    CHAPTER 5 ISLAMABAD’S NUCLEAR POSTURE: ITS PREMISES AND IMPLEMENTATION Peter R. Lavoy This chapter examines Pakistan’s strategy for ensuring the security and survivability of its nuclear deterrent during periods of peace, crisis, and war. Toward this end, five main features of Pakistan’s strategic deterrence policy are described in some detail. With an understanding of how Pakistani military planners perceive the basic requirements of their strategic deterrent, the ways in which the rapidly evolving U.S.-India strategic partnership threatens Pakistan’s core defense precepts become apparent. A set of new long-term Pakistani strategic concerns stimulated by the expanding U.S.-India partnership is identified and analyzed. The basic point is that projected developments in India’s nuclear and conventional military capabilities eventually could threaten the survivability of Pakistan’s strategic deterrent, which has always been a major concern for the country’s defense planners. The concluding section of the chapter examines how the Pakistan government officials might view three emerging strategic threats posed by India and its expanding international partnerships. Hoyt The formal introduction of nuclear weapons into South Asian regional security raises important questions about the stability of the region. As two traditionally hostile states induct nuclear weapons and so- phisticated delivery systems into their militaries, what will keep them from utilizing these new weapons for coercion or warfare? Proliferation “opti- mists” argue that states will be deterred from destabilizing actions by the inherent mismatch in costs and benefits or risks and potential gains from challenging a nuclear-armed adversary.1 Proliferation “pessimists” point to the dangers of the spread of nuclear weapons; the myriad of things that can go wrong once nuclear weapons are introduced into an already heated con- flict situation; and the lack of careful thought and planning that might go into the development, deployment, and use of nuclear forces.2 Timothy D.     5. The nuclear confrontation in South Asia M. V. RAMANA and ZIA MIAN I. Introduction The 1998 nuclear tests by India and Pakistan dramatically worsened the secur- ity situation for over a billion people in the subcontinent.1 Since then the two countries have continued to engage in a slow but steady arms race involving qualitative and quantitative developments and a gradual consolidation of nuclear weapon infrastructure. Nuclear use doctrines are taking shape. There have also been two major military crises, both prominently featuring nuclear threats. Section II of this chapter presents an overview of Indian and Pakistani rela- tions since the 1998 nuclear tests. Section III discusses the crisis of 2002. Sec- tion IV describes the nuclear doctrines of India and Pakistan and nuclear force developments are covered in section V. Section VI examines the role of nuclear weapons, and section VII presents the conclusions. II. Overview: 1998–2002 The Lahore Declaration Once the incendiary rhetoric characterizing the immediate aftermath of the nuclear tests had subsided, India and Pakistan appeared to take their first steps towards arms control and détente, partly in order to assuage domestic and international fears. As with the superpowers during the cold war, India and Pakistan sought to move the terms of the nuclear debate away from disarma- ment and towards managing the nuclear threat. The culmination of this pro- cess was the Lahore summit meeting in February 1999 between Indian Prime Minister A. B. Vajpayee and Pakistani Prime Minister Nawaz
