All five sectors were activated last year and we saw increased number of movements compared to the previous year. The ´average delay per one movement´ indicator was stable and ensured the flawless operation. The Slovak Republic as an EU member is applying all ATM regulations adopted by EU and related legal acts prepared by EASA. No important changes have occurred during the past year. Traffic and Capacity Calculation of the Slovak capacity target is based on the latest STATFOR forecast of annual traffic growth and planned technical improvements of the ATM system. Delay targets correspond to an objective capacity increase during RP2 2015 2016 2017 2018 2019 Value Value Value Value Value 0.10 0.10 0.10 0.11 0.10 Bratislava/M. R. ŠTEFÁNIK Airport has never experienced and is not expected to experience in the future ATFM arrival delay, therefore the national target is set to 0 min. Implementation Objectives Overview Progress distribution for applicable Implementation Objectives 1; 3% 2; 7% Completed Ongoing 3; Planned 10% 10; 34% Late 4; 13% No Plan Not Applicable 10; 33% Missing Data Undefined The level of ESSIP Objective implementation is adequate, many Objectives have been implemented in accordance to the ESSIP Plan, the others are planned to be implemented in time. There are some minor Objectives, which are either considered as not applicable or applicable with delay. The main reason for Not applicable Objectives is low traffic density, which does not justify an automation. LSSIP Year 2016 Slovakia 1 Released Issue The justification for delay of three Objectives is below: Implementation of the Objectives ITY-ADQ is late due to complexity of the Commission Regulation (EU) No 73/2010. The working group was established, which is preparing the methodology guidance on meeting the requirements of the ADQ Regulation, which shall act as a national methodology applicable in the area of civil aviation of the Slovak Republic. The web based application AIS Web Portal will be launched in Q3 2017. With regard to objectives ITY-AGVCS2 activities related to extension of 8,33 channel spacing below FL 195 are in progress. Working group for safety case study has been established and Functional Hazard Assessment phase (FHA) has been finished. Next phase (PSSA) is envisaged to be completed in 2017. Stakeholders will be kept informed. Fulfilment of ITY-AGDL objective has been incorporated into the specification of requirements on the E2000 system upgrade. The project for E2000 system upgrade has been postponed due to procurement issues. Progress per SESAR Phase The figure below shows the progress made so far in the implementation of the SESAR baseline and the PCP elements. The percentage is calculated as an average of the relevant objectives as shown in Chapter 6.1.2 (PCP objectives are marked as such, the rest are considered SESAR baseline); note that three objectives – AOM19.1, FCM05 and NAV03 – are considered as both part of the SESAR baseline and PCP so their progress contributes to the percentage of both phases. The objectives declared ‘Achieved’ in previous editions (up to, and including, ESSIP Edition 2011- 2015) are also taken into account for as long as they were linked to the Level 2 of the ATM Master Plan and implemented by the State.
