Fixing What Ain’t Broke The New Norm of Fixed-Date Elections in Canada GRIFFYN G. CHEZENKO, Memorial University of Newfoundland Abstract. Since 2001, legislation implementing fixed dates for general elections has been passed by the federal government, and most provincial and territorial governments. The notion that general election dates are now fixed, however, is flawed. In my submission to Changing Political Landscapes, I will explore the fledgling norm of fixed date elections in Canada and examine the aspects of the legislation which call into doubt the fixedness of these elections. With a review of the literature on the subject, I begin by inquiring into the emergence of this foreign phenomenon into Canadian electoral politics and the justification for its extensive adoption. Comparing the legislation across jurisdictions, I analyze the basic construct of fixed date election legislation in Canada, survey similarities and differences, and discover how fixed dates for elections are ultimately avoidable. As a result, I find that election dates are not truly fixed in Canadian jurisdictions where fixed date election legislation has been enacted. Introduction Since the dawn of the 21st century, fixed dates for general elections in Canada have become a widely adopted norm. Bernard Lord, the former New Brunswick premier, once opined that folks “like to know when the elections are going to be” (as cited in Desserud, 2007: 204). This is a familiar concept to Canadian voters because we are inundated with information about what goes on with our southern neighbours. It is rather comforting, as Premier Lord knows, knowing when an election will be, and that there is nothing those rascally politicians can do about it. -

Selecting Women to Lead Provincial Parties in Government By Melanee Thomas Associate Professor Department of Political Science University of Calgary 2500 University Drive NW Calgary, AB T2N 1N4 Abstract: The majority of Canada’s women premiers were selected to that office while their parties held government. This is uncommon, both in the comparative literature and amongst premiers who are men. What explains this gendered selection pattern to Canada’s provincial premiers’ offices? This paper explores the most common explanation found in the comparative literature for women’s emergence as leaders of electorally competitive parties and as chief political executives: women are more likely to be selected when that party is in crisis or decline. Using the population of women provincial premiers in Canada as case studies, evidence suggests 3 of 8 women premiers were selected to lead parties in government that were in crisis or decline; a fourth was selected to lead a small, left-leaning party as predicted by the literature. -

Nunavut’s Education Act: Education, Legislation, and Change in the Arctic Heather E. McGregor Abstract: The 2008 Nunavut Education Act endeavours to call Nunavut’s public education system to account for linguistic, cultural, and local relevance to the majority Inuit population. Development of the Act involved lengthy scrutiny of existing and proposed education legislation to ensure consistency and compatibility with the new vision of education. Implementation of this Act is now necessitating system transformation on a substantial scale, on the part of educators, administrators, district education authorities, and territorial government officials. This article explores the historical roots of the 2008 Act. Renewal of the education system was made possible and necessary by the creation of Nunavut Territory in 1999, which grew out of the Nunavut Land Claims Agreement and negotiations for increased Inuit self-government. However, situating the Act in the history of Nunavut’s educational policy and decision making, it can be seen as a milestone in a longer change process aimed at creating schools that better reflect communities and the needs of northern students. Considering the inherent potential of education to reflect and sustain Inuit self-determination, linguistic protection, and cultural promotion, the intersection of education with politics through the Act was long in coming. Education is now seen to be one of the Nunavut government’s most important priorities. This is well worth recognizing in the history of education in Nunavut, and in Canada as well. The 2008 Nunavut Education Act (the Act) is the first provincial or territorial education legislation in Canada that represents the educational vision of an Indigenous population. -

Drawing on first hand ethnographic fieldwork conducted primarily in Iqaluit, Nunavut, Canada, from 2008–2011; interviews with key informants; archival research, and participant observation in local, national and international governmental forums; Iqaluit, capital of Nunavut, is presented as a major case study. -

Interview with Thomas Suluk Arviat, May 6, 2004 Interview took place at his café in Arviat. Thomas made tea for the two of us, talking all the time about people, his family, and inquiring what it is that I was doing. We began the interview by showing him the work I had done thus far, gathering information about people who were involved and the history I was working on. It looks like you are doing a very in-depth one. You know Jonah Kelly is my brother-in- law, and he was a big promoter for 20 years. If we didn’t have somebody like that in there it would have been very difficult, to have inside friends in the media, and inside the House of Commons. But I am reminiscing ahead of you. I was in the hospitals in 1955, came home in 1957, and my family was one of the few that were already living here. They used to live out there, but there was already sickness. I was out, my brother was out, too, my sister had died refusing to be sent out, her husband had died and the body was never returned. I guess she said, ‘No, do you want to die at home or in a foreign land. Better to die at home.’ That was my older sister. My father suffered watching her deteriorate. I was sent out. We were living sort of in town, on the fringes of town. There was hardly any town anyway, the police, two churches and a store and that was it. -

Confidence in Democracy and the Political System AN UPDATE ON TRENDS IN PUBLIC OPINION IN CANADA REPORT SEPTEMBER 11, 2019 Overview This report examines current levels of public support for level of trust in elections has been growing. Canadians are democracy, democratic institutions and the political system becoming more interested in politics, and fewer doubt in Canada and how these have evolved over the past whether governments are really that interested in what decade. Abstract This is a qualitative study of the 30-year land claim negotiation process (1963-1993) through which the Inuit of Nunavut transformed themselves from being a marginalized population with few recognized rights in Canada to becoming the overwhelmingly dominant voice in a territorial government, with strong rights over their own lands and waters. In this study I view this negotiation process and all of the activities that supported it as part of a larger Inuit Movement and argue that it meets the criteria for a social movement. This study bridges several social sciences disciplines, including newly emerging areas of study in social movements, conflict resolution, and Indigenous studies, and offers important lessons about the conditions for a successful mobilization for Indigenous rights in other states. In this research I examine the extent to which Inuit values and worldviews directly informed movement emergence and continuity, leadership development and, to some extent, negotiation strategies.
