The political system has a poor reputation of being riddled with factional struggles and rampant corruption, both of which are supposed to be antithetical to political and economic development. What, then, explains the regime’s ability to endure and develop amidst these seemingly pathological features? This dissertation offers a new perspective for understanding the CCP’s resilience. I argue that the regime’s remarkable performance in certain areas and its equally glaring failures in others are not inherently contradictory. Rather, they share the same origin in the unique ways in which the system operates. Departing from the existing literature, which focuses primarily on how the regime extends its longevity by improving and adapting its formal institutions to a changing political environment, my explanation traces the CCP’s durability to the enduring informal aspect of the system. With a special focus the operations of patron-client networks among the elites, I argue that, contrary to the conventional view that these informal networks are symptomatic of inefficient and corrupt patrimonial regimes, they contribute to the stability and effectiveness of the system by helping foster a sense of trust and mutual obligation among actors in a setting where intra-elite contracts are typically difficult to monitor or enforce. These particularistic relations are important vehicles for elites to organizing interests, coordinating actions, and mobilizing support; and they v are often used to address some of the most pressing political and economic problems that the regime faces. More specifically, I argue that at the national level, informal networks help maintain elite cohe- sion by sustaining credible power-sharing arrangements among the elites. Through shared control over personnel appointments, senior political leaders can effectively lock in their power status for an extended period of time through services offered by their appointees. This informal arrangement not only allows them to closely monitor each other’s behaviors through tracking the personnel ap- pointments, but also gives them an interest in ensuring the continuation of the regime that goes beyond their formal tenure. At the subnational level, moreover, I argue that patronage networks contribute to the regime’s economic and policy performance by supplying high-powered incentives to local agents who oth- erwise have a natural tendency to shirk. Contrary to the conventional wisdom that the performance incentives are generated by a formal, meritocratic selection system, I contend that the link between economic achievements and political promotions is far from institutionalized. Instead, vertical patron-client networks are the key instrument that higher-level principals use to motivate lower- level agents and generate momentum for economic development and policy implementation. Finally, I argue that although this informal institution yields measurable benefits to the regime, the benefits do not come without significant costs. Patron-client relations often involve extra-legal exchange of favors, and the need to maintain an effective and loyalty following often compels patrons to turn a blind eye on clients’ illicit activities, such as corruption. This makes the regime’s anticorruption enforcement a highly selective undertaking and a non-credible deterrent against official venality. The system’s inability to eradicate corruption, therefore, is not a simple result of policy or strategic failures, but rather a direct price that the regime has to pay for its effectiveness. I provide empirical support to our argument by investigating how informal networks shape several critical aspects of Chinese politics, including (1) political institutionalization, (2) eco- nomic development, (3) policy implementation, and (4) anticorruption enforcement. The main quantitative evidence is drawn from an original biographical database of over 4,000 politicians at vi city, provincial, and national levels since early 1990s. New automated algorithms are developed to identify patron-client ties by linking lower-level officials with political superiors who oversaw their major promotions in the past. To supplement the quantitative analyses, I also draw evidence from in-depth interviews with serving and retired officials in both central and local governments and additional historical and archival materials during my fieldwork in China. vii Acknowledgements This dissertation can never be written without the support from a large number of individuals.     Mistrust Sets Low Ceiling for Russia-China Partnership DECONSTRUCTING THE PUTIN-XI JINPING RELATIONSHIP PONARS Eurasia Policy Memo No. 447 November 2016 Pavel K. Baev1 Peace Research Institute, Oslo (PRIO) No amount of propaganda can hide the fact that the Russian-Chinese partnership is not progressing well. Economic cooperation was supposed to constitute a solid foundation for a new surge in bilateral ties, as heralded in mid-2014 against the background of the Ukraine conflict and heightened Russia-West confrontation. In reality, trade volume between the two countries contracted by about a third in 2015, which they explained away with adverse external factors such as the decline of oil prices. The Russian president has pointed to the strength of their political ties as moving their relationship from merely “strategic partnership” to “comprehensive partnership and strategic collaboration.” But it is precisely in the political sphere that the incompatibility between the two is most profound. It is shaped by sharply dissimilar motivations and aspirations among the elites rooted in a gulf between their respective political cultures—a disconnect accentuated by reshuffles initiated by two leaders facing vastly different domestic challenges. A misunderstanding of each other’s responses to these challenges generates a lack of trust, constituting a greater hindrance to upgrading the bilateral partnership than economic setbacks. Boredom in the “Beautiful Friendship” The exaggerated friendliness of personal relations between President Vladimir Putin and President Xi Jinping is public relations gloss. These two 63-year old men have very little in common. One is a “princeling” who had a nice head start on the tenacious climb to the top of the Chinese party ladder; the other is a man of humble origin, propelled to a position of power by others precisely because he was an outsider.

Jockeying for power among various factions has been fervent and protracted, but the power struggle has not led to a systemic crisis as it did during the reigns of Mao and Deng. While nepotism and favoritism in elite recruitment have become prevalent, educational credentials and technical expertise are also essential. Regional representation has gained importance in the selection of Central Committee members, but leaders who come from coastal regions will likely dominate the new Politburo. Regulations such as term limits and an age requirement for retirement have been implemented at various levels of the Chinese leadership, but these rules and norms will perhaps not restrain the power of Jiang Zemin, the 76-year-old “new paramount leader.” While the military’s influence on political succession has declined during the past decade, the Central Military Commission is still very powerful. Not surprisingly, these paradoxical developments have led students of Chinese politics to reach contrasting assessments of the nature of this political succession, the competence of the new leadership, and the implications of these factors for China’s future. This diversity of views is particularly evident regarding the ubiquitous role of mishu in the Chinese leadership. The term mishu, which literally means “secretary” in Chinese, refers to a range of people who differ significantly from each other in terms of the functions they fulfill, the leadership bodies they serve, and the responsibilities given to them.

    CHAPTER 1 Governance Collective Leadership Revisited Th ings don’t have to be or look identical in order to be balanced or equal. ⃺ڄ Maya Lin — his book examines how the structure and dynamics of the leadership of Tthe Chinese Communist Party (CCP) have evolved in response to the chal- lenges the party has confronted since the late 1990s. Th is study pays special attention to the issue of leadership se lection and composition, which is a per- petual concern in Chinese politics. Using both quantitative and qualitative analyses, this volume assesses the changing nature of elite recruitment, the generational attributes of the leadership, the checks and balances between competing po liti cal co ali tions or factions, the behavioral patterns and insti- tutional constraints of heavyweight politicians in the collective leadership, and the interplay between elite politics and broad changes in Chinese society. Th is study also links new trends in elite politics to emerging currents within the Chinese intellectual discourse on the tension between strongman politics and collective leadership and its implications for po liti cal reforms. A systematic analy sis of these developments— and some seeming contradictions— will help shed valuable light on how the world’s most populous country will be governed in the remaining years of the Xi Jinping era and beyond. Th is study argues that the survival of the CCP regime in the wake of major po liti cal crises such as the Bo Xilai episode and rampant offi cial cor- ruption is not due to “authoritarian resilience”— the capacity of the Chinese communist system to resist po liti cal and institutional changes—as some foreign China analysts have theorized.
