Wahlperiode 22.12.15 Schriftliche Kleine Anfrage des Abgeordneten Dennis Thering (CDU) vom 14.12.15 und Antwort des Senats Betr.: Wie hat sich die Park- und Stellplatzsituation in Hamburg 2015 entwi- ckelt? Die Zahl der in Hamburg zugelassenen Pkw steigt kontinuierlich: Alleine von Januar 2011 von 725.845 auf 752.080 Ende März dieses Jahres (siehe Gro- ße Anfrage der CDU Drs. 21/253). Demgegenüber wird der Parkraum immer knapper. Denn wie bereits eine Große Anfrage der CDU (Drs. 20/13635) Ende 2014 zutage förderte, hat der SPD-Senat zwischen 2011 und 2014 durch zahlreiche Umbaumaßnahmen im öffentlichen Raum 959 Park- und Stellplätze für Pkw gestrichen, den Parkdruck dadurch stark erhöht und die Parkplatzsituation deutlich verschlechtert. Hinzukommt ein stetig anwachsender Mangel an Park- und Stellplätzen, der durch die zum Jahresende 2013 mit den Stimmen von SPD und GRÜNEN beschlossene Abschaffung der generellen Stellplatzpflicht bei privaten Woh- nungsbauvorhaben verursacht wird. Eine abermalige Verschärfung der ohnehin schon miserablen Park- und Stellplatzsituation in Hamburg stellt die vom Senat Ende Juli 2014 eingeführte Entgeltpflicht in P+R-Anlagen dar. Diese ist ein verkehrspolitisches und ein finanzielles Desaster. Laut einer aktuellen CDU-Anfrage (Drs. 21/2242) und einer CDU-Anfrage aus dem Mai 2015 (Drs. 21/516) stehen den bisher erzielten Gebühreneinnahmen in Höhe von 1,96 Millionen Euro Ausgaben in Höhe von 8,41 Millionen Euro gegen- über. Zugleich ist die Auslastung der betroffenen Parkhäuser seit Einführung der Gebührenpflicht katastrophal (beispielsweise Neuwiedenthal/Striepenweg 27 Prozent, Neugraben 36,8 Prozent, Volksdorf 42 Prozent, Veddel 34,8 Pro- zent und so weiter).
