Place Configurations and Italian Electoral Politics under the ‘Second Republic’ John Agnew The Italian Second Republic was meant to have led to a bipolar polity with alternation in national government between conservative and progressive blocs. Such a system it has been claimed would undermine the geographical structure of electoral politics that contributed to party system immobilism in the past. However, in this article I argue that dynamic place configurations are central to how the ‘new’ Italian politics is being constructed. The dominant emphasis on either television or the emergence of ‘politics without territory’ has obscured the importance of this geographical restructuring. New dynamic place configurations are apparent particularly in the South which has emerged as a zone of competition between the main party coalitions and a nationally more fragmented geographical pattern of electoral outcomes. These patterns in turn reflect differential trends in support for party positions on governmental centralization and devolution, geographical patterns of local economic development, and the re-emergence of the North–South divide as a focus for ideological and policy differences between parties and social groups across Italy. Introduction One of the high hopes of the early 1990s in Italy was that following the cleansing of the corruption associated with the party regime of the Cold War period, Italy could become a ‘normal country’ in which bipolar politics of electoral competition between clearly defined coalitions formed before elections, rather than perpetual domination by the political centre, would lead to potential alternation of progressive and conservative forces in national political office and would check the systematic corruption of partitocrazia based on the jockeying for government offices (and associated powers) after elections (Gundle & Parker 1996).

Using a novel dataset of roll-call votes in the current EP-term, we identify critical members whose votes are necessary to form winning coalitions. We found that committee members with formal positions, EP group coordinators as well as German, French, Italian and British members are powerful actors. Nevertheless, rapporteurs are not necessarily influential. We also concluded that members with moderate ideological position but from Member States with extreme agricultural importance are the most powerful ones.     European Community No. 26/1984 July 10, 1984 Contact: Ella Krucoff (202) 862-9540 THE EUROPEAN PARLIAMENT: 1984 ELECTION RESULTS :The newly elected European Parliament - the second to be chosen directly by European voters -- began its five-year term last month with an inaugural session in Strasbourg~ France. The Parliament elected Pierre Pflimlin, a French Christian Democrat, as its new president. Pflimlin, a parliamentarian since 1979, is a former Prime Minister of France and ex-mayor of Strasbourg. Be succeeds Pieter Dankert, a Dutch Socialist, who came in second in the presidential vote this time around. The new assembly quickly exercised one of its major powers -- final say over the European Community budget -- by blocking payment of a L983 budget rebate to the United Kingdom. The rebate had been approved by Community leaders as part of an overall plan to resolve the E.C.'s financial problems. The Parliament froze the rebate after the U.K. opposed a plan for covering a 1984 budget shortfall during a July Council of Ministers meeting. The issue will be discussed again in September by E.C. institutions. Garret FitzGerald, Prime Minister of Ireland, outlined for the Parliament the goals of Ireland's six-month presidency of the E.C. Council. Be urged the representatives to continue working for a more unified Europe in which "free movement of people and goods" is a reality, and he called for more "intensified common action" to fight unemployment. Be said European politicians must work to bolster the public's faith in the E.C., noting that budget problems and inter-governmental "wrangles" have overshadolted the Community's benefits.

    Editorial Amerikanische Revolution Nichts war gewöhnlich an diesem Wahlkampf. Und wenig wird gewöhnlich sein an der Präsidentschaft Donald J. Trumps. Ein Außenseiter, belächelt und zu Beginn wenig ernst genommen, gewinnt nicht trotz, sondern wegen des Bruchs aller bisheriger Regeln. Was für andere Kandidaten hoch toxisch gewesen wäre – offene Frauenfeindlichkeit, Kuscheln mit der rassistischen Alt-Right-Bewegung, trotziges Lügen – erwies sich für „The Donald“ als Er- folgsrezept. Er gewinnt die Stimmen der Globalisierungsverlierer, weil er ih- nen verspricht, die Jobs „aus Mexiko und China zurückzuholen“. Aber in sein Kabinett holt er Milliardäre, Steuern will er für die Reichen senken, und der Protektionismus, mit dem er Amerika „wieder groß“ machen will, dürfte in erster Linie seinen Wählern Jobs kosten. Zum ersten Mal seit dem Zweiten Weltkrieg stellt der neu gewählte Präsi- dent das transatlantische Bündnis und die von den USA selbst so erfolgreich errichtete internationale Architektur infrage. Europa, so sehr daran gewöhnt, die amerikanische Schutzmacht im Rücken zu wissen, wird wohl alles daran setzen müssen, den neuen Präsidenten vom Wert des Bündnisses zu überzeu- gen. Ob dies gelingt, sei dahingestellt. Denn diese Wahl war eine amerikani- sche Revolution – eine Revolution, die die liberale Ordnung des Westens viel- leicht nicht sofort zerstören, aber durch gezielte Vernachlässigung erodieren lassen könnte. Und damit eine Ordnung, die maßgeblich die Sicherheit und den Wohlstand (nicht nur) der westlichen Welt hervorgebracht hat. Nichts war gewöhnlich an dieser Wahl. Und dazu gehört auch die von sämt- lichen US-Geheimdiensten bestätigte Tatsache einer massiven Beeinflussung durch russische Hacker. Der hybride Krieg ist längst in den westlichen Gesell- schaften angekommen. Gezielte, hauptsächlich über soziale Medien gestreute Desinformation, die allein der Verwirrung und Verunsicherung dient, wird in diesem Jahr der Wahlkämpfe auch in Frankreich, den Niederlanden und Deutschland eine Rolle spielen.

It is the genius of the lobbyists and the consultants to understand this need, and to satisfy it in the most imaginative way. Business forums are vehicles for forging links and maintain a dialogue with business, industrial and trade organisations. They allow the discussions of general and pre-legislative issues in a different context from lobbying contacts about specific matters.
