Gives its consent to conclusion of the protocol; 2. Instructs its President to forward its position to the Council, the Commission and the governments and parliaments of the Member States. RR\440161EN.doc 5/7 PE440.161v02-00 EN EXPLANATORY STATEMENT On 19 February 2010 the Commission published a proposal1 for a Council Decision to conclude, on behalf of the European Union, the Protocol on Integrated Coastal Zone Management (the ICZM Protocol) to the Convention for the Protection of the Marine Environment and the Coastal Region of the Mediterranean (the Convention is more commonly known as ‘the Barcelona Convention’. It was originally signed on 16 February 1976 and subsequently amended on 10 June 1995). The European Union is a Contracting Party to the Barcelona Convention, as are all EU Mediterranean coastal Member States. Under Article 4(3) of the Convention, the Contracting Parties must promote the integrated management of coastal zones, taking into account the protection of areas of ecological and landscape interest and the rational use of natural resources. The ICZM Protocol contains objectives and general principles for integrated coastal zone management, including the sustainable use of natural resources and the preservation of coastal ecosystems. It also contains specific provisions concerning economic activities in coastal zones, including construction, tourism, fishing, aquaculture and maritime activities and on instruments for integrated coastal zone management (such as environmental assessment, national coastal strategies and monitoring mechanisms). The ICZM Protocol has already been approved on behalf of the European Community, subject to conclusion at a later date by the Council in accordance with a Council Decision of 4 December 2008 on the signing of the ICZM Protocol2. The Commission, by way of the above-mentioned proposal for a Council Decision, now proposes that the Council proceed to conclude the Protocol on behalf of the EU. Before adopting the Decision to conclude the Protocol, the Council must, under Article 218(6)(a) of the Treaty on the Functioning of the European Union, obtain the consent of the European Parliament.     Mr Josep Borrell Vice-President of the European Commission High Representative of the Union for the CFSP Rue de la Loi 170 1000 Brussels Brussels, 16th April 2021 Dear Mr. High Representative; Mr Vice-President of the Commission: A delegation from the illegitimate National Assembly of the Bolivarian Republic of Venezuela, which emerged from the electoral farce organised on 6th December 2020 by the regime of Nicolás Maduro, recently paid a visit to Brussels and was officially received by the institution you lead. According to a statement you made on behalf of the European Union on 6th December, this spurious process took place in the absence of electoral conditions that could have guaranteed its credibility, without any respect for political pluralism, and in an atmosphere of persecution and disqualification of democratic leaders whose legitimate rights were curtailed. Your statement concludes that such circumstances could not consider this process credible, inclusive, and transparent and therefore the results did not represent the will of the Venezuelan people. That initial statement was confirmed on 6 January of this year by a new declaration, in similar terms to those expressed on 6 December, and by the conclusions of the Foreign Affairs Council of 25 January. These reiterated the lack of recognition of the electoral process and regretted the behaviour of the authorities of the Maduro regime, whose actions are preventing a solution to the serious crisis in Venezuela. We were surprised and gravely concerned to learn that on 14th April, at your request, senior officials of the European External Action Service received the aforementioned delegation, comprising Iris Varela, Pedro Carreño and Desirée Santos Amaral, at the EEAS headquarters.

Paul-Henri Spaak, 09B011 60, rue Wiertz B-1047 Bruxelles 7 July 2016 Dear Mr. Schulz, In anticipation of the 14th round of negotiations between the EU and US for the Trans-Atlantic Trade and Investment Partnership (TTIP) planned to start on 11 July in Brussels, we are writing to you on behalf of over 65 organisations representing consumers, farmers, not-for-profit health insurers, environmental and general public interest groups to express our serious concerns that the European Commission is failing to respect the European Parliament’s 2015 Resolution on TTIP. 1 Today, we released new analysis, which demonstrates that the European Commission continues to ignore critical aspects of the European Parliament’s Resolution on TTIP, in particular regarding recommendations related to protecting public health, the environment, and democracy. 1. Negotiating on and affecting EU chemicals and pesticides rules The European Parliament has called on the European Commission not to negotiate on issues “where the EU and the US have very different rules” and not to allow regulatory cooperation to affect future standards in such areas. However, the European Commission has continued to negotiate on issues that will affect legislation on chemicals, pesticides, and cosmetic products, whether directly or through regulatory cooperation. This is particularly worrying because the European Commission is already lowering current EU standards of protection (such as on limits to pesticide residues in food) in order to remove barriers to trade. 2. Respect for the EU regulatory system The European Parliament has called on the European Commission “to fully respect the established regulatory systems on both sides of the Atlantic”.
