September 2009 in Dortmund - kurz gefasst auf Basis der vorläu- fi gen, noch nicht vom Kreiswahlausschuss bestätigten Ergebnisse: • Die Kandidaten der SPD, Marco Bülow und Ulla Burchardt haben ihre Direktwahlkreise 143 und 144 zwar deutlich gewonnen - aber signifi kant knapper, als aus der Vergangenheit gewohnt. • Wahlverlierer ist die SPD mit einem Zweitstimmenverlust gegenüber 2005 von über 15 %- Punkten. Dagegen hat die CDU lediglich ein Minus von 0,5 %-Punkten zu verzeichnen. • Im Vergleich mit verschiedenen anderen Großstädten, hat die SPD in Dortmund besonders stark verloren. • FDP (+10.000) , DIE GRÜNEN (+7.000) und DIE LINKE (+12.000) haben bei den Zweitstimmen deutlich zugelegt, was der Entwicklung im Bund entspricht. • Insgesamt ging die Zahl der Wählerinnen und Wähler in Dortmund um rd. 30.000 seit der letzten Wahl zurück, davon lediglich 4.000 wegen des Rückgangs der Wahlberechtigten. • Damit hat die Wahlbeteiligung in Dortmund mit 68,7 % einen historischen Tiefpunkt bei einer Bundestagswahl erreicht. Der bundesweite Negativtrend wurde in Dortmund verstärkt. Auf- fällig ist, dass die Wahlbeteiligung insbesondere in den Städten des Ruhrgebiets besonders stark rückläufi g war. In Süddeutschland liegt sie höher. • Die SPD erhielt knapp unter 100.000 Zweitstimmen - rd. 54.000 weniger als vor 4 Jahren, bzw. die Hälfte der Stimmen aus dem Jahr 1998. • Die Zahl der Zweitstimmen für die CDU entwickelte sich innerhalb der üblichen Schwankungs- breite seit 1998 und war damit gegenüber 2005 mit etwa 6.000 eher leicht rückläufi g. Üblicherweise versteht man darunter einen sog. „sicheren“ oder „stabilen“ Wahlkreis, der von einer gegnerischen Partei aller Voraussicht nach nicht erobert werden kann. Es gibt allerdings keine Übereinkunft, wie groß der Stimmenanteil einer Partei sein muss und welche sonstigen Faktoren berücksichtigt werden müssen, um von einer Hochburg oder von einem stabilen Wahlkreis sprechen zu können. Nachfolgend wurden jene Wahlkreisergebnisse zusammengestellt, in denen von einer Partei bzw. einem Kandidaten ein Zweit- bzw. Erststimmenanteil von mindestens 55,0 % erreicht worden ist. Berücksichtigung fanden nur solche Parteien, die in dem betreffenden Wahljahr die Sperrklausel überwinden konnten. Es werden mit Hochburgen gelegentlich auch solche Wahlkreise bezeichnet, in denen eine Partei die höchsten Stimmenanteile erhalten hat, unabhängig davon, ob sie den betreffenden Wahlkreis auch erobern konnte. Dieses gilt für die kleineren Parteien, wenn sie zwar kein Direktmandat errungen haben und die dennoch „Hochburgen“ besitzen, in denen sie immer wieder überdurchschnittlich hohe Zweitstimmenanteile erhalten.
