Editorial Amerikanische Revolution Nichts war gewöhnlich an diesem Wahlkampf. Und wenig wird gewöhnlich sein an der Präsidentschaft Donald J. Trumps. Ein Außenseiter, belächelt und zu Beginn wenig ernst genommen, gewinnt nicht trotz, sondern wegen des Bruchs aller bisheriger Regeln. Was für andere Kandidaten hoch toxisch gewesen wäre – offene Frauenfeindlichkeit, Kuscheln mit der rassistischen Alt-Right-Bewegung, trotziges Lügen – erwies sich für „The Donald“ als Er- folgsrezept. Er gewinnt die Stimmen der Globalisierungsverlierer, weil er ih- nen verspricht, die Jobs „aus Mexiko und China zurückzuholen“. Aber in sein Kabinett holt er Milliardäre, Steuern will er für die Reichen senken, und der Protektionismus, mit dem er Amerika „wieder groß“ machen will, dürfte in erster Linie seinen Wählern Jobs kosten. Zum ersten Mal seit dem Zweiten Weltkrieg stellt der neu gewählte Präsi- dent das transatlantische Bündnis und die von den USA selbst so erfolgreich errichtete internationale Architektur infrage. Europa, so sehr daran gewöhnt, die amerikanische Schutzmacht im Rücken zu wissen, wird wohl alles daran setzen müssen, den neuen Präsidenten vom Wert des Bündnisses zu überzeu- gen. Ob dies gelingt, sei dahingestellt. Denn diese Wahl war eine amerikani- sche Revolution – eine Revolution, die die liberale Ordnung des Westens viel- leicht nicht sofort zerstören, aber durch gezielte Vernachlässigung erodieren lassen könnte. Und damit eine Ordnung, die maßgeblich die Sicherheit und den Wohlstand (nicht nur) der westlichen Welt hervorgebracht hat. Nichts war gewöhnlich an dieser Wahl. Und dazu gehört auch die von sämt- lichen US-Geheimdiensten bestätigte Tatsache einer massiven Beeinflussung durch russische Hacker. Der hybride Krieg ist längst in den westlichen Gesell- schaften angekommen. Gezielte, hauptsächlich über soziale Medien gestreute Desinformation, die allein der Verwirrung und Verunsicherung dient, wird in diesem Jahr der Wahlkämpfe auch in Frankreich, den Niederlanden und Deutschland eine Rolle spielen. -

Jutta Haug, rapporteur. – (DE) Madam President, Commissioner, it seems the President-in-Office of the Council is not quite here yet. In any event, the second reading of the European budget is on tomorrow’s agenda. In all probability, the vote will not take much time. The fact that few things remain to be put to the vote and even fewer are in dispute is thanks to the constructive cooperation among all the Members involved – both in the specialist committees and in the Committee on Budgets – for which I should like to express my sincere thanks. I am all the more pleased since I know that this cannot be taken for granted. This also goes for the groundwork done by the entire team on the Committee on Budgets, the work of all the group staff and the support of the personal assistants, so thank you! Opening of the constituent meeting The oldest member verified that no older member requested the chair and declared the constituent meeting open. 2. Election of the Chairman The oldest member, after verifying the substitutes and the quorum, gave the floor to the political groups for presentation of their nomination for chairman. José Ignacio Salafranca Sánchez-Neyra proposed Elmar Brok on behalf of the EPP-ED Group, Elmar Brok expressed his consent and confirmed he had completed the declaration of financial interests. Being the only candidate, Elmar Brok was declared elected chairman by acclamation and took the chair. 3. Election of the Vice-Chairmen Having expressed thanks for his re-election and given a short policy statement, the chairman gave the floor to the political groups for presentation of their nominations for vice-chairman. Jan Marinus Wiersma on behalf of the PSE Group proposed Toomas Hendrik Ilves as 1st vice-chairman. José Ignacio Salafranca Sánchez-Neyra on behalf of the EPP-ED Group proposed Geoffrey Van Orden as 2nd vice-chairman. Manuel Lobo Antunes, President-in-Office of the Council. − (PT) Mr President, Commissioner, ladies and gentlemen, the Presidency would firstly like to thank the European Parliament, and in particular Mrs Oomen-Ruijten, for the motion for a resolution on EU-Turkey relations. The Presidency acknowledges and welcomes Parliament’s active engagement with the enlargement process as a constructive contribution to the general debate on enlargement and Turkey’s accession process in particular. There is no doubt that every debate offers a useful opportunity for creating awareness of Turkey’s accession process, engaging the citizens of Member States and Turkey in this process and supporting the Turkish Government in its accession path. I can assure you that we pay particular attention to the views of the European Parliament. In a few days the Commission will present its regular progress report on Turkey’s accession process. The Council will examine and assess this report very carefully. In the meantime, I would like to briefly mention a few points in this phase of Turkey’s accession negotiations. We are of the opinion that the recent elections in Turkey demonstrated the wish of the Turkish people for democracy, stability – both political and economic – and progress. -

CFA Institute believes that any weakening of accounting rules will not improve market stability and will further undermine investor confidence. Accounting standards are developed to provide investors and other users of financial statements with a faithful representation of economic reality. Altering fair value accounting policies will reduce transparency, undermine globally accepted standards, increase investor risk and hence raise the cost of capital. As a global body representing 97,000 investment professionals – with approaching 12,000 practicing members across the European Union – CFA Institute believes that fair value accounting, coupled with accompanying disclosure, aids transparency and allows investment professionals to assess the financial health of a company. It can also discourage company management from taking imprudent risks. This financial crisis is about the mis-pricing of risk and ill-considered risk management. We do fully acknowledge that fair value should be based on more factors than an isolated fire sale price. However, masking financial performance through the suspension of fair-value accounting will not address these fundamental points and will continue to impact on investor confidence. Complaints about fair value arise largely in the context of their impact on capital adequacy. -
