STATUS OF PERMIT The United States Navy (the “permittee”) has applied for the renewal of its National Pollutant Discharge Elimination System (“NPDES”) permit to authorize the discharge of filter backwash water and clarifier overflows from the Fena Water Treatment Plant (the “facility” or “WTP”) to the Namo River. A completed application was submitted on August 20, 2015. The Environmental Protection Agency (“EPA”) Region IX is reissuing this facility’s permit pursuant to the Clean Water Act (“CWA”) section 402. CWA section 402, and EPA’s implementing regulations, contain provisions that govern EPA’s authorization to require NPDES permit conditions. (40 CFR 122). The permittee currently is discharging under NPDES permit GU0020389 (previously GU0110019), which was issued February 23, 2011. Pursuant to 40 CFR 122.21, the terms of the existing permit are administratively extended until the issuance of a new permit. This permit has been classified as a minor discharger. After completing the NPDES permit rating worksheet, EPA classified the permittee as a minor discharger receiving 70 points. A total of 80 points is required for classification as a major discharger. II. GENERAL DESCRIPTION OF FACILITY The Fena WTP treats approximately 10.5 MGD of water from Fena Lake for drinking water. Under normal operating conditions, the drinking water is treated by conventional clarifiers, multi-media filters, ultraviolet disinfection, and ultimately stored in a clearwell before distribution. Solids are removed from the clarifiers and sent to a sludge conditioning tank and belt filter press before being sent to a Navy landfill. Wastewater from the sludge conditioning tank is sent to two backwash settling tanks. The supernatant from the settling tanks is recycled to the headworks while the solids are sent back to the sludge conditioning tank. Solids from the belt filter press are sent to the Navy Landfill. In the past, mechanical failures or limitations in the system have also caused upsets resulting in overflows from different parts of the treatment system. This type of discharge is not authorized in the NPDES permit. III. DESCRIPTION OF RECEIVING WATER The Guam Environmental Protection Agency (“GEPA”) adopted water quality standards (“WQS”) for different surface waterbodies, depending on the level of protection required. The WQS, revised in 2015, provides water quality criteria by surface waterbody classification. The Namo River is located within the area classified as Category S-3, low quality surface water(s). Category S-3 waters are used for commercial, agriculture, and industrial activities. (GEPA 2015). The facility discharges to the Namo River at latitude 13˚22’38” N and longitude 144˚40'51" E through outfall 002, which flows downstream for about three miles into Agat Bay. The Namo River and Agat Bay are not listed as impaired and no total maximum daily loads (“TMDLs”) exist for either receiving water. IV. DESCRIPTION OF DISCHARGE The discharge consists of overflows of clean-in-place washwater or maintenance washwater used to clean the filters used during the treatment process. During heavy storm events, typhoons, or lake inversions, decreased settling times experienced by the spent backwash tanks results in poor quality supernatant being recycled back to the plant headworks. As the quality of the recirculated water decreases, the fouling of the downstream processes increases, and a discharge occurs when the 549,000 gallon backwash tank overflows. Specifically, tank B589 is connected to the emergency outfall 002 and overflows from this tank are discharged via the outfall. A. Application Discharge Data As part of the application for permit renewal, the permittee provided estimated effluent characteristics including the following pollutants, which are believed to be present: total residual chlorine, color, fluoride, nitrate-nitrate (as N), total aluminum, and total barium. DETERMINATION OF NUMERICAL EFFLUENT LIMITATIONS EPA developed effluent limitations and monitoring requirements in the permit based on an evaluation of the technology used to treat the pollutant (e.g., “technology-based effluent limits”) and the water quality standards applicable to the receiving water (e.g., “water quality-based effluent limits”). EPA established, in the permit, the most stringent of the applicable technology- based or water quality-based standards, as described below. A. Applicable Technology-Based Effluent Limitations There are no applicable national or Guam criteria for drinking water treatment plants. There are, however, NPDES general permits for the water treatment industry in other states that contain technology-based effluent limits (TBELs) based on best professional judgement. The previous permit compared such TBELs for drinking water treatment plants in 4 states (Mississippi, South Carolina, South Dakota, and Washington). The table below contains an updated comparison of these 4 states and includes an additional 5 general permits (for Alabama, Arkansas, Massachusetts and New Hampshire, Ohio, and Oklahoma)1. The additional general permits were considered during this renewal because the permits included an aluminum effluent limit and were recently issued. Table 2.     Population Size and Natural History ofMariana Fruit Bats (Chiroptera: Pteropodidae) on Sarigan, Mariana Islands1 Gary J. Wiles2,3 and Nathan C. Johnson4 Abstract: Based on count results, we estimated the population of Mariana fruit bats (Pteropus mariannus Desmarest) on Sarigan, Mariana Islands, to number 150-200 bats in 1999, 185-235 bats in 2000, and about 300-400 bats in 2001. Our results, plus those of two previous surveys, indicate that bat abundance on the island probably remained relatively stable at about 125-235 animals during much of the period from 1983 to 2000, then increased suddenly in 2001, most likely due to immigration from a neighboring island. Sarigan's population differs from those of larger islands in the archipelago by usually having smaller roost sizes, typically 3-75 bats, and large numbers of solitary bats that at times com­ prise up to half of the population. Colonies and smaller aggregations were composed primarily ofharems with multiple females, whereas a nearly equal sex ratio occurred among solitary animals. Colonies roosted in isolated coconut trees in open grasslands and in native forest stands ofvarious sizes, but avoided dense coconut forest. An estimated 30-50% of harem and solitary females pos­ sessed young in July 1999. Bats were recorded feeding on just six species of plants, which partly reflects the island's impoverished flora. We speculate that fruit bat abundance on Sarigan is limited primarily by food availability rather than hunting losses, in contrast to some other islands in the Marianas. Our study supports the contention that populations of P. mariannus in the northern Mar­ ianas are usually sedentary, but that interisland movements of larger numbers of bats may occur rarely.

No formal studies on bats at Kgalagadi Park have occurred, but molossids were known to occupying several of the chalets at tourist camps.

Olesen Cover photograph: Dorte Nyhagen Introduction Why megabats? A brief explanation of my experiences with megabats. I first came across megabats when studying for my honours project at Aberdeen University under the supervision of Professor Paul Racey – an intimidating yet extremely likeable giant of the bat world. I was to study Pteropus rodricensis, the famed golden fruit bat, endemic to the island of Rodrigues; a tiny far-flung speck in the Indian Ocean, politically aligned with Mauritius. I had some idea of what to expect, but no firm plans of how to carry out my studies, relying instead on my confident ability to improvise. Upon arrival, the island presented itself as a catalogue of environmental short-sightedness and ecological collapse, yet the fruit bats clung on to their perilous existence, saved from extinction by the irregular topography of some parts of the island. In a near- vertical and densely vegetated gorge, the bats could roost in peace during the day, flying to their feeding sites each evening at dusk, their destinations presumably carefully planned the previous night. I quickly came to realise a number of problems inherently linked with the study of fruit-bats. Firstly, they’re nocturnal. This presents a whole host of difficulties, not least of which being the absence of daylight. Secondly, there was no way in which to access their roost site, and even if I could, my clumsy approach would disturb them.

Racey Abstract Bat hunting for consumption as bushmeat and medicine is widespread and affects at least 167 species of bats (or c. 13 % of the world’s bat species), in Africa, Asia, across the islands of Oceania, and to a lesser extent in Central and South America. Hunting is particularly prevalent among the large-bodied fruit bats of the Old World tropics, where half (50 %, 92/183) the extant species in the family Pteropodidae are hunted. Pteropodids that are hunted are six times more likely to be Red Listed as threatened: 66 % of species in IUCN threatened categories (CR, EN, VU, NT), compared to 11 % of species in the ‘Least Concern’ (LC) category. However, there still appears to be an information gap at the international level. One third of the hunted species on the Red List are not considered threatened by that hunting, and nearly a quarter of the bat species included in this review are not listed as hunted in IUCN Red List species accounts. This review has resulted in a com- prehensive list of hunted bats that doubles the number of species known from either the IUCN Red List species accounts or a questionnaire circulated in 2004. More research is needed on the impacts of unregulated hunting, as well as on the sustain- ability of regulated hunting programs. Email: [email protected] 2C/O Mr. Sianjobo, Lusaka, Zambia Abstract We conducted a basic inventory of tree species composition, density and frequency, to establish baseline data on abundance and phenology of fruiting trees in the known fruit bats’ foraging areas. The study was carried out between November and December 2014 and January to February 2015, in Kasanka National Park and Kafinda Game Management Area. This area hosts one of the largest global concentrations of fruit bats estimated at ten million in one single locality every October – December/January and was therefore, found to be suitable for this study.Plot method using 20 m x 20 m square quadrats were set up inside the National Park and Kafinda Game Management Area. Each tree in the plot was identified and DBH taken at 1.3 m above ground. Tree height was determined using a tree height measuring rod and Haga Car Leiss altimeter. Identification of tree species was done by; i) direct observation, ii) use of a field guide, and iii) use of an experienced herbarium technician. Results obtained showed that there were 64 species of trees. Of these, 20 (approximately 30 %) were fruit trees, of which 16 (approximately 80 %) were available and accessible to fruit bats.
