    ELECTORAL REVIEW OF SOUTH RIBBLE BOROUGH COUNCIL 1 Electoral Review of South Ribble Borough Council Introduction Each year, the Local Government Boundary Commission for England audits the levels of electoral imbalances arising in each English local authority area in order to establish whether there is a need for an electoral review. Imbalances can arise from changing demographics and new developments, and movement of electors between local authority areas, as well as within individual areas. There are two elements that the Commission takes into account when assessing the need for an electoral review. Both relate to the level of electoral representation within a local authority area. Electoral inequality exists when voters are either over-represented or under-represented by their local councillor(s) in relation to average levels of representation for the authority as a whole. Under the criteria adopted by the Commission, if either of the following conditions is found to exist, then consideration is given to the need for a review: • Any local authority with a division or ward that has an electoral variance in excess of 30%. This means a division or ward having at least 30% more (or less) electors in it than the average for the authority as a whole; and/or • Any local authority where more than 30% of the divisions or wards have an electoral variance in excess of 10% from the average for that authority. On the basis of the latest data available, our authority appears to meet the selection criteria, with 9 of our 27 wards (33%) having an electoral variance in excess of 10%.

    Lancashire County Council Children & Young People’s Public Health Commissioning—Child Health Profiles 2017 Public Health, assisted by Business Intelligence within Lancashire County Council have created 34 middle level (MSOA* cluster) Child Health Profiles (CHPs). This is because the CHPs on the Public Health England website are only at upper tier level. This does not show the outcome data at sub-district level but just an overview of children and young people’s health across the whole of County. These lower level profiles highlight where children’s health needs are the greatest and opportunities to reduce inequalities are greatest. Chorley East There are 18 primary schools in Chorley East with no secondary schools. There are 3 inde- pendent schools. There are 4 GP practices. Child mortality is quite high for Chorley East with 2 deaths per 10,000 children aged 1-17 over a ten year period, ranked 7th of the 34 CHPs where 34 = best. There were 6 infant deaths per 1,000 live births over the same period. Just 1% of maternities were to mums aged <20 years, one of the lowest in the County (3 births, rank 33). The proportion of children classed as over- weight is also low in comparison to other areas in Lancashire. 19% of reception children and 28% of year 6 are classed as carrying excess weight. 72% of young people are achieving key stage 4 education which is ranked 30th. The key challenge of our Local Plan is to meet the needs of our residents, workers, visitors and investors, whilst also securing and protecting the Borough and its environment for future generations. With this in mind, this document sets out our draft strategic policies which will steer development decisions until 2037. It also identifies the sites which could deliver growth in housing and jobs, the areas which could be renewed, and the sites which should be protected. The ‘Big Six’ ideas which the draft Local Plan will help us to accomplish are noted below.
