Honors Scholar Theses. 608. https://opencommons.uconn.edu/srhonors_theses/608 Decentralization and the Provision of Public Services: A Case Study of Khyber Pakhtunkhwa, Pakistan Abstract: The effective provision of public services is integral to a functioning democracy as it connects the public to the government and grants it legitimacy. Public services are ones that are provided by the federal and local governments and paid for with constituent taxes. Public services provided by the state are education, health, water/sanitation, environmental measures, security, policing, labor and legal guidelines and so on. Whether the structure of the government is centralized or decentralized is an important factor which impacts the provision of services. Decentralized governments are state or local governments which receive monetary and institutional resources from the federal government. Previous research has shown that decentralized services are more effectively delivered than centralized services. My study examines the impact of decentralization on the provision of two services, health and education, in Khyber Pakhtunkhwa from 2008-2018. There are two parts to the study. First, I will use process tracing to portray the historical context of decentralization in conjunction with sociopolitical factors of the region of KP. -

Pakistan is a key ally in U.S.-led counterterrorism efforts. The history of democracy in Pakistan is a troubled one marked by ongoing tripartite power struggles among presidents, prime ministers, and army chiefs. Military regimes have ruled Pakistan directly for 34 of the country’s 60 years in existence, and most observers agree that Pakistan has no sustained history of effective constitutionalism or parliamentary democracy. In 1999, the democratically elected government of then-Prime Minister Nawaz Sharif was ousted in a bloodless coup led by then-Army Chief Gen. Pervez Musharraf, who later assumed the title of president. In 2002, Supreme Court-ordered parliamentary elections—identified as flawed by opposition parties and international observers—seated a new civilian government, but it remained weak, and Musharraf retained the position as army chief until his November 2007 retirement. In October 2007, Pakistan’s Electoral College reelected Musharraf to a new five-year term in a controversial vote that many called unconstitutional. The Bush Administration urged restoration of full civilian rule in Islamabad and called for the February 2008 national polls to be free, fair, and transparent. U.S. criticism sharpened after President Musharraf’s November 2007 suspension of the Constitution and imposition of emergency rule (nominally lifted six weeks later), and the December 2007 assassination of former Prime Minister and leading opposition figure Benazir Bhutto. -

The accusation of rigging in general elections not only dented the legitimacy of elected government of Premier Nawaz Sharif, but also increased the role of the military in the Pakistani polity. -

Dutton Series Overview This China Maritime Report on Gwadar is the second in a series of case studies on China’s Indian Ocean “strategic strongpoints” (战略支点). People’s Republic of China (PRC) officials, military officers, and civilian analysts use the strategic strongpoint concept to describe certain strategically valuable foreign ports with terminals and commercial zones owned and operated by Chinese firms.1 Each case study analyzes a different port on the Indian Ocean, selected to capture geographic, commercial, and strategic variation.2 Each employs the same analytic method, drawing on Chinese official sources, scholarship, and industry reporting to present a descriptive account of the port, its transport infrastructure, the markets and resources it accesses, and its naval and military utility. -

THE MILITARY, ISI AND ‘HYBRID’ GOVERNMENTS IN PAKISTAN: FROM INDEPENDENCE TO MUSHARRAF KUNAL MUKHERJEE ABSTRACT While most analysts have tended to view Pakistan’s domestic politics and political system as authoritarian and label it as a military dictatorship, this article highlights the concept of political ‘hybridity’. Emphasising the potential for more democratic elements from within Pakistani society in relation to politics, the article traces interactions that have taken place in the interface between democratic forces and authoritarian/military elements. Using the concept of political hybridity and ‘hybrid government’ brings to light the inherent complexities and potential contradictions of interactions between democratic forces and authoritarian elements in Pakistan, from the Ayub era soon after independence to the more recent times of Musharraf. KEYWORDS: Afghanistan, Democracy, Governance, Hybridity, Kashmir, Military, Pakistan, Political Islam, SAARC, ISI/Inter-Services-Intelligence Introduction Ever since 9/11, the Afghanistan-Pakistan region, AF-PAK,1 has been at the centre of international affairs and remains today one of the focal areas of international media attention. Most of the debates currently revolve around the rise of Political Islam/Islamism in the region. They concern questions about the extent to which the rise of Islamism has been and still is adversely impacting on regional as well as 1 global security. However, another important feature in the politics and governance of this region is the role played by the military backed by the ISI/Inter-Services- Intelligence since Pakistan became independent in 1947. It is well-known that Pakistan’s military along with the ISI has been a key feature of the political system,2 in contrast to neighbouring India.
