EUROPEAN PARLIAMENT 2009 - 2014 Committee on Civil Liberties, Justice and Home Affairs LIBE_PV(2011)0411_1 MINUTES Meeting of 11 April 2011, from 15.00 to 18.30, and 12 April 2011, from 9.00 to 12.30 and from 15.00 to 18.30 BRUSSELS The meeting opened at 15.07 on Monday 11 April 2011, with Juan Fernando López Aguilar (Chair) presiding. 1. Adoption of agenda LIBE_OJ /862833, PE462.710v01-00 The agenda was adopted by a vote with the following changes: Point 14 of the draft agenda, the exchange of views with His Excellency Ricardo Neiva Tavares, the Ambassador of Brazil to the European Union, was postponed to a later meeting upon his request. 2. Chairman's announcements Nothing was dealt under this point. 3. The EEAS and the AFSJ related policies: the role of SitCen (Joint EU Situation Centre) LIBE/7/05736 Presentation by Ambassador Pierre Vimont (Secretary-general of EEAS) and Ilkka Salmi (Director of SitCen) PV\865671EN.doc PE464.719v01-00 EN United in diversityEN A joint debate was held with the AFET and SEDE Members. Ambassador Pierre Vimont, Executive Secretary General of the European External Action Service (EEAS), underlined the importance of coordinating the external and internal dimension of the EU action in the security field and Ilkka Salmi, Director of the EU Situation Centre (SITCEN) gave a presentation of the functioning of SITCEN. Krzysztof Lisek, Sophia in 't Veld, Alexander Alvaro, Simon Busuttil, Veronica Lope Fontagné, Jan Philipp Albrecht, Alexander Graf Lambsdorff, Ulrike Lunacek, Andrew Henry William Brons, Roberto Gualtieri, Ágnes Hankiss, Louis Michel, György Schöpflin, Jacek Saryusz-Wolski and Agustín Díaz de Mera García Consuegra took part in the debate. 5. A comprehensive approach on personal data protection in the European Union LIBE/7/05177 2011/2025(INI) COM(2010)0609 Rapporteur: Axel Voss (PPE) PR – PE460.636v01-00 DT – PE460.638v01-00 DT – PE460.637v01-00 Responsible: LIBE – Opinions: ITRE, IMCO, CULT, JURI Consideration of draft report Decision on deadline for tabling amendments The Rapporteur Axel Voss presented the main elements of the draft report on the Commission communication on a comprehensive approach on data protection. Marie- Hélène Boulanger of the Commission also took the floor. Sophia in 't Veld, Birgit Sippel, Alexander Alvaro, Cornelia Ernst, Jan Philipp Albrecht, Carmen Romero López, Andrew Henry William Brons and Sonia Alfano took part in the debate. The Chair announced the deadline for amendments to be 26 April at 12.00. 6. The EU Counter-Terrorism Policy: main achievements and future challenges LIBE/7/04829 2010/2311(INI) COM(2010)0386 Rapporteur: Sophia In 'T Veld (ALDE) PR – PE460.953v01-00 DT – PE456.713v01-00 DT – PE456.714v01-00 Responsible: LIBE – Opinions: AFET, ECON, IMCO, TRAN, JURI Consideration of draft report Decision on deadline for tabling amendments The Rapporteur, Sophia In 'T Veld, presented the main elements of the Draft Report PE464.719v01-00 2/9 PV\865671EN.doc EN on the EU Counter-Terrorism Policy: main achievements and future challenges. The representative of the Commission, Martin Schieffer and of the Council Presidency, Peter Stauber, provided elements of response to some of the questions raised by the Rapporteur. Alexander Graf Lambsdorff, Ágnes Hankiss, Luis Yáñez-Barnuevo García, Agustín Díaz de Mera García Consuegra, Birgit Sippel, Jan Philipp Albrecht, Stanimir Ilchev and Sonia Alfano took part in the debate. The Chair announced the deadline for amendments to be 26 April at 12.00. 7. Implementation of the Terrorist Finance Tracking Programme (TFTP) Agreement by Europol - Report of the Joint Supervisory Body's on its first inspection LIBE/7/05595 Exchange of views in the presence of Rob Wainwright (Director of Europol), Reinhard Priebe (tbc-Director-Internal Security) and Paul Breithbarth (Dutch DPA) Reinhard Priebe, Director for Internal security in DG HOME of the Commission referred to the review report on the EU-US TFTP Agreement presented by Commissioner Cecilia Malmström in a previous LIBE meeting and underlined its main elements. Rob Wainwright, Director of Europol, provided extensive information on Europol's activities in relation to the Agreement (Europol's role as regards Article 4 of the Agreement, tasks under Articles 9 and 10, JSB inspection report). Paul Breitbarth, Senior International Officer in the Dutch Data Protection Authority and member of the review team, explained his dissenting position on some of the points of the review report. Alexander Alvaro, Birgit Sippel, Simon Busuttil, Agustín Díaz de Mera García Consuegra and Jan Philipp Albrecht took part in the debate. The meeting continued with point 7 bis, which was held in camera. 7 bis. Commission communications on the current state of negotiations of the EU-US PNR agreement ● Presentation by the Commission and exchange of views This point was held in camera. The meeting adjourned at 19.26 and resumed on Tuesday 12 April 2011 at 09.09 with Juan Fernando López Aguilar (Chair) presiding. 8. Full application of the provisions of the Schengen acquis in Bulgaria and Romania LIBE/7/04583 2010/0820(NLE) 14142/2010 – C7-0369/2010 Rapporteur: Carlos Coelho (PPE) PR – PE456.684v01-00 Responsible: LIBE – PV\865671EN.doc 3/9 PE464.719v01-00 EN Consideration of draft report Decision on deadline for tabling amendments Rapporteur Carlos Coelho presented his draft report and described the relations between Council and Parliament with regard to access of the latter to the reports from evaluation of the countries concerned. Peter Stauber took the floor on behalf of the Hungarian Presidency. Iliana Malinova Iotova, Simon Busuttil, Cecilia Wikström, Ioan Enciu, Mariya Nedelcheva, Stanimir Ilchev, Cornelia Ernst, Tatjana Ždanoka and Andrey Kovatchev took part in the debate. The Chair announced the deadline for amendments to be 14 April at 12.00. The meeting was shortly adjourned at 09.50 to enable Members to take their seats for the vote and resumed at 10.02. 9. Amendments adopted: Compromise amendment and amendments 1, 2, 3, 6, 7, 9, 13, 14, 16 and 17. Amendments rejected: Amendments 8, 10, 11, 12, 15, and 18. Organised crime in the European Union LIBE/7/04826 2010/2309(INI) Rapporteur: Sonia Alfano (ALDE) PR – PE454.687v03-00 Responsible: LIBE – Opinions: FEMM – Silvia Costa (S&D) PA – PE462.640v01-00 Consideration of draft report and Hearing of experts Deadline for tabling amendments:20 April 2011, 12.00 The Rapporteur Sonia Alfano presented the draft report and gave the floor to Armando D'Alterio, Head of the Campobasso Antimafia Public Prosecution service, expert in organised crime, who reported about his professional experience in dealing with organised crime and mafia type crime. Rosario Crocetta, Salvatore Iacolino, Ágnes Hankiss, Rita Borsellino and Andrew Henry William Brons took part in the debate. 11. European Union's Internal Security Strategy LIBE/7/04825 2010/2308(INI) Rapporteur: Rita Borsellino (S&D) DT – PE458.597v01-00 DT – PE458.598v01-00 Responsible: LIBE – Consideration of working document The Rapporteur Rita Borsellino presented two working documents stressing the lack of involvement of the European Parliament in the undergoing activities linked to the internal security strategy by the European Commission and the Council. Joaquim Nunes de Almeida took the floor on behalf of the European Commission and presented the Commission Communication on the Internal Security Strategy. Peter Stauber took the floor on behalf of the Hungarian Presidency. Ágnes Hankiss and Salvatore Iacolino took part in the debate. 12. Participation of the Republic of Croatia in the work of the European Monitoring Centre for Drugs and Drug Addiction LIBE/7/02236 2010/0011(NLE) 11633/2010 – C7-0026/2011 Rapporteur: Debora Serracchiani (S&D) PR – PE458.611v01-00 Responsible: LIBE – Consideration of draft report Deadline for tabling amendments:13 April 2011, 12.00 The Rapporteur Debora Serracchiani presented the draft recommendation aimed to consent to the participation of republic of Croatia to the activities of the European Monitoring Centre for Drugs and Drug Addiction (EMCDDA), stressing the relevance of such an agreement, also in view of the accession of Croatia to the EU in a near future.
