    Rütters: Daten zur Sozialstruktur der deutschen MdEP 759 Daten zur Sozialstruktur der deutschen Abgeordneten des Europäischen Parlaments* Peter Rütters Obwohl das Europäische Parlament (EP) und die Gemeinsame Versammlung der EGKS, aus der das heutige Parlament der Europäischen Union hervorgegangen ist, inzwischen seit mehr als 60 Jahren bestehen, haben Analysen zur Sozialstruktur der Abgeordneten – und insbeson- dere der deutschen Mitglieder des EP – nur ein eher beiläufiges wissenschaftliches Interesse gefunden . Abgesehen von einer kurzlebigen Konjunktur nach Einführung der Direktwahl des EP im Jahr 19791 hat sich die Aufmerksamkeit auf die Struktur, Kompetenzausstattung und Funktionen des Parlaments und auf dessen Rolle und Einflussmöglichkeiten in den Beziehungen zu den anderen Institutionen von EGKS, EWG, EG und schließlich EU kon- zentriert 2. Seit Einführung der Direktwahlen wurden Wahlberichte und Wahlanalysen ein beliebtes Forschungsfeld3, während die Abgeordnetensoziologie (Sozialstruktur-Analyse) nur beiläufig betrieben wurde . Es sollte daher nicht überraschen, dass den deutschen Europa- Abgeordneten4 – der größten nationalen Gruppe im EP – ein ähnlich sporadisches Interesse * Die Untersuchungen zur „Sozialstruktur“ der deutschen Abgeordneten des Europäischen Parla- ments und zum „Verbleib“ der aus dem EP ausgeschiedenen Parlamentarier (nachfolgender Beitrag in diesem Heft der ZParl) sind Vorstudien – und in gewisser Weise auch Machbarkeitsstudien – für ein geplantes komplexeres Forschungsprojekt, das neben den deutschen Abgeordneten des EP auch vergleichend Abgeordnete anderer EU-Staaten einbeziehen soll .     Trade Unions and European Social Policy: the Example of the German DGB Thomas Fetzer RESÜMEE Dieser Aufsatz analysiert am Beispiel des Deutschen Gewerkschaftsbundes (DGB) die Rolle der Gewerkschaften bei der Etablierung der EG-Sozialpolitik in den 1970er Jahren. Ausgehend von einer Bestandsaufnahme europäischer Gewerkschaftsstrukturen nach 1945 wird argumentiert, dass sich diese Rolle weder als die einer zivilgesellschaftlichen Avantgarde für eine Supranatio- nalisierung dieses Politikfeldes noch als die eines defensiven „Bremsers“ angemessen beschrei- ben lässt. Es wird gezeigt, dass sich der DGB einerseits aktiv für eine supranationale Sozialpolitik einsetzte, diese aber andererseits auf eine Ergänzung und Koordinierung nationaler Wohlfahrts- staatlichkeit begrenzen wollte, insbesondere im Hinblick auf redistributive Elemente der Sozial- politik. Der Aufsatz illustriert damit, dass bei der Analyse nichtstaatlicher Akteure nicht nur auf deren Rolle als Lobbyisten in Brüssel zu achten ist, sondern auch darauf, wie solche Akteure die Reichweite supranationaler Politik definieren helfen. Social policy, along with a number of other fields like regional and environmental policy, became a new domain of European Community (EC) activities during the 1970s. Prior to that, leaving aside a few specific measures in the framework of the European Coal and Steel Community (ECSC), social policy had by and large been confined to the regula- tion of cross-border worker mobility.     Ulrich Borsdorf Historische Wandlungsprozesse im gewerkschaftlichen Fü hrungspersonal* Ulrich Borsdorf, geboren 1944 in Jüterbog, studierte Geschichte, Sozialwissen- schaft und Germanistik in Freiburg und Bochum. 1974 bis 1978 war er wissen- schaftlicher Assistent im Fach Geschichte an der Universität Essen, seit Juli 1978 ist er Redakteur der Gewerkschaftlichen Monatshefte. Dem vielschichtigen Funktionswandel, wie ihn die Gewerkschaften seit dem Ende des vergangenen Jahrhunderts erlebt haben, entspricht ein Wandel in der Sozial- und Qualifikationsstruktur ihres Führungspersonals. Diesen Veränderungs- prozessen im Funktionärskorps auf die Spur zu kommen, ist allerdings nicht einfach. Wissenschaftlich abgesicherte Biografien von Gewerkschaftsführern sind noch sel- ten 1; der Gewerkschaftsführer produziert wenig biografisch Verwertbares. Selten gibt es umfangreiche Nachlässe, Briefwechsel, Tagebücher oder ähnliches, so daß Rückschlüsse auf Art und Gewichtung einzelner Sozialisationsfaktoren oder auch individuelle Motivationsstrukturen im Leben von Gewerkschaftern kaum möglich sind. Im Vergleich zu Funktionären und Politikern bürgerlichen Zuschnitts, selbst im Vergleich zu Funktionären der Arbeiterparteien sind die Gewerkschaftsführer auch autobiografisch wenig ergiebig 2. Bei Gewerkschaftsführern scheinen die Sprachlo- sigkeit ihrer Klasse und die traditionelle Sprachlosigkeit der Bürokratie zusammen- zufallen. Gewerkschaften verdanken ihren Wert und ihre Schlagkraft nicht genialen Individuen, sondern der Solidarität vieler. Die Individualität

    Biografische Prägungen der politischen Elite in den Arbeiter bewegungen der Nachkriegszeit 205 Jürgen Mittag/Diana Wendland Jürgen Mittag/Diana Wendland Zwischen Individuum Zwischen Individuum und Typus: Die deutschen sozial- und Typus demokratischen Abgeordneten des Europäischen Parlaments (1952–2011) in kollektivbiografischer Perspektive Die europäische Integration hat die bisher bekannten Formen von Staatlichkeit grundlegend verändert.1 Die Ebene des souveränen Nationalstaates ist seit der Gründung der Europä- ischen Gemeinschaft für Kohle und Stahl (EGKS) im Jahr 1952 um eine staatsähnliche Kon- struktion auf europäischer Ebene ergänzt worden, deren Kompetenzen seit den 1950er Jah- ren nicht nur in erheblichem Maße ausgeweitet wurden, sondern die sich mittlerweile auch über 27 Staaten des europäischen Kontinents erstreckt. Das, was heute mit dem bewusst mehrdeutigen Begriff „Integrationsprozess“ umschrieben wird,2 ist jedoch sowohl mit Blick auf die „janusköpfige Doppelnatur des transnationalen Gemeinwesens aus Supranationalität und Intergouvernementalität“3 als auch hinsichtlich des Doppelcharakters der heutigen Europäischen Union (EU) als „Bürgerunion und Staatenunion“4 bisher nur unzureichend terminologisch und staatsrechtlich erfasst worden. Views and issues At the first congress of the Deutsche Gewerkschaftsbund (DGB – German Trade Union Confederation) in the British zone of occupation in April 1947 in Bielefeld the economic policy expert Viktor Agartz assigned top priority to overcoming the hostility between France and Germany. Franco-German rapprochement, accord- ing to Agartz, ‘could be the nucleus and crystallisation point of a future new Euro- pean order’.1 Two years later, at the DGB’s national founding congress in Munich, 12–14 October 1949, the delegates demanded that the German trade unions take a pro-European stance, with the motto ‘for a European economic community’. Against the background of this view – and many similar position statements – in the post-war period a basically positive attitude towards European integration has generally been attributed to the German trade unions. While the French trade unions are associated with a strong willingness to strike and the British and most Scandinavian trade unions with latent Euroscepticism (Schulten 2005: 20), the German trade unions are usually characterised by – besides organisational unity, free collective bargaining, works constitutions and codetermination – a basically Europe-friendly position. Sometimes they are considered to have played a ‘pioneer- ing role’ (Jacobi 1991) in the development of Europe’s transnational social dimen- sion.
