Talinis – Twin Lakes Federation of People’s Organizations, Diputado Extension, Sibulan, Negros Oriental, Philippines Photo by: Juan Pablo Moreiras 2 EXECUTIVE SUMMARY Large flying foxes in insular Southeast Asia are the most threatened of the Old World fruit bats due to deforestation, unregulated hunting, and little conservation commitment from local governments. Despite the fact they are globally endangered and play essential ecological roles in forest regeneration as seed dispersers and pollinators, there have been only a few studies on these bats that provide information useful to their conservation management. Our project aims to promote the conservation of large flying foxes in the Philippines by providing protected area managers with the training and the baseline information necessary to design and implement a long-term management plan for flying foxes. We focused our efforts on the globally endangered Philippine endemics, Acerodon jubatus and Acerodon leucotis, and the bats that commonly roost with them, Pteropus hypomelanus, P. vampyrus lanensis, and P. pumilus which are thought to be declining in the Philippines. Local participation is an integral part of our project. We conducted the first national training workshop on flying fox population counts and conservation at the Subic Bay area. -

M ildenstein College of Forestry and Conservation, University of Montana, Missoula, MT 59802, USA The endemic and endangered golden- crowned flying fox (Acerodon jubatus) coroosts with the much more common and widespread giant Philippine fmit bat (Pteropus vampyrus ianensis) in lowland dipterocarp forests throughout the Philippine Islands. The number of these mixed roost- colonies and the populations of flying foxes in them have declined dramatically in the last century. We used fecal analysis, interviews of bat hunters, and personal observations to describe the dietary habits of both bat species at one of the largest mixed roosts remaining, near Subic Bay, west- central Luzon. Dietary items were deemed “important” if used consistently on a seasonal basis or throughout the year, ubiquitously throughout the population, and if they were of clear nutritional value. Of the 771 droppings examined over a 2.5 -year period (1998-2000), seeds from Ficus were predominant in the droppings of both species and met these criteria, particularly hemiepiphytic species (41% of droppings of A. jubatus) and Ficus variegata (34% of droppings of P. v. ianensis and 22% of droppings of A. jubatus). Information from bat hunter interviews expanded our knowledge of the dietary habits of both bat species, and corroborated the fecal analyses and personal observations. Results from this study suggest that A. jubatus is a forest obligate, foraging on fruits and leaves from plant species restricted to lowland, mature natural forests, particularly using a small subset of hemiepiphytic and other Ficus species throughout the year. -

The forest at Subic Bay, Philippines, supports a rare, large colony of vulnerable Philippine giant fruit bats (Pteropus vampyrus lanensis) and endangered and endemic golden-crowned Xying-foxes (Acerodon jubatus). These large Xying-foxes are optimal for conservation focus, because in addition to being keystone, Xagship, and umbrella species, the bats are important to Subic Bay’s economy and its indigenous cultures. Habitat selection information stream- lines management’s eVorts to protect and conserve these popular but threatened animals. We used radio telemetry to describe the bats’ nighttime use of habitat on two ecological scales: vegetation and microhabitat. The fruit bats used the entire 14,000 ha study area, including all of Subic Bay Watershed Reserve, as well as neighboring forests just outside the protected area boundaries. Their recorded foraging locations ranged between 0.4 and 12 km from the roost. -

STATUS OF PERMIT The United States Navy (the “permittee”) has applied for the renewal of its National Pollutant Discharge Elimination System (“NPDES”) permit to authorize the discharge of filter backwash water and clarifier overflows from the Fena Water Treatment Plant (the “facility” or “WTP”) to the Namo River. A completed application was submitted on August 20, 2015. The Environmental Protection Agency (“EPA”) Region IX is reissuing this facility’s permit pursuant to the Clean Water Act (“CWA”) section 402. CWA section 402, and EPA’s implementing regulations, contain provisions that govern EPA’s authorization to require NPDES permit conditions. (40 CFR 122). The permittee currently is discharging under NPDES permit GU0020389 (previously GU0110019), which was issued February 23, 2011. Pursuant to 40 CFR 122.21, the terms of the existing permit are administratively extended until the issuance of a new permit. This permit has been classified as a minor discharger. After completing the NPDES permit rating worksheet, EPA classified the permittee as a minor discharger receiving 70 points. A total of 80 points is required for classification as a major discharger. II. GENERAL DESCRIPTION OF FACILITY The Fena WTP treats approximately 10.5 MGD of water from Fena Lake for drinking water. -

Population Size and Natural History of Mariana Fruit Bats
Population Size and Natural History ofMariana Fruit Bats (Chiroptera: Pteropodidae) on Sarigan, Mariana Islands1 Gary J. Wiles2,3 and Nathan C. Johnson4 Abstract: Based on count results, we estimated the population of Mariana fruit bats (Pteropus mariannus Desmarest) on Sarigan, Mariana Islands, to number 150-200 bats in 1999, 185-235 bats in 2000, and about 300-400 bats in 2001. Our results, plus those of two previous surveys, indicate that bat abundance on the island probably remained relatively stable at about 125-235 animals during much of the period from 1983 to 2000, then increased suddenly in 2001, most likely due to immigration from a neighboring island. Sarigan's population differs from those of larger islands in the archipelago by usually having smaller roost sizes, typically 3-75 bats, and large numbers of solitary bats that at times com prise up to half of the population. Colonies and smaller aggregations were composed primarily ofharems with multiple females, whereas a nearly equal sex ratio occurred among solitary animals. Colonies roosted in isolated coconut trees in open grasslands and in native forest stands ofvarious sizes, but avoided dense coconut forest. An estimated 30-50% of harem and solitary females pos sessed young in July 1999. Bats were recorded feeding on just six species of plants, which partly reflects the island's impoverished flora. We speculate that fruit bat abundance on Sarigan is limited primarily by food availability rather than hunting losses, in contrast to some other islands in the Marianas. Our study supports the contention that populations of P. mariannus in the northern Mar ianas are usually sedentary, but that interisland movements of larger numbers of bats may occur rarely. -

Abstract.—The mammal fauna of Palawan Island, Philippines is here doc- umented to include 58 native species plus four non-native species, with native species in the families Soricidae (2 species), Tupaiidae (1), Pteropodidae (6), Emballonuridae (2), Megadermatidae (1), Rhinolophidae (8), Vespertilionidae (15), Molossidae (2), Cercopithecidae (1), Manidae (1), Sciuridae (4), Muridae (6), Hystricidae (1), Felidae (1), Mustelidae (2), Herpestidae (1), Viverridae (3), and Suidae (1). Eight of these species, all microchiropteran bats, are here reported from Palawan Island for the first time (Rhinolophus arcuatus, R. ma- crotis, Miniopterus australis, M. schreibersi, and M. tristis), and three (Rhin- olophus cf. borneensis, R. creaghi, and Murina cf. tubinaris) are also the first reports from the Philippine Islands. One species previously reported from Pa- lawan (Hipposideros bicolor)isremoved from the list of species based on re- identificaiton as H. ater, and one subspecies (Rhinolophus anderseni aequalis Allen 1922) is placed as a junior synonym of R. acuminatus. Thirteen species (22% of the total, and 54% of the 24 native non-flying species) are endemic to the Palawan faunal region; 12 of these are non-flying species most closely related to species on the Sunda Shelf of Southeast Asia, and only one, the only bat among them (Acerodon leucotis), is most closely related to a species en- demic to the oceanic portion of the Philippines. -

Size is crucial for bats because it affects most aerodynamic variables and several key echolocation parameters. In turn, scaling relationships of both flight and echolocation have been suggested to constrain bat body size evolution. Previous studies have found a large phylogenetic effect and the inclusion of early Eocene fossil bats contributed to recover idiosyncratic body size change patterns in bats. Here, we test these previous hypotheses of bat body size evolution using a large, comprehensive supermatrix phylogeny (+800 taxa) to optimize body size and examine changes reconstructed along branches. Our analysis provides evidence of rapid stem phyletic nanism, an ancestral value stabilized at 12 g for crown-clade Chiroptera followed by backbone stasis, low-magnitude changes inside established families, and massive body size increase at accelerated rate in pteropodid subclades. Total variation amount explained by pteropodid subclades was 86.3%, with most changes reconstructed as phyletic increases but also apomorphic decreases. We evaluate these macroevolutionary patterns in light of the constraints hypothesis, and in terms of both neutral and adaptive evolutionary models. The reconstructed macroevo- lution of bat body size led us to propose that echolocation and flight work as successive, nested constraints limiting bat evolution along the body size scale.
