DAVID BRINSFIELD FIRESCOPE supports the changes adopted by NWCG and NIMS, which will be included within the District FMO equipment typing charts adopted for the 2012 FOG revision. FIRESCOPE acknowledges that the majority National Park Service of tactical water tenders in California do not currently contain some required equipment, and that it will

likely be several years before fire departments have the capability to change or upgrade their equipment to be compliant with the national standards.

Fire departments are encouraged and directed to review these changes and to ensure that their personnel are knowledgeable of the differences between the national standards and the current equipment configurations within the State of California.

Water Tender and Engine Typing NWCG/NIMS/FIRESCOPE Changes November 2012

During the Fall of 2007, the National Wildland Coordinating Group (NWCG) Executive Board was presented with updated engine and typing standards by their Fire Equipment Working Team. These standards were formally approved by the NWCG Executive Board. Additionally, the NWCG concurred with the recommendation to increase staffing for Type 3 engines to 3 personnel for national mobilization.

The background for these changes involved a review process for several months, with input from Federal and State agencies. The ultimate goal was to coordinate these standards between NWCG and NIMS.

On June 5, 2008, NWCG distributed a letter (Attachment 1), detailing that these changes were adopted by them and that they would be working with FEMA to gain agreement with the changes to equipment typing. The changes went into effect immediately, with the anticipation that they would be incorporated into the 410-1 revision cycle in 2009.

The impact of these changes to FIRESCOPE was brought to light during the revisions to the FIRESCOPE Field Operations Guide (FOG) 420-1 in 2010.

The following is a timeline chronicle of discussions and decisions made within the FIRESCOPE hierarchy over the past two years:

January 2011, Ops Meeting – Ops Team discussed that NIMS has a Fire and Rescue Working Group working on the equipment typing issue with Chief Zagaris as the Chair. Interest by the Task Force to coordinate with the group to integrate resource typing before moving forward.

March 2011 Task Force Meeting – TF reviewed typing changes from NWCG for Engines and Water Tenders. TF recommended acquiring Ops Team approval to the NWCG/NIMS typing to be consistent in the FOG guide.

April 2011, Task Force Meeting – Discussion on the differences between “Tactical Water Tender” vs. “Support Water Tender” and their intended uses on an incident. TF also discussed the changes to engine typing and their functional differences. TF moved to submit the completed Resource Typing document to the Ops Team for review and approval.

May 2011, Task Force Meeting – TF agrees to accept the NWCG resource typing for Engines and Water Tenders and has forwarded the recommendation to the Ops Team

May 2011, BoD Meeting – BoD reviewed the 2007 Firescope Equipment Typing Standard (Attachment 2), and compared them with the proposed 2011 FIRESCOPE Equipment Typing Standards.

Chief Roper recommended the following:

Adding three engine types (5, 6, and 7) with the old “type 4” becoming a “type 6” Elimination of Brush Patrol since it closely matches an existing engine type

Chief Millar proposed the following:

Type 4 Engine reads “200 Gal”, but should be “750 Gal” Type 3 numbers should be reconciled as well

Discussion was held on why the fire service needs 7 types of engines classified, when there are only differences of 10-50 GPM. National Standards necessitate this need. Tactical Water Tenders vs. Non- Tactical Water Tenders and personnel needs were discussed. Workflow for ROSS was a concern. BoD agrees to agendize the issue for the July 2011 meeting.

July 11, 2011, Task Force Meeting – TF discussed Water Tender typing and compared the FIRESCOPE, NWCG, and NIMS typing standards. BoD directed the TF to align the three groups’ typing standards. The NIMS and NWCG typing for Tactical Water Tenders requires specific equipment and operational capabilities that the majority of the California Fire Service doesn’t have. The national standards are mostly designed for private vendors. Proposed changes would put FIRESCOPE at odds with the directive to be compliant with NIMS and NWCG. The TF will recommend to the Ops Team that the FIRESCOPE WT Typing in California may not align with NIMS or NWCG, and to note the differences in the FOG revision.

July 12, 2011, Joint TF/Ops Team Meeting – Equipment typing discussed under Old Business:

Type 1 Water Tender – if PTO or pump and roll capability is desired, need to specify when ordering. Type 1 Engine – complies with NFPA Standards

July 13, 2011, BoD Meeting – Equipment typing discussed under Ops Team Report/Task Force Report: WT typing conflicts with NWCG and NIMS standards, as well as National Mobilization Guide and California Mobilization Guide. Issues are with pump/roll and foam proportioning requirements. When ordering, need to be specific on equipment type and capabilities. Sent back to TF for additional work.

July 19-20, 2011, Task Force Meeting– TF recommends to the Ops Team to keep the proposed FOG modifications with a note that water tender pump & roll and foam capabilities would be a special request when ordering. This is due to the estimate that approximately 70% of California’s water tenders currently would not meet the NWCG standards and would require upgrade or replacement over several years. TF recommends a footnote in the FOG revision added to the typing chart regarding the differences in California. Agencies ordering these resources in ROSS will be required to specify if these special functions are desired.

July 2012, BoD Meeting – Recommended equipment typing charts, with appropriate footnotes under Water Tender typing approved by the BoD for inclusion in the 2012 FOG revision (Attachment 3).

The following are the summary of changes to Engine and Water Tender typing proposed by NWCG and adopted by FIRESCOPE:

Engines

Typing expanded from 4 types to 7 types. This was proposed by NWCG to further break down the differences in capacity, use, and personnel and to clarify between structural and wildland engine use. Changes include new tank capacity, hose capacity, NFPA 1901 ladder standards, and pump/roll capabilities.

Water Tenders

Typing expanded from 3 generic types to Tactical (Type 1 & 2), and Support (Types 1, 2, & 3). These changes were made to differentiate between use, function, and personnel needs. Tactical water tenders are intended for use on or near the fire line, with the capabilities of pump and roll, and foam proportioning. Personnel need to be trained to a minimum 1 capability. Support water tenders are intended for use in road work, dust control, non- water shuttle, and other non-IDLH uses. Personnel only need to be trained in the use of the equipment and are not intended to be engaged in direct firefighting or for support in tactical operations.

California-specific changes adopted by FIRESCOPE for inclusion in the 2012 FOG revision:

It is the position of FIRESCOPE that the majority of the changes to equipment typing adopted by NWCG and NIMS are reasonable and congruent with equipment type and use in California. In summary, FIRESCOPE supports the changes adopted by NWCG and NIMS, which will be included within the equipment typing charts adopted for the 2012 FOG revision. With the majority of tactical water tenders in California not currently containing some required equipment, it will likely be several years before fire departments have the capability to change or upgrade their equipment to be compliant with the national standards.

Therefore, to ensure that Incident Commanders receive the intended equipment that they order will require specific instructions during the ROSS ordering process pertaining to the desire for pump and roll, and foam proportioning capabilities.
