Dear Dr. Wahlers,

Thank you for your letter of 27 February 2003, enquiring whether the Secretary- General would be able to meet with Professor Dr. Kurt Biedenkopf during the week 4 through 8 April 2003.

The Secretary-General would enjoy an opportunity to discuss the current world outlook with Professor Biedenkopf. However, given the press of international events and the uncertainties of his travel schedule, the Secretary-General is not able to commit in advance to an appointment during that week. Could I suggest that you call this office in the last week of March, and I will ascertain whether the Secretary-General will be available.

In the meantime, if Professor Biedenkopf would care to meet with other senior United Nations officials, I would be pleased to try and arrange such meetings.

Visit of Professor Dr. Kurt Biedenkopf

I hesitate to recommend anything additional for the SG's schedule, given the press of events now and the likelihood that the same pressure will exist in early April.

Nonetheless, the SG might find a conversation with this eminent scholar/official interesting and useful. Biedenkopf s knowledge of trans-Atlantic relations is profound. With his experience in , his understanding of the challenges of transforming a state-run economy into a modern market economy would also be of considerable interest.

I would recommend that Dr. Wahlers be informed that the SG will not be able to commit until much closer to the date and that in the meantime, and if Professor Biedenkopf is interested, that we explore whether the DSG or Sir Kieran Prendergast would care to meet with Dr. Biedenkopf.

Frankly, I don't see the priority, under present circumstances, for you to meet with this gentleman "to exchange views". Since the SG never agreed to see him in the first place, I suggest we regret (too busy). The Honorable Professor Dr. Kurt Biedenkopf, Former Minister President of Saxony

Professor Or. Kurt Biedenkopf has played a major role in shaping the German political landscape for over thirty years. Professor Biedenkopf was named Secretary General of the Christian Democratic Union (CDU) in 1973, serving until his appointment to Deputy Chairman of the national party in 1977, Twice elected to the (1976-1980 and 1987-1990), Professor Biedenkopf was voted Minister President of Saxony in 1990, where he played a crucial role in modernizing the eastern German state until the end of his tenure in 2002. In this capacity he also served as the President of the Bundesrat from November 1999 to October 2000. Professor Biedenkopf continues to represent the CDU as a member of the state parliament in Dresden. A leading expert in transatlantic issues as well as in the effects of globalization and demographic changes on the German economy, Professor Biedenkopf studied political science at Davidson College and law and economics in Munich and . He obtained his doctorate in law in 1958 and a masters of law from in 1962. In addition, he holds honorary doctorates from Davidson College, Georgetown University, New School for Social Research, and the Catholic University of Brussels. Along with memberships in various societies and organizations, Professor Biedenkopf sits on the board of trustees of the Konrad Adenauer Foundation and is a guest professor at the Universitat .
