Lamar’s lawsuit specifically sought to overturn the city’s denial of a request to change 45 bill- boards to digital signs. The lawsuit – Lamar Central Outdoor LLC vs. City of Los Angeles – challenged the city’s authority to regulate billboards on the grounds the signs are protected under the First Amendment and the state’s free speech clause. Lamar’s attorneys argued that bill- boards should be protected as free speech because they present a message. The court ruled that the city’s ban on digital billboards does not restrict the “content” of the mes- sages presented on billboards, only the locations where signs can be installed. Last week, NASA astronaut Douglas H. Wheelock and Rep. Adam Schiff (D-Burbank) visited students at Grant Elementary School and Gardner Elementary School. Students learned about Colonel Wheelock’s NASA missions and his experience with NASA’s space program and planetary science. Douglas Wheelock was born in New York, and received his B.S. in Applied Science and Engineering from the U.S. Military Academy at West Point in 1983, and his M.S. in Aerospace Engineering from Georgia Tech in 1992. Wheelock was assigned to the Astronaut Office International Space Station Operations Branch, and helped integrate hardware and software products for the ISS. In 2007, Wheelock started his first spaceflight aboard Space Shuttle Discovery. He participated in three spacewalks with fellow astronauts to perform mission-critical tasks on the exterior of the station. To date, Wheelock has accumulated 178 days in space. At Gardner Elementary School, located at 7450 Hawthorne Ave., Wheelock talked to students about the Wright brothers and their impact on aviation, and told the story of Captain Chesley “Sully” Sullenberger landing a commercial place on the Hudson River in 2009, referred to as the “Miracle on the Hudson.” He also described his trip to space in 2007. “I was terrified,” Wheelock told the students. “Chance favors the prepared mind. Never stop learning or preparing.” Students got to see photos of Wheelock’s ship in flight and what certain areas such as Mount Everest, Los Angeles, Europe and New York City look like from space. “When you get to space, Earth is so beautiful,” he explained. “It is an explosion of color in a sea of darkness.” Each year, Schiff invites an astronaut to join him at schools in his district. Wheelock was the ninth astronaut to visit local schools that Schiff sponsored.

Los Angeles to host League of Cities summit The National League of Cities Board unanimously voted to select Los Angeles as the host city for the 2018 City Summit. The summit brings together 3,800 elected leaders, guests and speakers for four days in November to showcase collabora- tive solutions to issues facing local governments across the country. Los Angeles City Councilmen Mitch O’Farrell and Joe Buscaino represented Los Angeles as a potential host city to the board. Subjects to be discussed at the 2018 City Summit in Los Angeles include the revitalization of Hollywood, the expansion of Los Angeles rail network, the creation and expansion of Silicon Beach and the success of the ports of Los Angeles and Long Beach. “I look forward to working with my colleagues on the city council to plan and welcome the 2018 NLC City Summit conference to Los Angeles, and shining the national spotlight on the vibrant, diverse communities in the City of Angels,” O’Farrell said. The last time Los Angeles host- ed the summit, formerly called the Congress of Cities, was in 1999. The Los Angeles Tourism & Convention Board estimates the summit will generate at least $4.7 million in direct business sales and nearly $500,000 in local sales taxes. “The National League of Cities’ 2018 City Summit will be an economic driver for the entire region of Los Angeles,” said Ernest Wooden Jr., president and CEO of the Los Angeles Tourism & Convention Board. “Through the city summit, we have the opportunity to show the entire country how Los Angeles is tak- ing the lead as a modern metropo- lis and how we utilize every unique corner of this spectacular city for economic growth.” For information, visit www.nlc.org. SCR 105 declares March 23, 2016 as ‘Pakistani American Day’ and provides the people of our state an opportunity to recognize the achievements, contributions and history of this vibrant community,” Mendoza said. In Pakistan, March 23 is a national holiday known as Pakistani Resolution Day commemorating the signing of the Lahore Resolution and the adoption of the first Pakistani constitution. The 1940 Lahore Resolution called for the creation of a sovereign Muslim state. In 1973, a constitution was adopted that established Pakistan as a parlia- mentary democracy with three branches of government and a prime minister. Pakistan is currently considered a parliamentary republic, with the head of state elected by parliament and state legislators. Mendoza said there are nearly 47,000 people of Pakistani heritage residing in California, and 10 percent of all exports from the United States to Pakistan come from California. Pakistani American Day helps to raise awareness about the contributions Pakistani Americans make to the state’s economy and ethnic and cultural diversity.
