Abstract This is a qualitative study of the 30-year land claim negotiation process (1963-1993) through which the Inuit of Nunavut transformed themselves from being a marginalized population with few recognized rights in Canada to becoming the overwhelmingly dominant voice in a territorial government, with strong rights over their own lands and waters. In this study I view this negotiation process and all of the activities that supported it as part of a larger Inuit Movement and argue that it meets the criteria for a social movement. This study bridges several social sciences disciplines, including newly emerging areas of study in social movements, conflict resolution, and Indigenous studies, and offers important lessons about the conditions for a successful mobilization for Indigenous rights in other states. In this research I examine the extent to which Inuit values and worldviews directly informed movement emergence and continuity, leadership development and, to some extent, negotiation strategies.

    June 29, 1998 Indigenous Autonomy in Nunavut: Canada’s Present & Australia’s Possibilities by Peter Jull1 A Discussion Paper for the Centre for Democracy, Department of Government, University of Queensland (Presented in Public Seminar, May 27, 1998) PART I – BACKGROUND Introduction This paper reports on the emergence of Nunavut, Canada’s new ‘northern territory’.2 Many implicit and some explicit parallels to Australia are shown. North America has seen major recent indigenous innovations, from Alaska self-government and development corporations to Greenland home rule. In Canada the so-called native movement has transformed national identity and political culture, while transforming ‘native’ Canada more slowly and uncertainly.3 (Jull 1992f) Australia has much to gain by studying such overseas ‘first world’ experience (as Russians are now doing). The recent federal Parliamentary report on Torres Strait autonomy noted Nunavut as an interesting model (Lieberman et al 1997), while others have denounced it.4 There are obvious parallels between Canadian Inuit and Torres Strait Islanders. Both are much less known, numerous, or visible than another indigenous people in the same country (i.e., 'Indians' and 'Aborigines'). Both resent and resist policies and institutional frameworks which include them with that indigenous majority.5 Both inhabit areas remote from the population centres of the country, places few Canadians or Australians expect ever to see. Both are cultures so different from the traditions of the country's majority that little real national understanding or appreciation of them exists. Both draw strength and inspiration from ethnic kin across international borders, some of whom are self-governing. Both are politically marginal, even in comparison with other indigenous people in the country.

The ways in which the first- past-the-post electoral system affects voter turnout among Aboriginal peoples are assessed, including an historical examination of Aboriginal electoral politics in Canada and corresponding low levels of Aboriginal voter turnout. Newly-collected, cross-time comparative data are pre- sented on First Nations voter turnout in Ontario elections. The data are assessed within the context of Aboriginal alienation and nationalism, with the purpose of determining the role that each plays in affecting Aboriginal turnout. Finally, options for improving Aboriginal voter turn- out are evaluated. L’auteur évalue les incidences du système majoritaire uninominal sur la participation électorale des Autochtones en procédant, entre autres, à un examen historique de la politique électorale des Autochtones au Canada et des faibles niveaux correspondants de participation des Autochtones. On présente des données comparatives temporelles, nouvellement recueillies, sur la participation électorale des Autochtones en Ontario.
