MINUTES of the meeting of 22 July 2004, 15:00 - 15:30 STRASBOURG
The meeting opened at 15:10 on Thursday, 22 July 2004, with Michel Rocard, oldest member present, in the chair.
1. Opening of the constituent meeting
The oldest member verified that no older member requested the chair and declared the constituent meeting open.
2. Election of the Chairman
The oldest member, after verifying the substitutes and the quorum, gave the floor to the political groups for presentation of their nomination for chairman. José Ignacio Salafranca Sánchez-Neyra proposed Elmar Brok on behalf of the EPP-ED Group, Elmar Brok expressed his consent and confirmed he had completed the declaration of financial interests. Being the only candidate, Elmar Brok was declared elected chairman by acclamation and took the chair.
3. Election of the Vice-Chairmen
Having expressed thanks for his re-election and given a short policy statement, the chairman gave the floor to the political groups for presentation of their nominations for vice-chairman.
Jan Marinus Wiersma on behalf of the PSE Group proposed Toomas Hendrik Ilves as 1st vice-chairman.
José Ignacio Salafranca Sánchez-Neyra on behalf of the EPP-ED Group proposed Geoffrey Van Orden as 2nd vice-chairman.
Cecilia Malmström on behalf of the ALDE Group proposed Baroness Emma

EN EN Nicholson of Winterbourne as 3rd vice-chairperson.
The chairman verified that all three candidates agreed to be nominated and had completed declarations of financial interests. The candidates were elected vice- chairmen by acclamation.
José Ignacio Salafranca Sánchez-Neyra, Johannes (Hannes) Swoboda, and Glyn Ford took the floor and requested clarification as to interpretation of Rule 181(4), Rules of Procedure, concerning membership and elegibility for office in the two new subcommittees. The chairman suggested that this be clarified by the political groups before the constituent meetings of the subcommittees on 27 July 2004.
4. Date and place of next meeting
The next meeting will take place from Tuesday, 27 July 2004 to Thursday, 29 July 2004 in Brussels.
