GENERAL INSTRUCTIONS

This manual contains instructions for editing, coding and record management of Individual Slips upto

the stage of entry of these documents In the Direct Data Entry System. For the sake of convenient handling of this manual, it has been divided into two parts. Part·1 contains Management Instructions for handling records, brief description of thf' process adopted for assigning location code, the code structure which explains the details of codes which are to be assigned for various entries in the Individual Slip and the edit instructions. Part-II of the manual contains various appendices giving State-wise details of Towns, Talukas, Cities/Urban Agglomerations 1 lac ~ CD Blocks and Scheduled Castes/Scheduled Tribes. The mcmual has been split into two parts on the consideration that coding/editing staff will need reference to Part-II of the manual mostly in respect of its own State. Therefore, separate bound copies of Part-II of the manual have been prepared State-wise and are betng sent to the concerned States only.

2 To meet the requirement of Tabulation Plan, the Individual Slips will be processed In three stages as per details given in the Management Instructions In order to ensure that none of the schedules is missed, It will be essential that all the Regional Tabulation Offices are advised to despatch in advance the details of the blocks in an operational unit so that at the time of receiving Individual Slips, it isensured that records of all the blocks have been received The schedules received alongwith the accompanying inventories will reqUire to be taken on charge after proper vf:rificatron as per details given in the Management Instructions

3 The Coding/Editing Cells will have to be organised In a manner that the schedules after receipt and proper verification, are passed on to the Coding/Editing Cells for undertaking various edit procedures indicated in the edit instructions The edited schedules will then be transferred to the coding staff for aSSigning various codes as per the code structure enclosed. On completion of the coding, the schedules will be passed for the Direct Data Entry In the manner explained in the Management Instructions

5. A reference to code list for mother tongues' as per Appendix I and 'religions' as per Appendix II would indicate that code 9999 for 'mother tongue' and 999 for 'religion' has been indicatea under the heading 'unclassified: If the name of mother tongue and religion do not appear in the list at Appendix 1111 respectively, such mother tongues/religions will have to be treated as 'unclassified' mother tongues and religions. Therefore, while coding mother tongue as 9999 and religion as 999, wherever applicable, the details of such entries will have to be maintained on a separate tally sheet which will include name of mother tongue/religion and male/female population in that category In the end these details will have to

1 be consolidated for each enumerator block as per Appendix V in the case of mother tongue and Appendix VI in the case of religion. These consolidated details may be prepared in three copies for distribution as given .below:

3 2. RECORD MANAGEMENT INSTRUCTIONS FOR INDIVIDUAL SLIP

Every system whether manual. mechanical or electro-mechanical calls for a ~ood deal of planning and perfect set of working frame. In data processing particularly a system hasto be evolved to regulate the flow and handling of records ,.~~t from the stage of receiving the data till the printing of results. Suitable controls are to be provided to ensure that none of the schedules is missing at any stage of processing.

Initially in stage I, the Individual Slips will be processed on 10% sample in case of major states having population of 10 million and above and on full count in respect of remaining smaller states and union territories The Individual Slips containing data of HHI, OW, marginal workers and non-workers seeking/available for work will be processed on full count in stage II. Lastly in stage III, Individual Slips relating to scheduled castes/scheduled tribes will be processed on full count. The schedules are expected to be received from the R.T.Os after checking for a district. tehsil/town, C.O. Block, village/ward and enumerator block etc. separately for rural and urban areas. The lowest unit for which the records are expected to be transferred to the editing and coding cells is at Tehsil/Taluk/P.S.lOevelopment Block/Circle/Town/City/U.A for a district. The schedules are expected to be delivered after arranging properly for villages/wards within a tehsil/town and enumerators block within villages/wards.

After the schedules are received, they should be checked for their completeness and diarised immediately in a "Central Record Register" to be maintained in the format given at Appendix VIII in the Record Section. The columns 1 to 3 of this format are to be filled immediately on the receipt of records in the Record Section and column 4 of the register is to be filled after the bundling process.

Batching of the pads should be done in bundles of about 500 schedules each, so that the schedules are arranged properly for enumerator's block within village/ward and villages/wards within a tehsil/town (the bundle should contain complete enumerator's block meaning thereby that Enumerator Block should not be broken up to bring it to the above figure of 500 Individual Slips). It is emphasised here that all the enumerator's blocks witt}in a village are to be kept in continuous order i.e., if a village has three enumerator's blocks, namely, 51. 52 and 62 then the schedules for all these three enumerator's blocks should be arranged in continuation at one place and thereafter the schedules for second and subsequent villages should be placed in a bundle of a Tehsil/Town. Within each bundle an index slip is to be attached for each enumerator's block as per speCimen given below:

An Inventory (in triplicate) is to be prepared at the operational unit level (tehsil/town) as per specimen form given at Appendix IX. The columns 1 to 3 of which are to be filled immediately from the Central Record Hegister.

The bundles are to be sent alongwith the Inventory (in triplicate) to the coding section for coding according to the instructions provided. The column 4 of the Inventory (in duplicate) is to be filled up by the Coding Supervisor after the codification of the schedules and thereafter the coded schedules alongwith the Inventory (in duplicate) are to be sent to Keying/Record for input preparation. The column 5 of the Inventory (in duplicale) is to be filled up by the Junior Supervisor before the issue of schedules to the DDE·Operators. After the records have been keyed on to the machines, the Junior Supervisor is required to fill up column 6 before the bundles of records are sent back to the Record Section alongwith the Inventory of the same. On receipt of these records the Record Section will transcribe the entries in columns 4. 5 and 6 from Inventory onto the Central Record Register.

Finally the schedules are to be de~tched back to the concerned States/Union Territories after taking necessary clearance from the DOE System.

5 3. NEED FOR LOCATION CODE FOR COMPUTER PROCESSING SCHEME

Development of location code is the method by which every record in an enumercflor's block in every village/ward in a tehsil/taluklpolice station/development block or town in every district of the State is identified by a combination of numbers. In electro-mechanical or electronic data processing. this combination of numbers in location code plays an important role while processing data for various stages of presentation or in tracing the faulty records. During enumeration. the enumt!rator is required to canvass various schedules by going from house to house and has to mention on each and every schedule and on each and every form the identification particulars of the area to which it relates. In the hierarchy, the administrative units are State. District. Tehsil/Taluk/P.S.lDevelopment Block/Circle etc.!Town/City/ U.A.Nillage/Ward, Enumerator's block, etc. The districts in the State are numbered serially in some particular order; within each district every tehsil/taluk, etc., in case of rural areas and every town in case of urban areas is assigned a serial number. The tehsils are assigned numbers and towns the roman numbers. The enumeration blocks are assigned serial numbers in a particular order. Each village is an enl.lmeration block but big villages have been carved into more than one enumeration block. Within the enumerator's block, the houses and households are assigned code numbers. In case of rural areas the tehsil/taluk. etc., is a charge but in case of urban areas, especially in big cities like Bombay, Calcutta, Delhi, etc., there are more than one charge.

The elements of composite location code identifying different levels of administrative units in rural and urban areas are as follows:

In view of the demand for the data at Community Development Block level, additional separate field in location has been aSSigned for C. D. Block in those States/Union Territories where it is not coterminus with TehsillTalukiPolice Station/Circle, etc. In States/Union Territories where C.D. Blocks are fully coterminus in jurisdiction with Tehsil/Taluk/Police Station/Circle, etc. or in States/Union Territories which have C.D. Blocks instead of Tehsil/Taluk/Police Station/Circle, etc., codes of Tehsil/Tatuk/Police Station/Circle, etc. or C.D. Block as the case may be, will be repeated in the additional separate field. S For processing on computer the location code element fields are to be uniform for rural and urban areas. State/Union Territory

It is two digit code in arabic numerals starting from 02. Since at present we have 32 States/Union Territories in the country. the codes are in the range of 02 to 33. Code 01 is reserved fort he country. that is. India. First. States have been arranged in alphabetical order and then the Union Territories are arranged and serialised. Zero is to be prefixed. where necessary. to make two digited code.

District

It is a two digit code in arabic numerals starting from 01 The State/Union Territory offices have serialised the districts within the State/Union Territory In alphabetical order or by administrative divisions or in order of contiguity. Zero is to be prefixed. where necessary, to make two digited code. Its range is upto 99.

Tehsil/Taluk/Police Station/Development Block/Circle etc.

It is a four digit code in arabic numerals starting from 0010 Codes will be assigned In tenth and hundredth positions of the field. Tehsil etc. constitutes the rural areas of the said Tehsil etc. and urban areas falling within this Tehsil etc. will be excluded therefrom. There is a provision for 89 Tehsils etc. Codes 0010 to 0890 are for Tehsils etc. which are located completely within a district. Thousand position will be Zero in the code for Tehsil etc. It ranges upto 0990 Codes 0900.0910,0920. ,," 0990 are reserved for such Tehsils etc. which are spreading over two districts.

In some States. there are Police Stations/Circles as well as Tehsils/Sub-divisions. Few Police Stations are spreading over more than one Tehsil but are completely within the District. For such Police. Stations. hundredth and tenth positions of code field will continue to construct the code of Police Station and unit position in the code will indicate the parts of Police Station lying in different Tehsils. Tehsil code may be made by collecting corresponding Police Stations codes lying in the Tehsil.

Town/Urban Agglomeration of less than 1 lac population

In the field, towns have been seriafised and given Roman numerals.

Towns. which are outside the limits of City/Urban Agglomeration are serialised within a district in a convenient manner. These are separate towns and are not the components of any City/Agglomeration.

7 Town code starts from 1000 and ranges upto 1990. Urban agglomeration of less than one lac population having a town with a continuous outgrowth within a district has been treated as one individual town and code between 1000-1990 is given. Unit position will always be zero in the code field. Outgrowth of a town witt be given the main town code. There isa provision of 90 towns (i.e. codes 1000 to 1890)which are located completely within a district. In most of the cases, towns are located within their respective district. But a few towns cut across the boundaries of the district and spread over two districts. Special treatment is given to such towns while assigning codes. Codes 1900, 1 910, 1920 '" ...... 1990 are reserved for towns which spread over two districts.

In the list of towns within a district, such town may be serialised in the end and serial number 91 may be given to such town in both th~ districts (in which it is spreading) irrespective of the serial number given to the last town within the district. Similarlv serial numbers 92, 93 ...... 100 may be given to second, third ...... tenth town which are spreading in two districts. Following example will illustrate th~ point:

Suppose town 'Rachnar' is spreading in district 13 and district 15 of a State i.e. one part of town Rachnar is in district 13 and other part of town Rachnar is in district 15. Let there be 12 towns in district 13 and 20 towns in district 15 which are located fully within the district. While arranging towns within a district in a convenient manner. Rachnar (Part) may be placed at the end and may be given serial number 91 in both districts as shown below:

8 Urban Agglomeration of less than 1 lac population having two or more adjoining towns with their outgrowths within a district have been assigned codes 20 - -, 21 - -, ...... 28 -- (i.e. in the thousand and hundred positions of the code field). In such UAs, constituent towns will be assigned codes in tenth position ofthe code field like 2000, 2010, 2020 ...... 2090 or 2100, 2110, 2120 ...... 2190 etc. Code 29- -(2900, 2910 ...... 2990)-- has been assigned to Urban Agglomeration which cut across the boundary of districts. For example Bhavani UA is spreading in Salem (07) & Periyar (08) districts of .

City/Urban Agglomeration of population 1 lac and above

Cities and Urban Agglomerations having population one lac and above, are put together and serialized continuously within a district in a convenient manner.

Each separate city having a population of 1 lac and above, which is not the component of any urban agglomeration will be assigned codes like 3000. 3100...... 4900. Outgrowth of a city will be given the main city code.

Each urban agglomeration having a population 1 lac and above within a district will be assigned codes like 30 - -.31 - -.32 -- ...... 49 - -(i.e. in the thousand and hundred positions of the code field)"" Cities/Towns (which are components of the U.A.) will be assigned codes in the unit and tenty positions of the code field of U.A. like 3001.3002...... 3099 or 3101.3102...... 3199 etc.

Outgrowth of CitylTown under a U.A. will be given the main CitylTown code. Normally. an urban agglomeration with 1 lac + population is confined to the boundaries of the district in which it is located. But some urban agglomerations e.g. Srinagar. . Madras. Erode. Calcutta and Jamshedpur cut across the boundaries of the districts and these are spreading in two or more districts as shown belQW.

Jamshedpur Purbi Singhbhum and Paschimi. Singhbhum 9 Special treatment is given in assigning codes for these U.As. Provision has been made for 6 such U.As. in one state and each U.A. may spread over upto 10 districts. Such U.As. will be assigned codes like 5-··, 6-­ ~, 7---, 8---, 9--- (i.e. in the thousand position of the code field).

Separate series 5000, 6000, 7C1JO, 8000 and 9C1JO have been reserved to those U.AI. which are spreading over more than one district within a State. Further, for first such U.A. in 8 St8te, codes 5001, 5002, ...... 5099 are assigned to different constituents of such U.A. lying in first district, codes 5101,6102, ...... 5199 are assigned to different Cdnstituents of the U.A. lying In second district. codes 5200, 5201, 5202, ...... 5299 are assigned to different constituents of the U.A. lying in third district and so on.

For the second such U.A. in the state codes 6000. 6100, 6200, ...... 6900 are assigned for the constituents within each separate district.

Village

It is a revenue Village together with all its hamlets. All VIllages within a TehsillTaluk/Police Station/Circle etc. have been serialised and given arabic numerals usually beginning from the North-West point of the Tehsil etc. and proceeding in a serpentine manner keeping to geographical contiguity, down to the South-East point.

If somt: habitations like forest camps, tea plantations etc. have not been given distinct arabic numbers due to any reason and have been given r.umbers by oblique strokes or by prefixing or suffixing alphabets, tnese habitations may be given running serial numbers at the end of the list of villages within Tehsil etc.

For example, if the list of villages in a Tehsil are serialised like '. 2. 3.4. 5. 6. 6A. 7. 8. 9. 10, 11. 12, 13. 14, ...... 50,51,52.52/1.53...... 100. 101. 102.103. 103A. 1038.104...... 150

Then habitations ~. 52/1. 103A and 1038 may be renumbered as 151. 152. 153 and 164 respectively.

For computer proceSSing. four digit code in arabic numerals has been assigned to village starting from 0001 to 9999. Accordingly. zero(es) are to be prefixed to make four digited code.

Werd

Wards have been carved out in big towns 'and cities in a convenient manner. These wards may be serialised within the Town/City by giving them arabic numerals.

If there is no ward system in a small town. it may be taken as one ward town. Similarly, if the,. i. no ward in outgrowth habitation. it may be taken as one ward and given serial number in continuation of townI city wards.

In big cities like Delhi. Hyderabad. etc. first urban charges have been" carved out for facility of organisation and conduct of Census operations and then wards have been formed. If there is nocharg. in a

10 town/small city. it may be taken as a one charge town/city In an'y case, wards will be numbered in one sequence for the entire city/town in arabic numerals.

For uniformity in location code elements both in Rural and Urban, charge element from urban areas has been deleted.

For computer processing. four digit code in arabic numerals have been given to ward starting from 0001 to 9999. Zero(es) are to be prefixed to make four diglted code.

Enumeration Block

Enumeration Blocks will be numbered continuously for each charge i.e. for each TehsillTaluk/Police Station/Circle etc. in case of rural and for each urban charge in case of Town/City. But in any case. an enumeration block will not cut across the boundaries of a village or ward or CO. Block. Each Village/Ward will be constituted into one or more enumeration blocks according to the size of the Village/Ward.

It is a four digit code in arabic numerals, starting from 0001 to 9999. Zero(es) are to be prefixed to make four digited code.

Community Development (C.D.) Block

It is a four digit code in arabic numerals starting from 001 0 C D Blocks are serialised within a district in a convenient manner. Where C.O. Block is coterminus with Tehsll ITaluk/Police Station/Circle/etc., its name and code number has to be written first at place ofTehsil /TalukiPolice Station/Circle/etc., and then repeated at place of C.D. Block in case of rural areas only C 0 Block may contain both rural and urban areas (including census' towns and outgrowths of town/city) In case of census towns and outgrowths of town/city which are fallin£, in C.O. Blocks, the name and code number of C.D. Blocks should invariably be written in the right hand top of the schedule. Thus the name and code number of CO. Blocks will appear in the right hand top of the schedule in both rural and urban areas. Its range is upto 0990 There is a proviSion of 89 C.D. Blocks (i.e. codes 0010 to 0890) which are located completely within a dIstrict. Codes 0900, 0910.0920...... 0990 are reserved for such CD. Blocks which are spreading in 2 districts.

Following example will ill.ustrate the point: Suppose CO. Block 'DIVAKARA' is spreading in district 12 and district 13 of a State. One part of C.D Block DIVAKARA is in district 12 and the other part of OIVAKARA is in district 13. Let there be 30 C.D. Blocks in district 12 and 40 C.O. Blocks in district 13. While arranging C.D. Blocks within a district in a convenient manner, C.D. Block OIVAKARA (Part) may be placed at the end in both the districts and may be given serial number 90 in both the distncts Irrespective of the serial number given to the last C.D. Block in the district as explained below.

where A 1, B f. C " 01, ...... Zl in District 12 and A2, 82, C2, 02, ...... Z2 in District 13 are the names of different C.D. Blocks.

Similarly, codes 0910,0920, ...... 0990 will be given loother C.D. Blocks in the same State/Union Territory which spread over two districts

Note1: Actual location codes for computer processing above the Village/Ward level are in the form of 5 appendices namely: Appendix-A: Code list of State/Union Territory and its Districts.

These appendices were prepared for all the States/Union Territories and sent to the concerned State/Union Territory separately. Part II of the manual also contain these appendices. Note 2: Location codes for Villages/Wards and Enumeration Blocks prepared by the States/Union Territories will be converted into computerised location codes by prefixing Zero(es) for making 4 digit code.

12 4. MANUAL EDIT OF INDIVIDUAL SLIP

Sampling for tabulation is being adopted in the states of , Andhra Pradesh, , , , , , , , Orissa, , , Tamil Nadu, and West . In these states Individual Slips on which 1 or 1 with combination of 3 or 2 or 2 with combination of 3 or 3 has been stamped will be edited.
