CITY OF CALGARY FIRE DEPARTMENT CONCERNS INTRODUCTION 1. At full build out, OMNI will detrimentally impact the Calgary Fire Department (CFD) and create a strain on The City’s Fire Response System. The strains on The City’s Fire Response System will directly impact the NE quadrant of the City, and specifically impact Station 32 and Station 38. The NE quadrant of the city is currently the busiest quadrant for emergency response services. 2. The CFD estimates that in a development of this size, there will be approximately 300 calls per year. If aid is required in the OMNI development, and CFD expects there will be a need for aid, it will drain resources otherwise committed to the busy NE quadrant. Due to the mix of uses associated with the OMNI ASP area, it is anticipated emergency calls could range from fires, critical medical calls, hazardous material events, explosions, motor vehicle collisions, and rescues. The majority of these types of calls require rapid intervention, multiple fire trucks, and a significant number of resources in order to respond and effectively address the emergency, conserve property, and protect life safety. The CFD has concerns that Rocky View County may not have enough resources and will rely on CFD for continual support. Tab 1, MVC Analysis A. INCREASED COST TO EMERGENCY SERVICES 3. As mentioned in the previous section, approximately 300 calls per year are anticipated for the CFD should the OMNI development proceed as approved by Rocky View County Council. Based on previous incidents, the total cost of these calls could reach upwards of several hundred thousand dollars per year. -

Built on the strength of the energy sector and entrepreneurial community, Calgary will have one of the highest GDP growth rates and labour force participation rates of the major cities in Canada in 2018. Over the past 10 years the city has had the highest population growth of major cities in Canada, with 64% of these new migrants arriving from international destinations. Calgary’s GDP is expected to grow 1.8% in 2019 with retail sales anticipated to gain 2.4%. Calgarians are among the top earners in Canada and with a higher level of disposable income, the luxury retail market has thrived; gaining international attention from retailers looking to expand into Canada. Fifty International brands entered Canada in 2017 including Nordstrom Rack and Saks Fifth Avenue; both of which have opened locations in Calgary as it is the major urban centre for the entire southern half of the province of Alberta. The CORE remains one of the busiest shopping centres in the city but despite this pedestrian traffic, Calgary’s luxury retail is largely located in malls located outside of the downtown area such as Chinook Centre and Market Mall which are more easily accessible. Late in 2018, Paris-based luxury fashion retailer Louis Vuitton opened its first standalone store in Chinook Centre covering 4,450 square feet; and closed its concession at Holt Renfrew in Calgary’s CORE. -

North Hill Communities Local Growth Planning Phase Two: ENVISION Stakeholder Report Back – Engagement Summary What We Heard Report – Winter/Spring 2019 Project overview The North Hill Communities Local Growth Planning initiative includes the communities of: Highland Park, Mount Pleasant, Tuxedo Park, Winston Heights-Mountview, Crescent Heights, Renfrew, Rosedale, Capitol Hill, Thorncliffe Greenview (south of Mcknight Blvd) and Greenview Industrial. Through the local growth planning process, we'll work together to create a future vision for how land could be used and redeveloped in the area – building on the vision, goals and policies outlined in Calgary's Municipal Development Plan and the Developed Areas Guidebook. A new local area plan will fill gaps in communities where no local plan currently exists and replace other plans that are largely outdated. Communications and engagement program overview For this project, The City will be taking a multi-phased engagement approach as we work to create a new local area plan. The City-led engagement strategy has been developed to facilitate multiple touch points and ensure inclusivity for all who want to provide input and learn about the project. Engagement for the project will occur in four phases from September 2018 through December 2019. These phases are: calgary.ca/northhill 1 The feedback collected from the City-led engagement program will be used to help Administration analyze opportunities, issues, and build alternatives as we work together to create a new local area plan. Engagement spectrum of participation The Engage Spectrum level for the second phase of public engagement was ‘Consult’ which is defined as “We will consult with stakeholders to obtain feedback and ensure their input is considered and incorporated to the maximum extent possible.
