BACKGROUND This summer, we were notified by residents who live near tlie intersection of Jarvis Street and 2l3'h Avenue NW about a growing safety concern. Over the past several years, Jarvis Street and 2l3'h Avenue NW have started to experience higher levels of traffic due to congestion related to the at-grade signalized intersections on US Hwy 169 in the City of Elk River. US Hwy 169 corridor users have started using Jarvis Street and 213"' Avenue C7S an alternate route to avoidsaid congestion.

As sliown on tlie attached exhibit, because there is no left-turn lane at this intersection, vehicles traveling northbound on Jarvis Street thr:it desire to make a left-turn at 2l3'h Avenue must stop in the through lane until a safe gap 71') the soutlibound traffic is available to mr:ike their maneuver. Unfortunately, northbound traffic wanting to continue north on Jarvis have been observed using the existing ryorthbound right-turn lane ris a bypr:iss to avoid the left-turning queues.

This has resulted in several crashes and dose calls since there is no shoufder along Jarvis Street north of the 213fh Avenue intersection.

Realizjng that tliis intersection wig experience additional traffic pressure during the US Hwy 169 Freeway Conversion projectbeginning in 2022, to address this safety issue we are requesting authorization to acquire the necessary right-of-way to construct a rvarthbound bypass lane.

The safety improvement project is scheduled for construction in 2021 under our county wide overlay program.

BACKGROUND To facijitate the instailation of a new traffic control signal system at the intersection of Radisson Road /VE O/70' Xylite Street NE, complete roadway geometric improvements on Xylite Street NE to include a designated left turn lane and a combination thru-right turn Icine for the northbound and southbound directions, and construct associated ADA improvements, Anoka County purchased certain pmperty interests along the Xylite Street NE corridor.

Because said property interests will serve no future purposes or needs for Anoka County, the attached resolution and associated Supplemental Agreement to the project's Joint Powers Agreement (AC Contract #C0007076) authorize the county to convey said property interests to the City of Blaine. The supplemental agreement also states that the County witl be reimbursed for all costs associated with the purchase of said property rights.

Conveyance of said property iriterests to tlie City of Blaine will be conducted after construction fs complete.

BACKGROUND During the development of the plans and specifications for this project, our Engineering, ROW and Attorney's Office teams worked dosely with 150 12 to address their concerns related to the acquisition of necessary permanent and temporary easements. Due to the nature of the acquisition and the impact to the schoo) district's property, the terms and conditions of the easement acquisitions have been incorpomted into the attached Joint Powers Agreement (JPA).

The JPA spells out the agreed-upon improvements to be made on their pmperty as part of the project, specifies all access modifications associated with the improvement project, details the transfer of certain parcels from one entity to the other, and provides a summary of the cost responsibilities for ead"i party.

Construction is expected to begin early Aprif 2021 and be completed by the end ofAugust 2021.

BACKGROUND On August 24, 2020, County Board approved the purchase of nine Police squad cars for the Sheriff from Dodge of Burnsville off the State Contract in an amount not to exceed S234,000 (S26,000 per squad average) plus any tax, license, and delivery fees.

Since this approval, the State Contract was awarded. The purchase price for the nine squad cars increased significantly more than the 3% increase that was factored into the request. The current per squad average is S28,723.

CONCLUSION The Sheriff is requesting that the county board approve an additional S24,500 (for a total of S258,500) to move forward with ordering the nine squad cars that are planned for purchase in 2021. Provided the cars are delivered yet in 2020, Finance has recommended that the purchase be funded through the Asset Preservation Fund, which will be reimbursed with the 2021 Budget Appropriation within the Capital Equipment Plan for the purchase of the Squad Cars.

October 13, 2020 A Anoka County Sheriff's Office ACTION REQUESTED Approve the Anoka County Sheriff's Office - Jail entering into a Purchase of Service Agreement with Inmate Calling Solutions, LLC d/b/a IC Solutions, LLC for operation of an Inmate Telephone and Video Visitation System and related services.

BACKGROUND An RFP for Inmate Telephone and Video Visitation Services was issued. Eight vendors responded. A thorough evaluation was done of all responses. Two vendors were removed from consideration due to significant issues with their responses or ability to provide service. Four were removed due various issues with their proposals. Of the remaining two proposals, we recommend moving forward with IC Solutions, LLC as the vendor with the best combination of equipment, software, and services.

Contract Number #COOO8271

The term of the agreement shall be for a three-year period with an option to renew for an additional three-year period.

The contract is in the process of being drafted and will be submitted for signatures once completed.

CONCLUSION The approval of the Purchase of Service Agreement is in the best interest of the county and retains the current Inmate Telephone and Video Visitation Services.

ACTION REQUESTED Recommend approval of procurement and purchase of county-wide equipment for telework or modified office workspaces in an amount not to exceed $150,000.

BACKGROUND Equipment purchases were not included within the 2020 Budget as the activities of telework or changing our office space to meet social distancing requirements was not foreseen.

County employees in various areas are teleworking or having to work in modified workspaces in order to maintain social distancing efforts, protecting both employees and the citizens we serve. Employees in both cases require various equipment such as laptops, keyboard/mice, monitors, webcams, microphones, headsets and other peripheral equipment to perform their duties.

The County Board approved $500,000 for county-wide equipment on 7/28/2020, we have spent approximately $480,000 to date, and expect to spend about $150,000 additional as needs continue to come forward as we re-open our services.

SOLUTIONS The Additional funding requested will allow employees to have the equipment necessary to perform their duties and maintain engagement and work productivity whether in at-home-work spaces or in a modified workspace environment (License Centers, Emergency Communications).

CONCLUSION Recommend approval of procurement and purchase or county-wide telework equipment not to exceed $150,000 as requests are approved through the CARES Act Committee.

BACKGROUND 1. Non Secure Program (NSP)- Due to managing COVID-19, the resident population has been spread out. As such, during non-school times the residents are often separated into multiple NSP spaces that previously were not used For this purpose. Many of these spaces have no camera coverage, which creates vulnerability to care for the youth.

2. Campus Pop/Candy combined Vending Machines Currently the JC does not allow any vendors into the residential program spaces. As such, the vending machine company cannot re-supply their machines and we have been providing MNDOC mandated canteen manually which also increases staff touch points.

BACKGROUND Due to the social distancing required by Covid-19, we need to add mobile deployment dispatching positions. If an outbreak occurs in the current 911 Dispatch Center, this addition would allow the dispatchers to relocate off- site while the current center is disinfected and allow social distancing and isolation from others. This is key to our emergency response effort agreements with our surrounding county partners.

The County Board approved S82,666 on September 22, 2020.

SOLUTIONS Since the prior Board approval, we have learned that there is an additional expense for software related to the mobile consoles.

BACKGROUND Due to the COVID-19 Health Pandemic we are having to ask many COVID questions for the safety of our first responders. This is new protocol for Emergency Communications that at times is accidently overlooked, usually due to the emergency call situation that is occurring.

The current system does not allow for specific COVID questions, and the new software will provide the programming of the questions that are required For confirming a COVID-19 exposure. This will improve the dispatchers call processing time.

This software is customizable and interfaces with our current CAD System, allowing us to implement our own policies. It is vital to our public safety partners to have accurate information in order to respond with appropriate protective measures.

SOLUTIONS APCO product Intellicom is a criteria-based guidecard. Software. This software program will allow us to customize specific questions to be asked regarding COVID concerns and potential exposures that our public safety partners may encounter and will interface with our current CAD System.

BACKGROUND Today there is no way to notify large areas of individuals of a Public Health Emergency or any other type of emergency within the County.

Hiplink is a sofiware program that allows organizations to send first responder alerts, citizen mass notification, and other emergency messaging under a single umbrella to the widest possible range of devices: telephones, smartphones, cell phones, pagers, computers, fax machines, and other devices.

This system will integrate into our current IPAWS (Integrated Public Alert and Warning System).

This software allows for quick notification of large areas or potential outbreaks or other pertinent information received from Public Health or Emergency Management. This will be useful for future notifications related to COVID-al9 outbreaks, or testing and vaccine opportunities.

SOLUTIONS The Hiplink software will allow us to push out mass notifications in a timely manner based on the County GIS information

The information and message will be tailored based on boundaries to send to all cell phones in that area.

BACKGROUND Prior to the COVID-19 Health Pandemic, in person programming, such as story time, was done in the library buildings.

Since March all the programming, which includes story time, outside vendors performances, and educational videos are being created virtually at the Library Support Services Building or at staff's home.

SOLUTiONS This recording studio wi(l allow the ability to social distance, have all the equipment in one place for easy use and cleaning, and allow staff to come to one site, versus trying to record at home or branch with inadequate equipment.

Also, the studio will allow for professional quality sound, visuals, and other technology that will ensure we produce quality pieces for the public.

In addition to the library, other departments across the County, such as Human Services and Emergency Management, that have the need to record content or produce messages to the public related to emergencies such as the COVID-19 Health Pandemic, would be able to use this studio.

BACKGROUND The COVID-19 Health Pandemic has created a substantial increase in the call volume growing from an estimated 4,000 calls a month to a high or nearly 70,000 in the first month following our reopen. Since that time the call volume has leveled to approximately 20,000 - 30,000 a month. With no way or monitoring the numbers of staff available to answer calls it is impossible to manage this high of a call volume.

We have no system to provide reporting for data driven decisions and subsequently rely on assumptions and anecdotal information. Information such as the times of peak calls, number of calls being handled at any given time, etc would help us to staff appropriately and effectively.

SOLUTIONS The Qlive Call Center Monitoring product will allow the License Center to better track calls and make informed decisions on how to adjust.and balance the multiple business junctions.

BACKGROUND The current camera system used to monitor the activity in the Government Center 1 st floor, dock, entry points on 2nd and 3rd floor, Property Tax, the fitness center, parts of the Courthouse and other key areas has experienced failures in some areas that was unexpected.

Due to the areas being open to the public and/or unsupervised due to the lack of staff in the building, it is essential that we monitor for socaial ' distancing, security around COVID-19 and related PPE, supplies, services, and security related disturbances.

SOLUTIONS The camera system replacement will allow the County to continue to provide a safe and secure environment for staff, clients, supplies, and services.

ACTION REQUESTED Recommend the County Board consider the approval of Hazard Pay for certain Public Safety and Public Health staff using CARES Act Funding in an amount not to exceed $133,000 and authorizing Employee Relations to develop the distribution to qualified employees in accordance with County policies.

BACKGROUND CARES Act funding allows for the ability to provide Hazard Pay For certain groups of Public Health and Public Sajety employees related to their duties around the COVID-19 Public Health Emergency.

Public Safety Hazard Pay requested is related to reimbursing exempt employees that spent significant time related to the unrest that occurred at the end of May and first week in June within the Metro area. This affects Sheriff Command Staff, Emergency Management Staff, and certain staff within Emergency Communications.

In addition, the Public Health Department began an on-call 24/7 emergency response in March related to the COVID-19 Health Pandemic. There is a desire to provide on-call pay to those Public Health staff that participate and serve in providing the on-call coverage from when it began in March through December 1s'. We also plan to continue paying the on-call rate after December Ist using County Funds, as the requirement for the public health emergency on-call operations is expected to continue.

SOLUTIONS The Hazard Pay to the Public Safety group related to the unrest, is planned to be paid with the October 30'h paycheck to qualified staff with the total amount not to exceed $43,000.

The Public Health On-call pay will be paid as back-pay to qualified staff on the October 30th paycheck from when it began in March through the current pay-period. Also, those qualified staff will receive on-call pay for each pay period following as worked. The total of the on-call pay to all qualified staff is not to exceed $90,000 during the March to December I s' timeframe.

CONCLUSION Recommend the County Board consider the approval or Hazard Pay for certain Public Safety and Public Health staff using CARES Act Funding in an amount not to exceed $133,000 and authorizing Employee Relations to develop the distribution to qualified employees in accordance with County policies.

The Anoka County Board of Commissioners held a regularly scheduled board meeting in Room #705 of the Anoka County Government Center. All members of the board were present. However, due to the applicable Governor’s Emergency Executive Orders, and a determination by the board chair that public attendance was not feasible due to the health pandemic, there were no members of the public in the board room where this meeting was held. Notice of this meeting included that monitoring of this meeting by the public could be done through audio streaming over the internet or by telephone. Public monitoring in this manner was done pursuant to Minn. Stat. § 13D.021.

WHEREAS, the community problem of domestic violence has become a critical public health and welfare concern in Anoka County; and,

WHEREAS, domestic violence is a crime, the commission of which will not be tolerated in Anoka County and perpetrators of said crime are subject to prosecution and conviction in accordance with the law; and,

WHEREAS, thousands of women, men, and children have and will continue to access assistance from Alexandra House, Inc., and The Dwelling Place, domestic violence service providers; and,

WHEREAS, domestic violence will be eliminated through community partnerships of concerned individuals and organizations working together to prevent abuse while at the same time affecting social and legal change; and,

WHEREAS, October is National Domestic Violence Awareness Month; and,

WHEREAS, during National Domestic Violence Awareness Month, Anoka County organizations will inform area residents about domestic violence, its prevalence, consequences, and what we, as a concerned community, can do to eliminate its existence:

WHEREAS, Family Promise is supported by numerous congregations in our community, that provide the facilities to shelter guest families and food to feed these families and volunteers, thereby making a real difference in the lives of our neighbors in need; and,

WHEREAS, Family Promise provides resources and case management to families who are disproportionately affected by homelessness and the lack of affordable housing; and,

WHEREAS, each year, Family Promise in Anoka County helps numerous families experiencing homelessness in our county find sustainable housing and achieve housing independence:

AUTHORIZING SUBMITTAL OF A FUNDING APPLICATION FOR THE U.S. HIGHWAY 10 AND CSAH 56 (RAMSEY BOULEVARD NW) INTERCHANGE IMPROVEMENT PROJECT

WHEREAS, the existing at-grade intersections of U.S. Highway 10/169 (a Principal Arterial route) and CSAH 56 and CSAH 57 (both "A" Minor Arterial Expander routes) and the at-grade railroad crossings of the BNSF railway are unsafe and lead to traffic congestion and mobility issues; and,

WHEREAS, Anoka County and the City of Ramsey propose to grade-separate U.S. Highway 10/169 at CSAH 56 and CSAH 57, and the adjacent at-grade BNSF railway crossings; and,

WHEREAS, this improvement project is consistent with the goals and objectives of the Highway 10 Access Planning Study completed in 2014 in partnership between the Minnesota Department of Transportation (MnDOT), Anoka County Highway Department, City of Anoka, City of Ramsey, and Metropolitan Council; and,

WHEREAS, the Anoka County Highway Department is proposing to submit an application to the Minnesota Department of Transportation through the Minnesota Highway Freight Program, to receive federal transportation funds to construct the Ramsey Gateway (U.S. Highway 10/169) Project in the city of Ramsey; and,

WHEREAS, Anoka County has the necessary capabilities to adequately fund its local cost share for this public improvement project:

NOW, THEREFORE, BE IT RESOLVED that Anoka County, by and through its Board of Commissioners, does hereby authorize the Anoka County Highway Department to submit an application to the Minnesota Department of Transportation through the Minnesota Highway Freight Program, to receive federal transportation funds to construct two interchanges and associated improvements at U.S. Highway 10/169 and CSAH 56 and U.S. Highway 10/169 and CSAH 57, in the City of Ramsey.

4. Commissioner Look offered the following resolution and moved its adoption:

RESOLUTION #2020-112

APPROVING GRANT AGREEMENT RELATING TO STATE TRANSPORTATION FUND (LOCAL ROAD IMPROVEMENT PROGRAM BONDS) SAP 002-656-001 (Contract #C0008131) Anoka County Board Minutes From the Meeting of September 22, 2020 Page 146

WHEREAS, Anoka County has applied to the Commissioner of Transportation for a grant from the Minnesota State Transportation Fund for improvements on U.S. Highway 10/169 at CSAH 56 (Ramsey Boulevard) and associated corridor improvements to include frontage road and backage road improvements and a grade-separated BNSF rail crossing on CSAH 56 in the city of Ramsey; and,

WHEREAS, the Commissioner of Transportation has given notice that the funding for this Project is available; and,

WHEREAS, per 2018 session law, Chapter 214, Article 3, Section 8, $2,000,000.00 was appropriated for grants to Anoka County for environmental documentation, preliminary engineering, land acquisition, and final design engineering for the local cost shares of the interchanges and overpass on U.S. Highway 10 at CSAH 56 and the associated frontage and backage road improvements and grade-separated BNSF rail crossing on CSAH 56 connecting local streets to support the U.S. Highway 10 improvements in the City of Ramsey; and,

WHEREAS, the amount of this grant has been determined to be $1,788,712.00 for design and professional services for the project:

NOW, THEREFORE, BE IT RESOLVED that Anoka County, by and through its Board of Commissioners, does hereby agree to the terms and conditions of the grant consistent with Minnesota Statute Section 174.52 and will pay any additional amount by which the costs exceed the estimate, and will return any amount appropriated for the project but not required to the Minnesota State Transportation Fund. The proper county officers are authorized to execute a grant agreement, and any amendments thereto, with the Commissioner of Transportation concerning the above-reference grant.

WHEREAS, Minnesota Statutes 204B.18 Subdivision 1 (b) requires that each polling place must have at least one voting system that conforms to section 301(a)(3)(B) of the Help America Vote Act, Public Law 107-252; and,

WHEREAS, Anoka County’s current assistive voting technology has reached its end of life; and,

WHEREAS, the OmniBallot Tablet has been certified for use by the Office of the Minnesota Secretary of State and is a suitable replacement option; and,

WHEREAS, Anoka County received a voting equipment grant award of $187,161.78 from the State of Minnesota to be used towards the purchase of new assistive voting devices; and,

WHEREAS, municipalities and school districts in Anoka County have consented to the purchase of OmniBallot Tablets and will contribute to the costs of the devices under the terms of the Joint Powers Agreement between Anoka County and the Municipalities, Townships, and School Districts in Anoka County to Allocate Costs for Election Expenses:

WHEREAS, Top Wash, donated 65 car wash cards with 10 washes per card as appreciation to law enforcement to be used to maintain our Sheriff’s Office vehicles. The total value of the donation is $5,200; and,

WHEREAS, Minnesota Statute § 465.03 requires a county to accept the gift by resolution expressed in terms prescribed by the donor in full; and,

WHEREAS, acceptance of the gift in accordance with the donor’s terms is in the best interest of the County of Anoka:

WHEREAS on December 2, 2016, the Anoka County Board of Commissioners (“County Board”) reappointed Alex Guggenberger as Anoka County Assessor for the term January 1, 2017, through December 31, 2020, (Resolution #2016-140); and,

WHEREAS Minn. Stat. § 273.061, subd. 1 grants county boards the authority to appoint county assessors for four-year terms; and,

WHEREAS Alex Guggenberger has served well as the Anoka County Assessor since July 1, 2016, and has demonstrated that he has the necessary knowledge, training, and expertise in the field of property taxation to perform the duties of County Assessor; and,

WHEREAS the County Board desires to reappoint Alex Guggenberger as County Assessor:

NOW THEREFORE BE IT RESOLVED that Anoka County, by and through its Board of Commissioners, does hereby appoint Alex Guggenberger to serve as the Anoka County Assessor for another four-year term commencing January 1, 2021, and ending December 31, 2024.

RELATING TO THE APPOINTMENT OF KRISTIE L. OLSON AS ADMINISTRATIVE SERVICES DIRECTOR, DIVISION OF PROPERTY RECORDS AND TAXATION, AND LAND COMMISSIONER

WHEREAS, the Anoka County Board of Commissioners (“County Board”) has the authority to organize various departments and divisions to promote efficiency in operations and to enhance service to the public pursuant to laws of Minnesota; and,

WHEREAS, the County Board believes that appointment of the Administrative Services Director, Division of Property Records and Taxation, will continue the efficiency of county government and the delivery of services to the public:

NOW, THEREFORE, BE IT RESOLVED that Anoka County, by and through its Board of Commissioners, hereby appoints Kristie L. Olson to serve as the Administrative Services Director, Division of Property Records and Taxation, effective September 22, 2020.

BE IT FURTHER RESOLVED that pursuant to Minn. Stat. § 282.13, the County Board assigns the statutory duties, powers, and responsibilities of the land commissioner to the Administrative Services Director, Division of Property Records and Taxation. In addition to land commissioner, the other duties of this position are contained in the employment agreement.

BE IT FURTHER RESOLVED that the appointee shall serve in accordance with the terms of an employment agreement that is on file in the Employee Relations Department.

BE IT FURTHER RESOLVED that the duties of Administrative Services Director, Division of Property Records and Taxation, may be amended at any time in accordance with Paragraph V(A) of the employment agreement without affecting the validity of this resolution.

Olson And the County of Anoka For Services as Administrative Services Director, Division of Property Records and Taxation and Land Commissioner, subject to review by the county attorney as to form and legality. Commissioner Braastad made motion approving Contract #C0008079 with Blue Cross Blue Shield for the Retiree Medicare Supplemental Insurance renewal package, Plan N, with no coverage changes beginning January 1, 2021, with rates as outlined in the Anoka County Personnel Rules and Regulations, as recommended by the responsible Commissioner for Insurance, subject to review by the county attorney as to form and legality. (Contract is on file in the Finance Department.) Commissioner Reinert seconded the motion. Upon roll call vote, motion carried unanimously.

Commissioner Look offered the following resolution and moved its adoption:

RESOLUTION #2020-119

RESOLUTION ADOPTING A PROPOSED PROPERTY TAX LEVY FOR PROGRAM YEAR 2021

WHEREAS, the county board has received numerous budget requests from the various county departments and has, over the course of the past six months, reviewed these requests to meet its responsibilities prescribed under Minnesota statutes for the program year 2021; and,

WHEREAS, County Administration and the Finance & Central Services Division have recommended a tax levy to the county board as follows; and,

WHEREAS, these recommendations have been duly considered by the Anoka County Board of Commissioners in establishing a proposed tax levy for program year 2021 to be certified to the Anoka County Division Manager of Property Records and Taxation on or before September 30, 2020:

NOW, THEREFORE, BE IT RESOLVED that Anoka County, by and through its Board of Commissioners, does hereby establish a proposed certified property tax levy for program year 2021 in the amount of $141,927,676.

BE IT FURTHER RESOLVED by the Anoka County Board of Commissioners that the budget; as prepared by the respective departments and reviewed by County Administration, the Finance & Central Services Division, and the county board of commissioners represent the basis for this proposed levy. Final department budgets are subject to approval by the county board and shall be authorized by separate action prior to December 30, 2020, following a public meeting on the proposed budget and levy.

BE IT FINALLY RESOLVED that a certified copy of this resolution is forwarded to the Anoka County Division Manager of Property Records and Taxation on or before September 30, 2020.

RESOLUTION #2020-120

RESOLUTION ADOPTING A PROPOSED PUBLIC SAFETY TAX LEVY FOR PROGRAM YEAR 2021

WHEREAS, the Anoka County Board has authority under, Minnesota Statute 383E.21, subdivision 1, to levy property taxes for public safety improvements and equipment, to finance the cost of designing, constructing and acquiring countywide projects, benefitting both Anoka County and the municipalities located within Anoka County; and,

WHEREAS, County Administration and the Finance & Central Services Division have recommended a tax levy to the county board as follows; and,

WHEREAS, these recommendations have been duly considered by the Anoka County Board of Commissioners in establishing a proposed tax levy for program year 2021 to be certified to the Anoka County Division Manager of Property Records and Taxation on or before September 30, 2020:

NOW, THEREFORE, BE IT RESOLVED that Anoka County, by and through its Board of Commissioners, does hereby establish a proposed Public Safety property tax levy for program year 2021 in the amount of $1,750,000.

BE IT FURTHER RESOLVED by the Anoka County Board of Commissioners that the proposed levy has been reviewed by County Administration, the Finance & Central Services Division, and the county board of commissioners. This levy is subject to final approval by the county board and shall be authorized by separate action prior to December 30, 2020, following a public meeting on the proposed budget and levy.

BE IT FINALLY RESOLVED that a certified copy of this resolution is forwarded to the Anoka County Division Manager of Property Records and Taxation on or before September 30, 2020.

Commissioner Braastad made motion reappointing Coon Rapids Battalion Chief Tim Gilsrud, representing Fire Service, and Joseph Thomas, representing Citizens, to the Emergency Medical Services Council for terms ending December 31, 2023. 1. Commissioner Gamache made motion approving the following to allow more options to deliver county services safely:

• Purchasing of a Digital Engagement Platform, which includes the purchase and installation of technology, including associated maintenance agreements, with Tierney Brothers Inc. of St. Paul, MN in association with Mod Creative, Inc. of Blaine, MN in an amount not to exceed $1,200,594 • Purchasing virtual servers in an amount not to exceed $19,400 • Purchasing translation services in an amount not to exceed $3,000

Commissioner Braastad made motion approving purchasing and installing audio and visual equipment (including maintenance) to allow social distancing for eleven courtrooms from Tierney Brothers, Inc., of St. Paul, MN, in the amount of $369,428, contingent on MN Courts acceptance of a Memorandum of Understanding with the County (MOU) that the MN Courts will take responsibility of all future video maintenance, repair, and replacement. Commissioner Gamache seconded the motion. Upon roll call vote, motion carried unanimously.

3. Commissioner West made motion approving purchasing monitors and installing Audio/Visual Room Kits for various rooms within multiple county buildings in an amount not to exceed $400,000 from Tierney Brothers, Inc., of St. Paul, MN, allowing video conferencing and online meetings. Commissioner Meisner seconded the motion. Upon roll call vote, motion carried unanimously.

4. Commissioner Braastad made motion approving purchasing two laptop radio console positions ($70,000 total) and 1/5th share in the cost of link operator servers ($12,666) from Motorola for a total of $82,666 to add mobile deployment dispatching positions to allow dispatchers to relocate off-site and allow social distancing. Commissioner Gamache seconded the motion. Upon roll call vote, motion carried unanimously.

5. Commissioner West made motion approving the following for improvements to Building E, located at the Anoka County Fair Grounds, providing critical climate control, backup power, and security for maintaining food, medical supplies, equipment, and personnel related to the current emergency:

• HVAC upgrade (heating and air) in an amount not to exceed $91,380 from Pierce Refrigeration (Base plus Alternate 1). • Back Power - 48KW generator (natural gas) in an amount not to exceed $28,588 from Midwest Electric & Generator, Inc., (Base plus Alternates 1 and 2). • Window replacement in an amount not to exceed $19,385 from TAMA Glass (Base plus alternates 1 and 2). • Automation improvement for Facilities Management and Construction monitoring not to exceed $7,500.

Commissioner Reinert seconded the motion. Upon roll call vote, motion carried unanimously.

6. Commissioner Gamache made motion approving purchasing additional hardware, modules and related professional services from OpenText in the amount of $25,162.80 to extend faxing capabilities to additional remote users.
