Amend text as follows: Its three main priorities are: — to improve information and knowledge for the development of public health and the strengthening and maintenance of effective health interventions and efficient health systems, by developing and operating a well-structured and comprehensive system for collecting, analysing, evaluating and imparting health information and knowledge to competent authorities, health professionals and the public, and by undertaking assessments of and reporting on the health situation and health-related policies, systems and measures, — to enhance the ability to respond rapidly and in a coordinated way to threats to health by developing, strengthening and assisting the operation and interlinking of surveillance, early warning and rapid reaction mechanisms covering health hazards, — to address health determinants through health promotion and disease-prevention measures, by supporting and developing broad health-promotion activities and disease-prevention actions and specific risk-reduction and elimination instruments. Amend text as follows: 2 Non-governmental organisations, including those concerned with specifically gender-related health hazards and rare diseases,organisations are key players in the implementation of the programme. Therefore, they should be allocated adequate funds. Legal basis: Reference acts: Justification: Bearing in mind that gender is a decisive factor in determining treatment and care, and in view of the specific health needs of women, women's organisations have an important role to play in initiating measures to improve public health. It intends to fund concrete initiatives in all domains critical for delivering injury prevention policies and practices of known efficacy and of high return of investment (Education, Environment, Enforcement of legislation, Engineering and standards, and Evaluation). 3 After paragraph Add following text: Major goals would be to: • Undertake pilot studies for identification of the causes of injuries focusing on population groups most vulnerable to injuries (children, adolescents) • Explore gains from coordinating currently dispersed activities (e.g. unify data from different injury databases and provide reliable prevention information) • Encourage the establishment of programmes for better coordination in injury prevention through specialised organisations tasked with developing, inter alia, resources for enhanced safety within the enlarged EU • Develop educational tutorials to provide assistance and access of EU-citizens in general, and a special version for experienced public sector administrators and policy makers to enhance their knowledge in injury prevention After paragraph Add following text: To ensure appropriate coordination of the multiple initiatives/ programs focusing on injury prevention, this project will put the above tasks under the umbrella of a pilot test for a European Centre for the Prevention of Injuries (ECEPRI). Legal basis: Before paragraph Add following text: This appropriation is intended to fund a pilot project within the meaning of the Interinstitutional Agreement of 6 May 1999 between the European Parliament, the Council and the Commission on budgetary discipline and improvement of the budgetary procedure OJ C 172, 18.6.1999, p. 1. After paragraph Add following text: The above proposal for a specific action in the European Union for promoting injury prevention is in accordance with the goals of: — Article 152 (4) of the Treaty establishing the European Community, in which measures designed to protect and improve human health are encouraged. — Decision No 1786/2002/EC of the European Parliament and of the Council adopting a programme of Community action in teh field of public health (2003-2008)and its Article 2.2(a), setting the objectives to improve information and knowledge for the development of public health — WHO World Health Report 2000, in which the five major burdens of disease are listed (neuropsychiatric disorders, cardiovascular diseases, malignant neoplasms, unintentional injuries and respiratory diseases). 4 — Children’s Environment and Health Action Plan for Europe (Fourth Ministerial Conference on Environment and Health, Budapsest, 23-25June. 2004), where the importance of understanding the environmental factors in determining disease and injury in children has been recognized, along with the need for commitment for coordinated and sustained action to protect children’s health. Reference acts: Justification: Injuries are a major problem impairing the health and welfare of citizens of European Union, responsible for more than 160,000 victims annually and cost billion euros per year in direct and indirect costs. Along with the integration of ten new countries, a new EU of 25 Member States has arisen, a space in which borders separate less where the economy unifies more. However, among different EU countries or social groups in each Member State, there are discrepancies in mortality rates, most of them determined by disparities in the burden of injuries.
