REPORT OF: A R MOORE – STRATEGIC DIRECTOR OF REGENERATION AND DEPUTY CHIEF EXECUTIVE CONTACT OFFICER: A HOGAN /D RICHARDSON– HIGHWAYS MANAGER 0151 934 4253/4236 EXEMPT/ No CONFIDENTIAL: PURPOSE/SUMMARY: To approve the award of various term maintenance contracts for a two-year period as urgent business to avoid delay in the Highways Maintenance Programme. REASON WHY DECISION REQUIRED: To comply with the Contract Procedure Rules and Delegated Authority to approve expenditure, contained within the Constitution. RECOMMENDATION(S): It is recommended that the lowest submitted tender in each category be approved. No KEY DECISION: FORWARD PLAN: Not Appropriate. IMPLEMENTATION DATE: Following the expiry of the “call in” period for the Minutes of the Meeting. ALTERNATIVE OPTIONS: In order to meet the requirements of the Constitution, there are no alternative options. IMPLICATIONS: Budget/Policy Framework: None Financial: All schemes/packages of work delivered through these contracts will be contained within the appropriate annual Revenue and/or Capital allocations. Legal: The Legal Director will prepare formal contracts with the successful contractors following their award. Risk Assessment: Financial vetting of the Contractors on the Select List has taken place. Each company is considered suitably experienced to carry out the works and financially viable. Asset Management: These contracts will be used to deliver a range of treatments/maintenance activities which will either enhance or preserve the asset value of the highway. The report cannot be deferred to the meeting on 6 May 2009 as the delay would seriously hold up the implementation of the Highways Maintenance Programme that has previously been approved by Cabinet. 2.2 The tender submissions have been opened and are currently going through further financial scrutiny due to more recent information becoming available in the current financial downturn consequently, the final results will be reported verbally at this meeting. .
