About the Arizona State Library, Archives and Public Records

The Arizona State Library, Archives and Public Records, a division of the Secretary of State, is committed to providing Arizonans access to information about their government, their state, and their world by offering content in a variety of formats, preserving Arizona’s history for future generations, and empowering local institutions to engage their communities in learning. We value accessibility, preservation, customer service, community engagement, and collaboration.

With support from federal and state funding, services are provided to Arizona residents through six branches:  Archives and Records Management collects, preserves and makes available permanent public records, historical manuscripts, photographs and other materials that contribute to the understanding of Arizona history; also administers the management of public records throughout state and local government in Arizona.  Arizona Capitol Museum celebrates Arizona's vibrant cultural heritage through history.  Arizona Talking Book Library continues the love of reading and access to library resources for visually and physically disabled Arizonans by providing books, magazines and other library resources in alternate format at no cost to eligible users..  E-rate helps libraries obtain affordable bandwidth to access digital resources.  Library Development empowers Arizona libraries to offer excellent customer service through consulting, grant funding, resources and training.  State of Arizona connects Arizonans and people around the world to unique Arizona materials, including books, newspapers, periodicals, and maps available in print and online in the Digital Arizona Library.

This annual collection of Arizona Public Library Statistics gathered from the public and tribal libraries of the state is one of the resources provided by Library Development. The goal is that this data with a brief analysis and summary will assist libraries to:  Analyze community needs.  Plan services.  Use data to inform budgets and grant applications.  Track their data over time.  Compare their data to that from other libraries serving similar populations.

Arizona Public Libraries: Looking at the Numbers (2016)

Libraries in Arizona saw a lot of use in 2016 with customers checking out a combined 44.1 million books, DVD’s, and music CD’s. That works out to 6.5 items for each person in the state.

25.1 Million

Arizona libraries were a popular destination last year with more than 25.1 million visits. That’s over 500,000 visits per week, more than Walt Disney World’s Magic Kingdom.

9.9 Million

Looking for something to do? Arizona libraries have a combined 9.9 million books, movies, and music CDs for you to check out.

5.7 Million

Computer access remains as important as ever as seen by the over 5.7 million sessions logged at Arizona Libraries’ 7,447 public access PCs.

Libraries are more than just books, music, and movies. Last year library programs saw attendance at 1.6 million for their over 80,000 programs.

Observations and Trends From the 2015-16 Arizona Public Library Data Survey

In 2016, Arizona public libraries provided access to more than 9.8 million books, CDs, and DVDs; 80,000 library programs; and 5,400 computers. In addition, they offered hundreds of thousands of e-books, audio books, and digital music files; thousands of periodicals; and other services such as free Wi-Fi and access to online reference materials. Arizona’s public and tribal libraries continue to provide valuable resources to meet the 21st century needs of our residents.

This report includes information on 91 public and tribal libraries, which operate a total of 222 library buildings and 11 . Approximately 94% of municipalities in Arizona have public libraries, as do many unincorporated areas. This report documents the services that Arizona libraries provide to their communities, and shows how Arizonans use those services.

Attendance at library classes and events continues to increase. Libraries are expanding their electronic resources, and Arizonans are using them more often every year. Visitation to libraries continues to decline slightly over the past several years as does staffing levels, while use of electronic materials and library Wi-Fi has shot up.

The brief observations that follow are divided into sections on budget, staffing, collections, service measures and programs. The bulk of this report consists of statistical tables and definitions.

Budget Total revenues kept pace with expenditures for the second year in a row. Operating revenues and expenditures increased by about 3%. Total capital revenue nearly doubled and capital expenditures increased 47% from $6 million to $8 million, thanks in part to new buildings in Camp Verde and Florence.

About 95% of operating revenue comes from local or county government. Revenue was up for the libraries serving Maricopa County Library District, Pima County Library District, Pinal County Library District, Yavapai County Library District, Glendale, Mesa, and Yuma County Library District. Revenues were down for libraries in Buckeye, Chandler, Mohave County Library District, Peoria and Scottsdale.

Staffing Libraries reported a slight decrease in full-time equivalent staff positions over the previous year. The total number of staff decreased from 2,029 to 2,017, a decrease of about 12 positions – a little over one half of 1 percent. Librarians make up 27% of Arizona’s public and tribal library staff members, and 85% of those with the title librarian have a graduate degree from an American Library Association accredited program.

Collections Libraries reported slight increases in physical holdings over last year. For this year, the libraries recorded 9.8 million physical holdings: almost 8.2 million books/print materials, 620,000 audios, and 1 million videos. Each library is asked to report its circulating e-book, e-audio and e-video collection based on the number of units available to circulate. Because libraries often participate in consortia e-content groups, many of the numbers are duplicative, and cannot simply be added together. When eliminating duplicative consortia numbers, Arizona’s public and tribal libraries collectively have roughly 550,000 e-book units, an increase of 37% over last year.

Service Measures Arizona’s libraries saw a continuing drop in library visitation with per capita visits declining from 3.9 to 3.7 from 2015 to 2016. This visitation trend is reflected nationally, and is offset by a continuing climb in program attendance.

Combined physical and electronic circulation decreased slightly, while electronic circulation jumped by more than 25%, from 4.3 million to 5.5 million. Physical circulation declined about 3%, from 39.8 million to 38.6

million. Circulation of children’s materials, which was down by about 1.5%, makes up about 32% of total circulation.

E-circulation accounted for over 12% of total circulation. These numbers only include those electronic materials that must be downloaded, and then returned. They do not reflect database usage where materials are either used online, or may be downloaded for permanent use.

The number of public computers and usage of those computers saw steady declines. In 2016, there were 836 computer sessions for every thousand Arizonans, compared with 896 sessions per thousand the previous year. Libraries reported they had 5,422 computers this past year, compared with 5,589 the prior year. The number of wireless sessions is a relatively new measure, a question asked in the Arizona Public Library Survey for only the third time in 2016. Libraries recorded almost 8.5 million wireless sessions in 2016, a 58% increase over the 5.3 million wireless sessions reported in 2015.

Programs Attendance at programming continues to grow at Arizona’s public and tribal libraries. The number of programs being offered was up almost 11% from 72,083 to 80,007, while attendance was up 8% from 1.5 million to 1.6 million. Almost 70% of that attendance was for children’s programs.

Cautions and Considerations For the purposes of this report, we calculate both “core population” and the population of the “legal service area.” The “core population” excludes municipalities that may be within a county library district, but operate their own libraries; reservation populations if the library district has no branches on the reservation; and prison populations. We used the “core population” to calculate per capita numbers for individual libraries. This calculation impacts the county library districts where there are large reservations or municipal libraries (Apache, Navajo, Maricopa, and Yavapai). Statewide per capita numbers are calculated using the total state population.

The Institute of Museum and Library Services is expected to release a national report on FY2016 in 2018. The information presented in this report, and the information presented in that future report, may have some minor differences. If a participating library indicates that they provide a service/collection, but don’t have the information to respond to the data, IMLS imputes that data at the unit level. The imputed number is included in statewide totals and per capita number. For the purposes of this report, no imputed data has been included. If a library did not provide a response to a measure, a zero was calculated into the state total – which decreases the statewide total and creates a lower per capita number.

Historic Background and Finding Previous Data Sets

The Arizona State Library has been collecting public library statistics since at least 1966. The State Library joined with other state libraries in the U.S. beginning in1989 to collect data at the national level. The national survey was administered by the National Center for Education Statistics, with the partnership of the National Commission on Libraries and , through 2007, and by the Institute of Museum and Library Services since then.

The survey includes both questions required by the federal survey, and Arizona-only questions that help Arizonans better understand how their libraries serve their communities.

The Arizona State Library, Archives and Public Records participates in a national public library data collection system known as the Public Library Data Survey. The purpose of this system is to ensure the collection of comparable data in all states. The data is used for planning, research, evaluation, and policymaking decisions by federal, state, and local officials, professional associates, researchers, educators, local practitioners, and other interested users.

Please complete one report for your library or library system. The first nine sections ask administrative entity (single-entity library or library system) questions about legal structure, staffing, revenue, expenditures, electronic access. Then, section 10 asks for outlet (building or bookmobile) information on library materials and services. County Librarians: please complete a report for the library district office.

Definitions are important to ensure comparability of data from different libraries and states. For the most part, these definitions have been agreed to on a national basis. It is critical that you read and respond according to the definitions.

Reporting libraries should not leave any items blank. You should enter “0” if the appropriate entry for an item is zero or “none.” Enter zero if you do not have this item, or do not spend money on this budgeted item. If you do not know the answer, or do not collect this data, check -1 (negative one). Educated estimates are important if exact data is not available. Indicate that your figure is an estimate by entering a federal note.

Items that ask for dollar amounts must be rounded to the nearest whole dollar. However, items such as FTE staff and hours of service may be reported with up to two decimal places.

An * indicates that the question is part of the national survey, and the data is reported to the Institute of Museum and Library Services for inclusion in the national data set. Questions without an * are Arizona-only.

A visit is usually determined by each user’s unique IP address, and/or their login account name when they are accessing secure parts of the website. The details for website visits/sessions are contained within the access log file for the web server(s) and may be accessible using log file analysis or web analytics reporting tools.

Virtual visits include a user’s request of the library website or catalog from outside the library. A single visit to a website may involve loading of numerous webpages or gratuitous elements (images, style sheets, etc.). LICENSED DATABASES

Note: The data or records are usually collected with a particular intent and relate to a defined topic. Subscriptions to individual electronic serial titles are reported under Current Electronic Serial Subscriptions. Each database is counted individually even if access to several databases is supported through the same vendor interface.

An electronic collection is a collection of electronically stored data or unit records (facts, bibliographic data, abstracts, texts, photographs, music, video, etc.) with a common user interface and software for the retrieval and use of the data. An electronic collection may be organized, curated and electronically shared by the library, or rights may be provided by a third party vendor. An electronic collection may be funded by the library, or provided through cooperative agreement with other libraries, or through the State Library. Do not include electronic collections that are provided by third parties and freely linked to on the web.

Electronic Collections do not have a circulation period, and may be retained by the patron. Remote access to the collection may or may not require authentication. Unit records may or may not be included in the library’s catalog; the library may or may not select individual titles. Include electronic collections that are available online or are locally hosted in the library. 9.07 Successful Retrieval of Electronic Information The number of full-content units or descriptive records examined, downloaded, or otherwise supplied to user, from online library resources that require user authentication but do not have a circulation period. Examining documents is defined as having the full text of a digital document or electronic resource downloaded or fully displayed. Some electronic services do not require downloading as simply viewing documents is normally sufficient for user needs.

SECTION 9A: DOWNLOADABLE E-BOOKS E-books are digital documents (including those digitized by the library), licensed or not, where searchable text is prevalent, and which can be seen in analogy to a printed book (monograph). E-books are loaned to users on portable devices (e-book readers) or by transmitting the contents to the user’s personal computer for a limited time. Include e- books held locally and remote e-books for which permanent or temporary access rights have been acquired. Report the number of electronic units, including duplicates, at the administrative entity level; do not duplicate unit count for each branch. E-books packaged together as a unit (e.g., multiple titles on a single e-book reader) and checked out as a unit are counted as one unit.

If your library has multiple facilities, complete an outlet record for each central, branch, bookmobile and direct mail service. If your library has a separate administrative office that has collections or services to the public, be sure to complete an outlet record for the administrative office. If the administrative office does not have collections or services to the public, you don’t need to complete an additional outlet record.

IDENTIFICATION 10A.01 FSCS ID (IMLS Assigned)* This is the identification code assigned by IMLS. Outlets are assigned the same FSCS ID as the administrative entity to which they belong, with a unique three-digit suffix added to distinguish each outlet. 10A.02 LIB ID (State Assigned)* This is the state-assigned identification code for the outlet. Libraries may not edit this. 10A.03 Library Name* This is the legal name of the outlet.

. BM – Books-by-Mail Only. A direct mail order service which provides books and other library materials. Books-by- mail typically serves rural residents, the disabled, the homebound, and others without access to another type of public library outlet. Requests for materials are usually received by mail and by telephone only. Only books-by- mail services that are housed separately from any other type of direct public service outlet (that is, central library, branches, or bookmobiles) should be coded here. . BR – Branch Library. A branch library is an auxiliary unit of an administrative entity which as at least all of the following:  Separate quarters;  An organized collection of library materials;  Paid staff; and  Regularly scheduled hours for being open to the public. . BS – Bookmobile(s). A bookmobile is a traveling branch library. It consists of at least all of the following:  A truck or van that carries an organized collection of library materials;  A paid staff; and  Regularly scheduled hours (bookmobile stops) for being open to the public.

Note: A separate outlet record may be created for each bookmobile. You may wish to create separate outlet records for individual bookmobiles if (1) they have different addresses and/or (2) they have different Metropolitan Status Codes. EXPENDITURES AND SUBSCRIPTIONS 10B.06 Expenditures (Children’s Print) These are expenditures for all materials for the ages 0-11, consisting primarily of words and usually produced by making an impression with ink or paper. Note: Include the actual hours open for public service for centrals, branches, and bookmobiles, and Books-by-Mail Only. For each bookmobile, count only the hours during which the bookmobile is open to the public. For administrative entities that offer ONLY books-by-mail service, count the hours that the outlet is staffed for service. Minor variations in public service hours need not be included. Extensive hours closed to the public due to natural disasters or other events should be excluded from the count. 10B.10 Number of Weeks a Library is Open* This is the number of weeks during the year that an outlet was open to the public.

Note: Include the number of weeks open for public service for centrals, branches, bookmobiles, and Books-by-Mail Only. For each bookmobile, count only the weeks during which the bookmobile is open to the public. For administrative entities that offer ONLY books-by-mail service, count the weeks that the outlet is staffed for service. The count should be based on the number of weeks that a library outlet was open for half or more of its scheduled service hours. Extensive weeks closed to the public due to natural disasters or other events should be excluded from the count. Do not calculate based on total number of service hours per year at the outlet level. For example, by dividing total hours by 52 (weeks), round to the nearest whole number of weeks. If the library was open half or more of its scheduled hours in a given week, round up to the next week. If the library was open less than half of its scheduled hours, round down. 10B.11 Library Visits per Year* This is the total number of persons entering the library for whatever purpose during the year.

Note: If an actual count of visits is unavailable, determine an annual estimate by counting visits during a typical week in October and multiplying the count by 52. A “typical week” is a time that is neither unusually busy nor unusually slow. Avoid holiday times, vacation periods for key staff, or days when unusual events are taking place in the community or the library. Choose a week in which the library is open its regular hours. Include seven consecutive calendar days, from Sunday through Saturday (or whenever the library is actually open). REFERENCE AND CIRCULATION TRANSACTIONS 10B.12 Reference Transactions* Reference Transactions are information consultations in which library staff recommend, interpret, evaluate, and/or use information resources to help others to meet particular information needs.

A reference transaction includes information and referral service as well as unscheduled individual instruction and assistance in using information sources (including web sites and computer-assisted instruction).Count Readers Advisory questions as reference transactions.

Information sources include (a) printed and non-printed material; (b) machine-readable databases (including computer- assisted instruction); (c) the library's own catalogs and other holdings records; (d) other libraries and institutions through communication or referral; and (e) persons both inside and outside the library.

When a staff member uses information gained from previous use of information sources to answer a question, the transaction is reported as a reference transaction even if the source is not consulted again.

If a contact includes both reference and directional services, it should be reported as one reference transaction. Duration should not be an element in determining whether a transaction is a reference transaction.

Note: It is essential that libraries do not include directional transactions in the report of reference transactions. Directional transactions include giving instruction for locating staff, library users, or physical features within the library. Examples of directional transactions include, “Where is the reference librarian? Where is Susan Smith? Where is the rest room? Where are the 600s? Can you help me make a photocopy?”

If an annual count of reference transactions is unavailable, count reference transactions during a typical week or weeks, and multiply the count to represent an annual estimate. [If the sample is done four times a year, multiply totals by 13, if done twice a year multiply by 26, if done only annually, multiply by 52.] A "typical week" is a time that is neither unusually busy nor unusually slow. COMPUTER INFORMATION 10B.27 Number of Internet Computers Used by General Public* Report the number of the library’s Internet computers [personal computers (PCs) and laptops], whether purchased, leased, or donated, used by the general public in the library. 10B.28 Uses (Sessions) of Public Internet Computers per Year* Report the total number of uses (sessions) of the library’s Internet computers in the library during the last year. If the computer is used for multiple purposes (Internet access, word-processing, OPAC, etc.) and Internet uses (sessions) cannot be isolated, report all usage. A typical week or other reliable estimate may be used to determine the annual number. Sign-up forms or Web-log tracking software also may provide a reliable count of uses (sessions).

Note: The number of uses (sessions) may be counted manually, using registration logs. Count each use (session) for public internet computers, regardless of the amount of time spent on the computer. A use (session) on the library’s public internet computer(s) three times a year would count as three uses (sessions). Software such as “Historian” can also be used to track the number of uses (sessions) at each public internet computer. If the data element is collected as a weekly figure, multiply that figure by 52 to annualize it. Reminder: This count includes only the library’s Internet computers. Do NOT include Wi-Fi access using non-library 64

SECTION 10C: OUTLET DATA (TOTAL) This section allows you to check that you have entered all outlet data for collections and programs, and that it adds up to your library system total. You cannot edit these measures here; you must go back to the outlet records and correct them there. If there are edit checks, you will be prompted to respond here after you hit Verify or Final Submittal.
