Marine-Oriented Sama-Bajao People and Their Search for Human Rights AURORA ROXAS-LIM* Abstract This research focuses on the ongoing socioeconomic transformation of the sea-oriented Sama-Bajao whose sad plight caught the attention of the government authorities due to the outbreak of violent hostilities between the armed Bangsa Moro rebels and the Armed Forces of the Philippines in the 1970s. Among hundreds of refugees who were resettled on land, the Sama- Bajao, who avoid conflicts and do not engage in battles, were displaced and driven further out to sea. Many sought refuge in neighboring islands mainly to Sabah, Borneo, where they have relatives, trading partners, and allies. Massive displacements of the civilian populations in Mindanao, Sulu, and Tawi- Tawi that spilled over to outlying Malaysia and Indonesia forced the central government to take action. This research is an offshoot of my findings as a volunteer field researcher of the Commission on Human Rights (CHR) and the National Commission on Indigenous People (NCIP) to monitor the implementation of the Indigenous People’s Rights to their Ancestral Domain (IPRA Law RA 8371 of 1997). Flassy Isbi-Liptek-Papua Abstract The title of this paper Natural Environment vis-à-vis Living Environment in the Culture and Philosophy of Papua Melanesia questions the Natural Environment versus Living Environment in cultural and philosophical life of the Melanesian in general and Papua in particular. In questioning that, we are confronted with three main points, first, in the daily practice of Melanesian ethnicity, especially in Papua, facing tensions that can also be called conflicts of interest between "environment" as the Natural Environment but because it is confined to foreign interests (outsiders) so it must accept the concept of the Living Environment; second, Environmental Concepts in Culture and Philosophy of Papua-Melanesia, third, Peaceful Steps as a logical consequence of the concept of sustainability.The purpose of this writing is academic and practical. The academic goals is using Structuralism and Hidden Structure theory converged with other supporting theories, bringing the compromise and action to nature in a sustainable manner. The practical purpose with respect to that is to know the concept of Papua-Melanesian emik related to the existence environment in the form of daily life behavior as well as philosophy in the form of‖source of life‖ and "way of life".Furthermore, this research also introduces what is called Papuanistics and Melanesianology. -

Governing New Guinea New Guinea Governing An oral history of Papuan administrators, 1950-1990 Governing For the first time, indigenous Papuan administrators share their experiences in governing their country with an inter- national public. They were the brokers of development. After graduating from the School for Indigenous Administrators New Guinea (OSIBA) they served in the Dutch administration until 1962. The period 1962-1969 stands out as turbulent and dangerous, Leontine Visser (Ed) and has in many cases curbed professional careers. The politi- cal and administrative transformations under the Indonesian governance of Irian Jaya/Papua are then recounted, as they remained in active service until retirement in the early 1990s. The book brings together 17 oral histories of the everyday life of Papuan civil servants, including their relationship with superiors and colleagues, the murder of a Dutch administrator, how they translated ‘development’ to the Papuan people, the organisation of the first democratic institutions, and the actual political and economic conditions leading up to the so-called Act of Free Choice. Finally, they share their experiences in the UNTEA and Indonesian government organisation. Leontine Visser is Professor of Development Anthropology at Wageningen University. Can Traditional Languages and Cultures be Sustained in New Caledonia? Abstract New Caledonia has an unusual linguistic dynamic in comparison to other French overseas territories. While New Caledonia was established as a penal colony in 1853, the other French islands were settled as plantation colonies in the 17th and 18th centuries. In these areas, French Creole is usually the lingua franca and has lower status than French. In New Caledonia, although French has official status and dominates in state institutions, it is the native language of only half of the population. There are 28 indigenous languages and a French Creole, Tayo, spoken mostly in the rural areas. The 2014 ec nsus population revealed a multicultural New Caledonian population, it did not however record the rate of multilingualism in speakers. The present study conducted in two stages addresses a gap in the research by focussing on patterns of language use and social attitudes of New Caledonians towards their own multilingualism. -

Hadiprayitno Universiteit Leiden, The Hague, The Netherlands Abstract As in many countries in Asia, the concept “indigenous” is a highly contested term in Indonesia. The government is of the opinion that Indonesia is a nation that has no indigenous peoples, or that all Indonesians are equally indigenous. The article aims to analyse the role and the paradox of using ethnic narratives, i.e. distinct social, econom- ic or political systems, as well as language, culture and beliefs as their material and po- litical basis, in the articulation of indigenous rights. Upon discussing a case study from Papua, Indonesia, it is observed that the use of ethnic narratives does create opportu- nity structures necessary for the struggles of indigenous rights. However, the salience of these endeavours is shaped by how these groups, their autonomy and marginalisa- tion are positioned in the wider context of development, sovereignty and territoriality, which make them also dependent on the design and orientation of the state. Data collection was a collaborative effort carried out during several fieldtrips between 2010 and 2015. I would like to thank the people of Rouku village for welcoming me and teaching their language to me. On the day of my arrival in 2010 I had promised to produce a dictionary. In order to guide and supervise my work, the Rouku Language Council was set up including the following members: Kaumb, Daure, Railey, Marua, Se- moi, Kales, Anau, Turaki, Caspar, Mokai, Wermang, Abraham, Albert, Maembu, Steven and Mai.
