del Estrecho y así se lo hará saber al continente “a través de los canales adecuados”. La oposición acusó al gobierno de respuesta “muy débil” ante tal violación de la soberanía taiwanesa. Los diputados del PDP y la UST ocuparon el estrado de la presidencia del Yuan legislativo para protestar, exigiendo medidas enérgicas. -

Comparative Connections A Quarterly E-Journal on East Asian Bilateral Relations China-Taiwan Relations: Economic Cooperation Framework Agreement Signed David G. Brown Johns Hopkins School of Advanced International Studies After six months of arduous negotiations, China and Taiwan signed an Economic Cooperation Framework Agreement (ECFA), including an “early harvest” list of tariff reductions. The agreement, which provides a basis for further integration of the two economies, is a milestone in institutionalizing cross-Strait relations. On Taiwan, opposition politicians continue to criticize the ECFA but months of discussion and debate have led to a gradual increase in public support and acceptance. The issue of US arms sales to Taiwan continues to complicate US-China relations. The Democratic Progressive Party’s consideration of a new 10-year platform has revealed an ongoing internal difference over cross-Strait policy. The coming quarter will see the Legislative Yuan’s review of the ECFA, Taiwan’s quest for free trade agreements with trade partners and jockeying in the run-up to the November municipal elections on Taiwan. Economic Cooperation Framework Agreement The ECFA negotiations and the political debate within Taiwan about ECFA have dominated cross-Strait relations this year. Informal negotiations have been underway almost continuously but largely away from public scrutiny, which has fed opposition suspicions. A third formal negotiation was to have been held in May but was postponed. Instead, Beijing’s chief negotiator, Ministry of Commerce Director Tang Wei made an unpublicized visit to Taipei. In late May, Taiwan’s chief negotiator, Board of Foreign Trade Director General Huang Chih-peng, told the press that if an adequate “early harvest” list was not possible there would be no agreement. -
