This article was previously published in The Journal of Slavic Military Studies, Vol. 11, No 1 (March 1998), pp. 40-62. and Conflict Studies Research Centre, RMA Sandhurst, England, July 1997, Report AA29 Introduction Finding similarities in the Russian and U.S. approaches to information operations (IO) is not a difficult task. Both countries' specialists closely study electronic warfare and command and control systems of other countries, and both stress the importance of the use of computers and information management in the preparation and conduct of modern combat operations. This includes the use of information to conduct psychological operations (PSYOP). Upon closer examination, however, the Russian approach to the information warfare (IW) aspect of IO has several elements that makes it unique and different. There are three principal reasons for the distinct Russian method. First, there is the issue of overall context. The Russian state, economy, and society are in a transition period resulting in institutional and philosophical instability. Russian mass consciousness, according to many prominent scientists and government officials, is vulnerable to manipulation by slick marketing campaigns and to exploitation by promises of economic and social prosperity during this transition period. -

AFRICA REVIEW EURASIA REVIEW "Waves" of the Russia's Presidential Reforms Break About Premier's "Energy-Rocks" By Dr. Zurab Garakanidze* Story about the Russian President Dmitry Medvedev’s initiative to change the make-up of the boards of state-owned firms, especially energy companies. In late March of this year, Russian President Dmitry Medvedev demanded that high-ranking officials – namely, deputy prime ministers and cabinet-level ministers that co-ordinate state policy in the same sectors in which those companies are active – step down from their seats on the boards of state-run energy companies by July 1. He also said that October 1 would be the deadline for replacing these civil servants with independent directors. The deadline has now passed, but Medvedev‟s bid to diminish the government‟s influence in the energy sector has run into roadblocks. Most of the high-level government officials who have stepped down are being replaced not by independent managers, but by directors from other state companies in the same sector. Russia‟s state-owned oil and gas companies have not been quick to replace directors who also hold high-ranking government posts, despite or- ders from President Dmitry Medvedev. High-ranking Russian officials have made a show of following President Medvedev‟s order to leave the boards of state-run energy companies, but government influence over the sector remains strong. National Insider Threat Task Force Mission Fact Sheet
NATIONAL INSIDER THREAT TASK FORCE MISSION FACT SHEET _________________________________ Why was the NITTF established? The National Insider Threat Task Force (NITTF) was established after the WikiLeaks release of thousands of classified documents through the global media and internet. Its mission is to deter, detect, and mitigate actions by employees who may represent a threat to national security by developing a national insider threat program with supporting policy, standards, guidance, and training. Who runs the task force, and which agencies are involved? Under Executive Order (E.O.) 13587, the NITTF is co-chaired by the U.S. Attorney General and the Director of National Intelligence. They, in turn, designated the Federal Bureau of Investigation (FBI) and the National Counterintelligence Executive to co-direct the daily activities of the NITTF. The NITTF comprises employees and contractors from a variety of federal departments and agencies (D/A), and its work impacts more than 99 federal D/As that handle classified material. Currently, the following D/As have representatives on the NITTF: FBI, National Counterintelligence and Security Center (NCSC), Defense Intelligence Agency (DIA), Central Intelligence Agency (CIA), and Transportation Security Administration. The NITTF responds directly to the Senior Information Sharing and Safeguarding Steering Committee, which was also established under E.O. 13587. The steering committee comprises representatives from largely Intelligence Community agencies with extensive access to classified networks and materials, including the Departments of State, Energy, Justice, Defense, and Homeland Security, CIA, FBI, Office of the Director of National Intelligence, NCSC, National Security Agency, DIA, the Program Manager—Information Sharing Environment, Office of Management and Budget, the National Security Council Staff, and the Information Security Oversight Office. -

It suggests that these foreign policy-choices should be interpreted in light of questions of domestic security and how these foreign actions relate to the Putin regime’s wider political project for Russia. In this way, the regime’s previous concern about the taboo on the use of force abroad has gradually been eroded in conjunction with its shift to articulating a more patriotic and anti-Western political project following the popular protests against the regime in 2011/12. -

UNCLASSIFIED The Fifth User January 28 Project VENONA is now well known publicly. VENONA refers to Soviet espionage messages that were solved in part or in whole by the U.S. cryptologic services. The Soviet cryptosystem was based on a one-time pad that was misused, and therefore vulnerable to American cryptanalysts. The cryptosystem was used by the USSR’s diplomatic service and its office for acquiring lend-lease equipment from the United States during World War II. This Soviet system was in use from 1941 to 1945, but was not solved until the late 1940s, after the war, and the most usable product based on the decrypts was issued in the 1950s. In addition, the cryptosystem was used by the espionage organization best known as the KGB. When people think of VENONA decrypts, they most often mean KGB communications. However, there were other users of the flawed system. The fifth user of the cryptosystem was known in English as GRU-Naval. Its communications referred to espionage operations controlled by the Naval Intelligence headquarters in Moscow. The senior representative in the U.S. was Captain, later Commodore, I. A. Egorichev, the USSR’s naval attaché in Washington. During his career he had commanded a destroyer in the Soviet’s Baltic fleet, and had served as naval attaché in Tokyo. In addition to legal duties in his overt position, Captain Egorichev conducted intelligence activities against the United States. The GRU-Naval cryptosystem worked in the same way the KGB and GRU systems did. Message text was encoded into numbers from a codebook, then the numbers were superenciphered with numbers from a one-time pad. -

We said honestly: The history of the Lubyanka in the twentieth century is our history…” ~ Nikolai Platonovich Patrushev, Director of the FSB Between August-September 1999, a series of explosions in Russia killed 293 people: - 1 person dead from a shopping centre explosion in Moscow (31 st August) - 62 people dead from an apartment bombing in Buynaksk (4 th September) - 94 people dead from an apartment bombing in Moscow (9th September) - 119 people dead from an apartment bombing in Moscow (13 th September) - 17 people dead from an apartment bombing in Volgodonsk (16 th September) The FSB (Federal Security Service) which, since the fall of Communism, replaced the defunct KGB (Committee for State Security) laid the blame on Chechen warlords for the blasts; namely on Ibn al-Khattab, Shamil Basayev and Achemez Gochiyaev. None of them has thus far claimed responsibility, nor has any evidence implicating them of any involvement been presented. Russian citizens even cast doubt on the accusations levelled at Chechnya, for various reasons: Not in living memory had Chechen militias pulled off such an elaborated string of bombings, causing so much carnage. A terrorist plot on such a scale would have necessitated several months of thorough planning and preparation to put through. Hence the reason why people suspected it had been carried out by professionals. More unusual was the motive, or lack of, for Chechens to attack Russia. Chechnya’s territorial dispute with Russia predates the Soviet Union to 1858. -
The Siloviki in Russian Politics
The Siloviki in Russian Politics Andrei Soldatov and Michael Rochlitz Who holds power and makes political decisions in contemporary Russia? A brief survey of available literature in any well-stocked bookshop in the US or Europe will quickly lead one to the answer: Putin and the “siloviki” (see e.g. LeVine 2009; Soldatov and Borogan 2010; Harding 2011; Felshtinsky and Pribylovsky 2012; Lucas 2012, 2014 or Dawisha 2014). Sila in Russian means force, and the siloviki are the members of Russia’s so called “force ministries”—those state agencies that are authorized to use violence to respond to threats to national security. These armed agents are often portrayed—by journalists and scholars alike—as Russia’s true rulers. A conventional wisdom has emerged about their rise to dominance, which goes roughly as follows. After taking office in 2000, Putin reconsolidated the security services and then gradually placed his former associates from the KGB and FSB in key positions across the country (Petrov 2002; Kryshtanovskaya and White 2003, 2009). Over the years, this group managed to disable almost all competing sources of power and control. United by a common identity, a shared worldview, and a deep personal loyalty to Putin, the siloviki constitute a cohesive corporation, which has entrenched itself at the heart of Russian politics. Accountable to no one but the president himself, they are the driving force behind increasingly authoritarian policies at home (Illarionov 2009; Roxburgh 2013; Kasparov 2015), an aggressive foreign policy (Lucas 2014), and high levels of state predation and corruption (Dawisha 2014). While this interpretation contains elements of truth, we argue that it provides only a partial and sometimes misleading and exaggerated picture of the siloviki’s actual role. -
