Blackburn with Darwen Local Development Framework Core Strategy Development Plan Document

Adoption Statement: January 2011

The Core Strategy Development Plan Document was adopted by Blackburn with Darwen Borough Council on 27th January 2011. The Core Strategy covers the whole of Blackburn with Darwen Borough Council’s area. It will underpin all of the Council’s new planning policy, and sets out the spatial vision, spatial objectives and a monitoring and implementation framework for the Borough to the year 2026.

The Core Strategy was considered by an independent Inspector at Examination in August 2010. The Inspector’s Report was published in November 2010 and can be viewed at the locations set out below and on the Council’s website www.blackburn.gov.uk . The adopted Core Strategy incorporates the binding recommendations of the Inspector.

Any person aggrieved by the Core Strategy may make an application to the High Court under Section 113 of the Planning and Compulsory Purchase Act 2004 on the grounds that: a) the document is not within the appropriate power; b) a procedural requirement has not been complied with.

An application must be made promptly, and in any event not later than the end of the period of six weeks of the date of adoption of the Core Strategy, i.e. by 9th March 2011 .

Copies of this Adoption Statement, the adopted Core Strategy, the Sustainability Appraisal and the Inspector’s Report are available to view and download from the Council’s website at www.blackburn.gov.uk and are available for inspection at the following locations during normal opening times:
