AFRICA REVIEW EURASIA REVIEW "Waves" of the Russia's Presidential Reforms Break About Premier's "Energy-Rocks" By Dr. Zurab Garakanidze* Story about the Russian President Dmitry Medvedev’s initiative to change the make-up of the boards of state-owned firms, especially energy companies. In late March of this year, Russian President Dmitry Medvedev demanded that high-ranking officials – namely, deputy prime ministers and cabinet-level ministers that co-ordinate state policy in the same sectors in which those companies are active – step down from their seats on the boards of state-run energy companies by July 1. He also said that October 1 would be the deadline for replacing these civil servants with independent directors. The deadline has now passed, but Medvedev‟s bid to diminish the government‟s influence in the energy sector has run into roadblocks. Most of the high-level government officials who have stepped down are being replaced not by independent managers, but by directors from other state companies in the same sector. Russia‟s state-owned oil and gas companies have not been quick to replace directors who also hold high-ranking government posts, despite or- ders from President Dmitry Medvedev. High-ranking Russian officials have made a show of following President Medvedev‟s order to leave the boards of state-run energy companies, but government influence over the sector remains strong. There was a popular opinion in the Internet media that at that moment Russia experienced establishment of civil society, since so many people were ready to express their discontent publically for the first time in 20 years. The focus of this study is made on the analysis of the roles that social media played in the protest movement. As it could be observed at the first glance, recruiting and mobilising individuals to participation in the rallies were mainly conducted via social media. The research analyses the concept of civil society and its relevance to the protest rhetoric and investigates, whether there was a phenomenon of civil society indeed and how it was connected to individuals‘ motivation for joining the protest. The concept of civil society is discussed through the social capital, social and political trust, e- democracy and mediatisation frameworks. The study provides a comprehensive description of the events, based on mainstream and new media sources, in order to depict the nature and the development of the movement. -

HOLLAND Many states lack domestic access to crucial energy supplies and must deal with the challenge of formulating an energy security policy that informs their relations with energy producing states. While secure and uninterrupted access to energy is crucial to state security and welfare, some states fail to implement energy security policies and remain dangerously dependent on a foreign supplier. In the post-Soviet region many states even actively resist attempts by the European Union and others to diversify their supplies. Why and under what conditions do states pursue energy security? Conversely, why do some highly dependent states fail to maximize their security vis-à-vis a dominant supplier? I argue that that to understand the complex nature of energy dependence and security it is necessary to look beyond energy markets to domestic political capture and institutional design. More specifically, I argue that initial reform choices guiding transition had long-lasting affects on the ability to make coherent policy choices. States that did not move away from Soviet era property rights empowered actors with an interest in maintaining the status quo of dependence. Others that instituted de facto democratic property rights to guide their energy transitions were able to block energy veto players and move towards a security maximizing diversification policy. -

DOI 10.14746/ssp.2017.4.12 Olga Na d s k a k u ł a -ka c z m a r c z y k Uniwersytet Papieski Jana Pawła II w Krakowie Opposition in authoritarian regimes – a case study of Russian non-systemic opposition1 Abstract: According to Juan Linz, authoritarian rulers permit limited, powerless po- litical pluralism and organization of elections, but they make it very clear that a change in power is impossible and the opposition cannot take over. Elections in authoritarian regimes are a part of nominally democratic institutions and help rulers to legitimize the regime. They are not free or fair, and therefore do not present any opportunity for the opposition to win and change the political system afterward. The question could be asked, what kind of action the opposition should undertake in order to improve its strength. That is the main problem nowadays for non-systemic opposition in the Russian Federation. On the one hand, the opposition has a problem gaining access to elections, but on the other hand, it knows that even if it could take part, the elections would not be democratic. This article tries to shed light on the strategies of the non-systemic Russian opposi- tion and the possibility of its impact on Russian society when the government tries to marginalize, weaken and eventually destroy the non-systemic opposition. The paper provides a critical analysis of the literature and documents on the topic. The United States has imposed sanctions on Russia mainly in response to Russia’s 2014 invasion of Cory Welt, Coordinator Ukraine, to reverse and deter further Russian aggression in Ukraine, and to deter Russian Specialist in European aggression against other countries. The United States also has imposed sanctions on Russia in Affairs response to (and to deter) election interference and other malicious cyber-enabled activities, human rights abuses, the use of a chemical weapon, weapons proliferation, illicit trade with North Korea, and support to Syria and Venezuela. RUSSIAN FEDERATION, et al., Defendants. MEMORANDUM OPINION (November 26, 2007) Presently before the Court is an action brought by a group of investors who own or used to own an interest in a Russian company called Yukos. The investors claim that the Russian Federation, acting in combination with senior Russian government officials and several Russian energy companies (and several executives of those companies), expropriated Yukos beginning in 2003. The Defendants allegedly levied illegal and confiscatory taxes on Yukos, forced a sham sale of Yukos’s most important asset, seized a majority of Yukos shares, intimidated and harassed Yukos executives, and used bankruptcy proceedings to paralyze Yukos’s non-Russian- based management team. These and other allegations contained throughout Plaintiffs’ 116-page, 424-paragraph Complaint tell a troubling story if proven true. Notwithstanding the foregoing, this Court is one of limited jurisdiction. Defendants have brought four Motions to Dismiss arguing, inter alia, that this Court lacks jurisdiction to hear Plaintiffs’ claims. The Motions decry Plaintiffs’ decision to file a Complaint in this Court when the case involves the conduct of the Russian government, senior Russian government officials, Russian companies, and Russian citizens. After a thorough and dedicated review of the Parties’ Case 1:05-cv-02077-CKK Document 74 Filed 11/26/07 Page 2 of 51 lengthy submissions and the exhibits attached thereto, the record as a whole, applicable case law and statutory authority, the Court finds that it cannot reach the merits of Plaintiffs’ claims based on the doctrines of sovereign immunity and personal jurisdiction.
