I Honorable James D. Griffin Mayor, City of Buffalo Members of the Common Council I Buffalo, New York 14202 Gentlemen: I I am honored to submit to you the Annual Report of the activities of the Buffalo Police Department for the year 1978. I During the past year, "Offenses known to the Police" totaled 27,313 compared to 32,078 for the previous year, a reduction of 14%. This is the first time in recent years where we have I experienced such a drastic reduction in crime in our City. During the year, eight precinct sub-stations were placed in operation in various parts of the City and the Police/Community I Services Unit was re-staffed in an effort to bring our Police Department closer to the Community that it serves. Traffic Law Enforcement has been stepped up and arrests have increased considerably in the past year. The morale of our Police Officers I is at an all-time high and the delivery of law enforcement services to the people of this City is "second to Ilone".

I I believe that our Department has accomplished much in the past year due to the consist.ently dedicated performance of our members and the excellent co-operation of you and your staff. I We shall not remain satisfied with these accomplishments, but shall work harder and try innovative approaches in law enforcement until our City is the safest City in the nation.
