AFRICA REVIEW EURASIA REVIEW "Waves" of the Russia's Presidential Reforms Break About Premier's "Energy-Rocks" By Dr. Zurab Garakanidze* Story about the Russian President Dmitry Medvedev’s initiative to change the make-up of the boards of state-owned firms, especially energy companies. In late March of this year, Russian President Dmitry Medvedev demanded that high-ranking officials – namely, deputy prime ministers and cabinet-level ministers that co-ordinate state policy in the same sectors in which those companies are active – step down from their seats on the boards of state-run energy companies by July 1. He also said that October 1 would be the deadline for replacing these civil servants with independent directors. The deadline has now passed, but Medvedev‟s bid to diminish the government‟s influence in the energy sector has run into roadblocks. Most of the high-level government officials who have stepped down are being replaced not by independent managers, but by directors from other state companies in the same sector. Russia‟s state-owned oil and gas companies have not been quick to replace directors who also hold high-ranking government posts, despite or- ders from President Dmitry Medvedev. High-ranking Russian officials have made a show of following President Medvedev‟s order to leave the boards of state-run energy companies, but government influence over the sector remains strong. Gates Secretary of Defense 100 Defense Pentagon Washington, DC 20301 Re: Appendix M of Army Field Manual on Interrogations Dear Mr. Secretary, We are writing regarding the updated U.S. Army Field Manual on Interrogations, adopted on September 6, 2006 and officially known as “FM 2-22.3, Human Intelligence Collector Operations.” While we support efforts to adopt a single, well-defined standard of conduct for U.S. personnel engaged in the detention and interrogation of all people in U.S. custody, we are very concerned about a handful of changes that were written into the manual in 2006. The most critical of these may be found in an appendix, added to the updated manual, that places unnecessary restrictions on an effective interrogation technique known as “separation.” Separation must not be confused with isolation. The former seeks only to protect a detainee from the negative influences of—or unnecessary exposure to—other detainees. The latter is commonly employed as a means of punishment and/or coercion in an ill-conceived effort to “break” a detainee. These restrictions make it very difficult, in all but the most sensitive situations, for U.S. interrogators to create an environment of trust and protection that is often necessary to gain the cooperation of certain detainees, especially those who have been identified as “high value.” Unnecessarily restricting the use of this technique may severely hamper the United States’ ability to obtain accurate and complete information from detainees. Perhaps unintentionally, the appendix also appears to authorize the use of several sensory and sleep deprivation tactics that could be employed in an abusive fashion. -

Russia and the EU in a Multipolar World: Invoking the Global in Russian Terms Aziz Elmuradov Introduction Over the past decade, Russia’s relations with the European Union have evolved from competition to conflict. With the Ukraine crisis as a culmination point, many scholars explain the conflictual stand-off as a result of a long-term cri- sis rooted in the internal structure of EU–Russia interaction (Casier 2016; Chaban et al. 2017; Haukkala 2015). While such a perspective contributes to a better understanding of the conflict, there is more to the confrontational dynamics between the two sides. World politics can be traced back not only to the pursuit of national interests, but also to differing ways of envision- ing the world. To a considerable extent, the current conflict with Russia is a conflict of worldviews. In line with the theme of this volume, the following chapter takes this epistemic dimension of world politics seriously. The world and the global are not fixed realms but are constituted in the practices ofcon- crete actors who create their discursive horizons of the world and the global through symbolic representations, narratives and models. This chapter, there- fore, focuses on practices of worldmaking inherent in Russian foreign policy discourse. Retracing popular modes of mapping the world from the Russian perspective, I will show how a multipolar worldview informs the relationship between Russia and the Western world. Russian foreign policy discourse is greatly affected by major trends and trajectories under way in world politics. Russia finds itself in an increasingly dynamic global environment. The world is more volatile and uncertain to- day than at any time since the fall of the Berlin Wall. -

Russia’s Many Foreign Policies MICHAEL MCFAUL hat are Russian foreign policy objectives? It depends on whom you ask. W In making assessments of Russia’s behavior in the world, it is absolutely critical that we recognize that Russia today is not a totalitarian state ruled by a Communist Party with a single and clearly articulated foreign policy of expand- ing world socialism and destroying world capitalism and democracy. That state disappeared in 1991. Rather, Russia is a democratizing state—a weakly institu- tionalized democracy with several deficiencies, but a democratizing state nonetheless. Russia’s foreign policy, in turn, is a product of domestic politics in a pluralistic system. In democracies, “states” do not have foreign policy objectives. Rather, indi- vidual political leaders, parties, and interest groups have foreign policy objec- tives. Under certain conditions, these various forces come together to support a united purpose in foreign affairs. At other times, these disparate groups can have conflicting views about foreign policy objectives. They can even support the same foreign policy objective for different reasons.1 Russia today is no different. Although Russian leaders share in supporting a few common, general foreign policy objectives, they disagree on many others. They also disagree on the means that should be deployed to achieve the same for- eign policy objective. The foreign policy that eventually results is a product of debate, political struggle, electoral politics, and lobbying by key interest groups. Because Russia is undergoing revolutionary change internally, the foreign policy that results from Russian domestic politics can change quickly. This article makes the case for the centrality of domestic politics in the artic- ulation and implementation of Russian foreign policy.
