Na tradicionalnem govorniškem natečaju NSKS in KKZ ob podelitvi Tischlerjeve nagrade je žirija izmed šestih nastopajočih izbrala zmagovalke in na prvo mesto uvrstila Jano Haab, dijakinjo 6.a razreda Slovenske gimnazije s temo »Ali se lahko zapremo v svoj mali udobni svet ali je v resnici celotni svet postal podoben odprti vasi? Kaj so aktualna vprašanja današnje migracije in kaj ali kdo jo pospešuje?« Z isto temo je osvojila drugo mesto Hana Jusufagić (4.a DTAK), tretja pa je postala Zala Filipič (I. letnik Višje šole Šentpeter) s temo »Kolikor jezikov znaš – toliko veljaš! Je v današnjem globaliziranem svetu znanje ‚malih‘ jezikov še potrebno? Kaj pomeni zate osebno slovenski jezik na Koroškem?« Sodelovali so še in prejeli priznanje Lucija Pfeifer (6.a ZG/ZRG za Slovence v Celovcu), Tadej Ogorevc (4.a DTAK) in Kristina Mlakar (V. letnik Višje šole za gospodarske poklice v Šentpetru pri Šentjakobu). • Novice jutri. Novice – slovenski tednik na Koroškem, Celovec, št. 2, 18.1.2019, str. 2 http://www.novice.at/forum/komentar/novice-jutri/ Od izobraženega, kulturnega in olikanega človeka pričakujemo, da je v enaki meri samokritičen kakor je kritičen, da sta njegova socialna inteligenca in njegov čut solidarnosti razvita vsaj v isti meri kakor njegovo upravičeno stremljenje po napredovanju, zmagovanju in samouresničevanju, da mu v današnjem svetu, kjer visoko cenimo uspeh, bogastvo in moč, niso tuji sočutje, usmiljenje in hvaležnost. Kdor je v blišču (ali zaslepljenosti) prvoimenovanih lastnosti in nagnjenj pozabil na drugo, kar je težje, kar terja več discipline, nesebičnost in manj vasezaljubljenosti, ni resničen in ne bo zlepa osrečeval ter obogatil drugih okoli sebe. Kako naj bi, ko je le prazna lupina brez vsebine? Kar se nam zdi samoumevno za posameznika, naj bi po zdravi logiki veljalo prav tako za skupino, za družbo. Koroški Slovenci smo si upravičeno desetletja prizadevali za svoje pravice, ki nam gredo po zakonih in po človekovih pravicah. V svojih prizadevanjih smo postajali trdi, neizprosni. Marsikdaj pa nam je tudi kaj uspelo. Lahko rečemo, da smo bili spretni, ali brihtni, ali, da se nam je nasmehnila sreča – ali pa, da smo naleteli na človeka, ki je imel posluh in srce za naše težnje. Če smo v tem trenutku pozabili, da je pomembna kategorija človekovega profila tudi hvaležnost, npr. v obliki lepe besede, dobre misli ali česarkoli, samemu sebi nismo storili usluge. Ali pa smo nasedli zgrešenemu mišljenju, da hvaležnost ni politična kategorija. Urad Republike Slovenije je Novicam letos odobril podporo, s katero bomo ob upoštevanju pravil skrbnega in vestnega gospodarjenja ekonomsko preživeli ter bralcem in bralkam lahko dali to, kar smo jim obljubili – namreč tedenski slovenski časopis. To je korak navzgor in seveda smo Republiki Sloveniji hvaležni, da smo prav v tem hipu v vrstah predstavnikov slovenske politike našli odprto uho. Zdaj nas čakajo novi izzivi in domače naloge. Sem sodi: poiskati pot do pristojnih v Avstriji in jih prepričati o nujnosti njihove soudeležbe pri financiranju slovenskega tednika na Koroškem. Poslovodja Marjan Sturm, ki je v zadnjih letih priboril nad stotisoč evrov za premostitev kriznih situacij pri Novicah, oddaja februarja svojo politično funkcijo in ne bo mogel v nedogled izbrskavati financ za Novice. Iz tega sklepam, da je druga domača naloga, ki jo moramo opraviti, postaviti tednik Novice – medtem je časopis prekoračil 15. leto obstoja – na lastne noge in razvijati medij naprej v dobro prihodnost. Foto: Novice Bi se na kratko predstavili našim bralcem. Stefan Sandrieser: Doraščal sem v Radentheinu, maturiral v Beljaku, nato pa sem zaključil študij za glavnošolskega učitelja na Pedagoški akademiji v Celovcu. Po študiju sem bil kot učitelj zaradi prevelikega povpraševanja tri leta brezposeln in sem opravljal več služb v privatnem gospodarstvu, dokler nisem dobil učiteljske službe v Vetrinju. Po Vetrinju sem karenčno zastopal svojo ženo Sabino, roj. Nachbar (sedanja voditeljica manjšinskošolskega oddelka pri Izobraževalni direkciji, op.) na javni dvojezični ljudski šoli v Celovcu, nato sem bil 22 let učitelj na novi srednji šoli v celovškem Šentpetru-Fischlu. Z ženo Sabino, s katero sem poročen 25 let, imava tri otroke (Lisa, Lejla, Noah). Kdaj ste se začeli udejstvovati tudi politično? Že na Pedagoški akademiji sem se zavzemal za interese študentk in študentov, ki so me izvolili tudi za predsednika njihovega interesnega zastopstva. Pozneje sem se kot učitelj vključil v sindikalno gibanje. Leta 2013 sem postal vodja zakonsko predpisanega personalnega zastopstva, leta 2016 pa še predsednik učiteljskega sindikata ter sindikata, ki je pristojen za vse sodelavce v javnih službah. Od aprila 2018 naprej sem deželnozborski poslanec ter mdr. govornik SPÖ za izobraževalna vprašanja in član odbora za ustavna vprašanja in vprašanja narodnih skupnosti. Prihajate iz Zgornje Koroške. Ste v zgodnjih mladostnih letih že slišali, da je na Koroškem doma tudi slovenska narodna skupnost? O njej takrat sploh nisem ničesar vedel. Prve stike s koroškimi Slovenci sem imel kot študent Pedagoške akademije, ko sem se v nekdanji gostilni »Bierjokl/ Pri Joklnu« srečaval mdr. s Tomom Millonigom, Lov-rom Kumrom in Jurijem Perčem. Ta srečanja so me tudi motivirala, da sem se pri Branku Kolterju učil slovenščine na celovški ljudski univerzi. Kdaj ste se začeli intenzivno ukvarjati z manjšinskim vprašanjem? V prvi polovici 80. let prejšnjega stoletja se je začela burna razprava o manjšinskem šolstvu oz. ločenih razredih, v katero je bilo vključeno tudi študentsko zastopstvo Pedagoške akademije. Naše stališče do pedagoškega modela oz. ločevanja šolarjev (pedagoški oz. delitveni model so zahtevale večinske stranke, op.) je bilo jasno odklonilno. To je bil tudi povod, da sem se začel intenzivno ukvarjati z manjšinskim vprašanjem. Pri vašem zakonu z ženo Sabino ter s tremi otroki gre za klasičen mešani zakon: žena Sabina je koroška Slovenka, sami pa prihajate iz večinskega naroda. Kakšen je pri vas družinski jezik? Žena Sabina govori z otroki slovensko, sam pa govorim z njimi nemško. Sem pa tudi z otroki, ko so bili majhni, molil slovensko in jim bral iz slovenskih otroških knjig. Znano je, da se vaša žena, kot voditeljica manj-šinskošolskega oddelka še posebej trudi, da bi si učenci, ki so prijavljeni k dvojezičnemu pouku, pridobili glede slovenščine čim večjo jezikovno kompetenco. Kako gledate vi na osnovi vaših izkušenj na to vprašanje? Načelno je treba skrbeti za to, da se slovenski jezik in slovenska narodna skupnost ne pojmujeta kot neka nevarnost, temveč kot šansa in obogatitev. V tem smislu naj bi se koristile tudi ustrezne izobraževalne ponudbe. Bistveno vprašanje je: kakšen je odnos do slovenščine in slovenske narodne skupnosti? Poleg tega je zelo pomembno, da se koristijo kulturne ponudbe. Naši otroci Lisa, Lejla in Noah so sodelovali pri lutkovnih predstavah. Prav tako je zelo pomembno branje slovenskih knjig in prepevanje slovenskih pesmi. Nenazadnje pa je zelo pomembno, da se nadaljuje učenje slovenščine tudi po obisku ljudske šole. Aprila 2018 ste postali deželnozborski poslanec. Kako pojmujete politično delovanje? Politika ima nalogo, da spozna družbene izzive, da razvija vizije za prihodnost in da se posveti tem izzivom v diskurzu z družbo. Moj pristop do politike je: dosledno upoštevati svoja načela in ne imeti vedno pred očmi naslednjih volitev. Ljudem je gotovo odkrit politik, ki morda pove tudi nekaj neprijetnega, ljubši kot nekdo, ki se obrača po vetru. Kakšni so vaši cilji kot deželni poslanec ter kot govornik SPÖ za izobraževalna vprašanja? V volilnem bojuje bilo moje geslo: Vsakemu otroku dati šanso! Šoli mora čimbolj izravnava družbene zapostavljenosti. Pravični izobraževalni sistem preprečuje ločitve, npr. med prizadetimi in neprizadetimi otroki ali ločitev med otroki, ki obiskujejo splošne višje šole, in otroci, ki obiskujejo obvezne šole. Uspeti mora razviti šolski koncept, ki predvideva podpiranje vsakega otroka na osnovi njegovih talentov. Pri tem ne gre samo za klasične talente, npr. branje, temveč tudi za kreativne, muzične in športne. Kot predsednik personalnega zastopstva ste vključeni tudi v razpravo o ravnateljih na dvojezičnih ljudskih šolah. Vaše stališče? Za izobraževalnega referenta Petra

    THE NEW EUROPEAN COMMISSION – WHAT HAPPENS NEXT? The new European Commission is taking shape, following last week’s announcement of the full line-up of new Commissioners and their portfolios. President-elect Ursula von der Leyen has achieved the gender parity she sought, with 13 of the 27 Commission posts taken by women. The portfolios have been carefully allocated, taking into account the previous experience of the nominees, as well as the size and relative influence of each Member State. The Commissioners-designate will now be vetted by the European Parliament Committees before a plenary vote on the full college of Commissioners next month. The hearings are an opportunity for MEPs to win political points and media attention. Given the frustration over the rejection of the Spitzenkandidat process, we can expect the Parliament to assert itself during the vetting process through threatening to withhold its approval from poorly performing nominees. As von der Leyen will be eager to ensure a straightforward vote in plenary, she is likely to listen seriously to the Parliament’s concerns. Each of them came with their own way of evaluating and combating intolerance based on belief. Archbishop Nikitas emphasized the importance of religious leaders and their role; removing their personal desires when deciphering divine messages and posited that religious leaders who succeed in this practice are able to manage religious disagreements or conflicts more peacefully and harmoniously than political leaders. According to Archbishop Nikitas, it is the obligation of religious leaders to guide others in “laying down their weapons” and “building bridges in place of walls.” Margaritis Schinas, a Vice President of the European Commission, spoke of the EU’s efforts to oppose acts of hatred and xenophobia through constitutional arrangements and community laws, saying that the antidote to the phenomena of anti-Semitism and xenophobia is “good policies,” which the EU is working on enthusiastically. Schinas regarded the EU as the “epicenter” and world champion of fundamental human rights fighting religious and minority intolerance, and described Europe not as a “bulldozer that imposes its own beliefs on others, but rather as a unique mirror that reflects our diversity, lifestyle, arts, religions, culture, language and history.” Fatima Zaman of the Kofi Annan Foundation described herself as a “hybrid” of multiple identities; a South Asian, a Briton, and a modern Muslim, each of which she says have been at odds with one another at some point in her life.

Not only is Jean-Claude Juncker the first Commission President to be selected by the Spitzenkandidaten process, an extra-constitutional system that has reconfigured the European Union’s institutional balance, but he has transformed the structure and operation of the College in order to create a more political, and therefore more effective, Commission, and made good – so far – on his promise ‘to do better on the bigger things and be small on the small things’. This article examines this three-fold transformation. It looks at the innovations and change associated with the Juncker Commission. It considers what motivated them and how they were achieved, sets them in historical perspective, and discusses their implications for the institutions and for the EU more broadly.
