Module 1: Preparedness, ICS, and Resources Topic 1: Introduction Module introduction Narration Script: Becoming a wildland firefighter means you’ve got a lot to learn—and a lot of “prep” work to do. A wildland fire is a kind of classroom and everyday is like preparing for a new pop quiz. You’ll need to be physically ready and know how to maintain your stamina over the long haul with the right foods and fluids. You also need to know that you’ve brought along the right gear and that you’ve maintained it in tip-top shape to effectively fight the fire. You’ll need important personal items to make your time on the line more comfortable. And if you understand your role in the incident command system and the chain of command, you will have a positive impact on the incidents you respond to. Fighting fires requires lots of resources—from aerial support to heavy machinery cutting fireline—you’ll have to adapt to working on different crew types and with different types of people. So get prepared to jump into this module and learn the foundations of preparedness, the incident command system, and the many resources enlisted to fight a wildland fire. By the end of this module, we want you scoring an “A” on your real-world fireline exam. Module overview Before going out on the fireline, there are “i’s” to dot and “t’s” to cross. Preparing equipment and continuing your wildland firefighting education are on top of the list. A publication of the National Wildfire Coordinating Group NWCG Standards for Interagency Incident Business Management PMS 902 April 2021 NWCG Standards for Interagency Incident Business Management April 2021 PMS 902 The NWCG Standards for Interagency Incident Business Management, assists participating agencies of the NWCG to constructively work together to provide effective execution of each agency’s incident business management program by establishing procedures for: • Uniform application of regulations on the use of human resources, including classification, payroll, commissary, injury compensation, and travel. • Acquisition of necessary equipment and supplies from appropriate sources in accordance with applicable procurement regulations. • Management and tracking of government property. • Financial coordination with the jurisdictional agency and maintenance of finance, property, procurement, and personnel records, and forms. • Use and coordination of incident business management functions as they relate to sharing of resources among federal, state, and local agencies, including the military. • Documentation and reporting of claims. • Documentation of costs and cost management practices. • Administrative processes for all-hazards incidents. Uniform application of interagency incident business management standards is critical to successful interagency fire operations. These standards must be kept current and made available to incident and agency personnel. Changes to these standards may be proposed by any agency for a variety of reasons: new law or regulation, legal interpretation or opinion, clarification of meaning, etc. If the proposed change is relevant to the other agencies, the proponent agency should first obtain national headquarters’ review and concurrence before forwarding to the NWCG Incident Business Committee (IBC). IBC will prepare draft NWCG amendments for all agencies to review before finalizing and distributing. -

The report and accompanying documents are available at https://sites.google.com/site/yarnellreport/. The State of Arizona convened an accident investigation team July 3 to review the conditions and events leading to the tragedy. The investigation team visited the site of the accident, reviewed audio and video files, interviewed individuals associated with the incident, reviewed fire weather and behavior data, and examined available records and physical evidence. The resulting report contains the most complete information available about the accident. “Our mission was to find out what happened and to discern the facts surrounding this tragedy to the best of our ability,” said Jim Karels, investigation team lead and the State Forester for the Florida Forest Service. “We also hope this report facilitates learning within the wildland fire community in order to reduce the likelihood of repeating actions that contributed to the loss of life.” The 116-page report includes a fact-based narrative of the incident and offers the investigation team’s analysis, conclusions and recommendations. It also includes a discussion section that is meant to facilitate understanding and learning by exploring various perspectives and issues that arose during the investigation. -

This information was widely distributed to the California fire service, through the Regional and Area coordinators to ensure that the MIKE LOCOCO changes were universally known. Assistant Chief, Cal EMA, Fire and Rescue Branch Subsequent to this, it was determined by FIRESCOPE during the actions to revise the FIRESCOPE Field WOODY ENOS Division Chief, Santa Barbara Operations Guide (FOG), ICS 420-1, that some differences were noted to the ability of water tenders in County FD California to meet these standards. 2018 17 December 2019 Firefighter Trainee Suffers Sudden Cardiac Death During Physical Fitness Exercise - California Revised Date: April 2, 2021 Executive Summary In 2017, a 33-year-old state inmate was accepted into the state’s Conservation Camp Program which allows inmates to request assignments within one of the state’s correctional institution fire departments. On April 21, 2018, the inmate became a trainee (trainee) of the fire program and was participating in an initial training hike. He had recently been assigned to serve the campfire station as a structural firefighter. The training exercise involved hiking in moderately steep terrain while wearing full wildland personal protective equipment (PPE), web gear, and a hose pack. As the trainee reached the top of the climb for a second and final lap, he knelt and said he needed to catch his breath. The crew told the trainee to drink some water while he rested and questioned him to see if he was alert and oriented. Less than two minutes later, the crew noticed the trainee wasn’t drinking water or moving and did not respond to his name when called. The crew quickly came to his aid and notified the captain that they needed additional support. The crew started treating the trainee for heat exhaustion and loaded him into a vehicle. As they drove down the hill, he became pulseless and non-breathing at which time the crew immediately started cardiopulmonary resuscitation (CPR). The crew arrived at the fire station within two minutes and medical staff was waiting. The crew continued CPR as correction medical staff began advanced life support (ALS) efforts.
