THE POSITION Under general direction, to plan, direct, organize, coordinate, and evaluate Countywide children and youth policies and programs, services, and initiatives aimed at improving the health and well-being of all children within the County of Santa Clara. This position will work to develop, support, and advocate for transformational policies and system wide changes that support and strengthen coordinated early intervention and prevention practices, as well as trauma informed care, so that children have every opportunity to lead healthy productive lives. This position will serve as the catalyst for a solutions- oriented, multi-disciplinary approaches to improving the lives of children and their families.

The Office of the County Executive provides support to the County’s , the County’s various organizations, and to the residents and businesses of the County of Santa Clara. The Office ensures the implementation of legislative mandates and Board policies, while providing analytical support, strategic planning, policy analysis, and budgetary oversight for the County organization. In addition, it seeks to safeguard civil rights, and to educate, inform, and advise both those who administer and those who receive County services.

DESIRABLE CHARACTERISTICS • Advanced degree • Expert knowledge in children and families research and data • Proven track record in advancing positive child and family outcomes with a specific focus on children of color, foster youth, LGBTQ youth, and other high-risk groups. • Direct experience leading and implementing a child and youth focused policy agenda. • Leading systems change in complex environments. • Experience working in local government is a plus. 5 KEY RESPONSIBILITIES 1. Lead and manage a diverse set of high priority issues focused on children, youth, and families. 2. Monitor and report on the effectiveness of the full array of services for children, youth, and families. 3. Use data informed strategies to advocate for systemic changes to policies, practices, programs, and services to improve outcomes for children, youth and families. 4. Effectively communicate across diverse audience’s progress against key milestones and benchmarks aimed at closing service gaps for children and youth. 5. Manage effective partnerships with local, state, and federal coalitions, workgroups, community-based organizations, elected leaders, and other key stakeholders working to advance positive outcomes for children, youth, and families in Santa Clara County CHALLENGES • Effective coordination and integration of high-quality programs and services that serve child and families. • Shift practice, policies, and systems to be youth and family centric. • Improve outcomes for children and families. • Data sharing across agencies • Sustain and optimize funding resources • Balance innovation while addressing priority needs of diverse communities
