Ein Außenseiter, belächelt und zu Beginn wenig ernst genommen, gewinnt nicht trotz, sondern wegen des Bruchs aller bisheriger Regeln. Was für andere Kandidaten hoch toxisch gewesen wäre – offene Frauenfeindlichkeit, Kuscheln mit der rassistischen Alt-Right-Bewegung, trotziges Lügen – erwies sich für „The Donald“ als Er- folgsrezept. Er gewinnt die Stimmen der Globalisierungsverlierer, weil er ih- nen verspricht, die Jobs „aus Mexiko und China zurückzuholen“. Aber in sein Kabinett holt er Milliardäre, Steuern will er für die Reichen senken, und der Protektionismus, mit dem er Amerika „wieder groß“ machen will, dürfte in erster Linie seinen Wählern Jobs kosten. Zum ersten Mal seit dem Zweiten Weltkrieg stellt der neu gewählte Präsi- dent das transatlantische Bündnis und die von den USA selbst so erfolgreich errichtete internationale Architektur infrage. Europa, so sehr daran gewöhnt, die amerikanische Schutzmacht im Rücken zu wissen, wird wohl alles daran setzen müssen, den neuen Präsidenten vom Wert des Bündnisses zu überzeu- gen. Ob dies gelingt, sei dahingestellt. Denn diese Wahl war eine amerikani- sche Revolution – eine Revolution, die die liberale Ordnung des Westens viel- leicht nicht sofort zerstören, aber durch gezielte Vernachlässigung erodieren lassen könnte. Und damit eine Ordnung, die maßgeblich die Sicherheit und den Wohlstand (nicht nur) der westlichen Welt hervorgebracht hat. Nichts war gewöhnlich an dieser Wahl. Und dazu gehört auch die von sämt- lichen US-Geheimdiensten bestätigte Tatsache einer massiven Beeinflussung durch russische Hacker. Der hybride Krieg ist längst in den westlichen Gesell- schaften angekommen. Gezielte, hauptsächlich über soziale Medien gestreute Desinformation, die allein der Verwirrung und Verunsicherung dient, wird in diesem Jahr der Wahlkämpfe auch in Frankreich, den Niederlanden und Deutschland eine Rolle spielen.

    Editorial Bedingt abwehrbereit Es ist ja nicht so, als würde Militärstrategisches in Deutschland gar nicht diskutiert. Wenn der Bundeswehr die einsatzfähigen U-Boote, Kampfjets und Panzer – von der Unterwäsche gar nicht zu reden – knapp werden, wird auf- geregt, ja oft empört berichtet. Auch wenn es um sicherheitspolitische Pseu- dothemen geht wie die Rückkehr der Wehrpflicht oder eine deutsche Atom- bombe, werden leidenschaftlich Für und Wider debattiert. Worüber aber Schweigen herrscht, ist ganz Grundsätzliches: was nämlich Deutschland heute und in Zukunft militärisch leisten können soll – und mit welchem Budget die Bundeswehr dazu ausgestattet wird. „Bis heute herrscht kein auch nur annähernd gemeinsames Verständnis da- rüber, was ‚neue Verantwortung‘ konkret für die deutschen sicherheitspoliti- schen Ambitionen bedeuten soll“, schreibt Jana Puglierin, Leiterin des Alfred von Oppenheim-Zentrums der DGAP, in dieser Ausgabe, „und zwar weder unter den Politikern und ihren Parteien noch zwischen den Ministerien, und schon gar nicht in der breiteren Öffentlichkeit.“ Das hat ernste Folgen. Denn das Nicht-Befassen-Wollen führt zu einer gravierenden Unterfinanzierung der deutschen Streitkräfte. „Der Weg zur Wie- derherstellung der vollen Einsatzbereitschaft der Bundeswehr ist mittlerwei- le recht gut abgesteckt“, schreibt Bastian Giegerich vom International Insti- tute for Strategic Studies (IISS). „Er ist lang und teuer.     THE NEW EUROPEAN COMMISSION – WHAT HAPPENS NEXT? The new European Commission is taking shape, following last week’s announcement of the full line-up of new Commissioners and their portfolios. President-elect Ursula von der Leyen has achieved the gender parity she sought, with 13 of the 27 Commission posts taken by women. The portfolios have been carefully allocated, taking into account the previous experience of the nominees, as well as the size and relative influence of each Member State. The Commissioners-designate will now be vetted by the European Parliament Committees before a plenary vote on the full college of Commissioners next month. The hearings are an opportunity for MEPs to win political points and media attention. Given the frustration over the rejection of the Spitzenkandidat process, we can expect the Parliament to assert itself during the vetting process through threatening to withhold its approval from poorly performing nominees. As von der Leyen will be eager to ensure a straightforward vote in plenary, she is likely to listen seriously to the Parliament’s concerns. Below we set out what to expect from the hearing process and key dates ahead of the new Commission taking office on 1 November.
