Accordingly, municipal officials should, when contemplating a municipal meeting, adhere to the Executive Orders (including remote access) addressing public meetings only. • Public meetings bring diverse groups of stakeholders together for a specific purpose. Public meetings are held to engage a wide audience in information sharing and discussion. They can be used to increase awareness of an issue or proposal, and can be a starting point for, or an ongoing means of engaging, further public involvement. When done well, they help build a feeling of community. (EPA) • The Office of Legislative Research (OLR) in a 2016 report (2016-R-0099) identified 149 instances in the statutes that required some form of public notification by a municipality. There are multiple instances where public notification is optional or where the statutes apply to a specific entity - including municipalities. - Three basic types: Regular, Special and Emergency. We are the first country in the world to have undertaken a country-wide urban canopy cover survey. The resulting evidence base set out in this supplementary county specific study for Bridgend County Borough will help all of us - from community tree interest groups to urban planners and decision-makers in local Emyr Roberts Diane McCrea authorities and our national government - to understand what we need to do to safeguard this powerful and versatile natural asset. Trees are an essential component of our urban ecosystems, delivering a range of services to help sustain life, promote well-being, and support economic benefits. They can also mitigate the extremes of climate change, helping to reduce storm water run-off and the urban heat island. Tribal Element
Tribal Element Three federally-recognized Indian Tribes, the Sauk-Suiattle Tribe, the Stillaguamish Tribe, and the Tulalip Tribes, occupy areas of present-day Snohomish County. These Tribes and their ancestors are a land and water based people, part of a larger group of aboriginal Tribes and First Nations known as the Coast Salish peoples, who live around the Salish Sea in what is now Washington State and the Canadian Province of British Columbia. The Coast Salish Tribes and First Nations have lived here since time immemorial, enjoying a landscape rich in natural resources. Coast Salish lifeways are tied to the natural environment of the Pacific Northwest, especially the Salish Sea. Today the Sauk-Suiattle, Stillaguamish, and the Tulalip Tribes are sovereign nations recognized by the United States government. Each Tribe has its own government with its own governing charter or constitution and set of general laws. These Tribes reserved lands in what is now Snohomish County as Indian reservation homelands. The Tribes have important historic and cultural sites both on and off their reservations. Each Tribe continues to exercise off-reservation rights reserved under treaty with the United States, including the right to fish in usual and accustomed fishing grounds and the right to hunt and gather on open and unclaimed lands. Snohomish County acknowledges the historic and present-day connection between tribal people and the land base, and recognizes each Tribe’s sovereignty. Snohomish County is committed to partnering with the Tribes to protect and preserve Tribal cultural and treaty resources, the natural environment, and sacred cultural areas. The relationship between these Tribes and Snohomish County is especially important when activities of county government, particularly land use regulation, have implications for one or more Tribes. -

THE BLITZ AND ITS LEGACY 3 – 4 SEPTEMBER 2010 PORTLAND HALL, LITTLE TITCHFIELD STREET, LONDON W1W 7UW ABSTRACTS Conference organised by Dr Mark Clapson, University of Westminster Professor Peter Larkham, Birmingham City University (Re)planning the Metropolis: Process and Product in the Post-War London David Adams and Peter J Larkham Birmingham City University [email protected] [email protected] London, by far the UK’s largest city, was both its worst-damaged city during the Second World War and also was clearly suffering from significant pre-war social, economic and physical problems. As in many places, the wartime damage was seized upon as the opportunity to replan, sometimes radically, at all scales from the City core to the county and region. The hierarchy of plans thus produced, especially those by Abercrombie, is often celebrated as ‘models’, cited as being highly influential in shaping post-war planning thought and practice, and innovative. But much critical attention has also focused on the proposed physical product, especially the seductively-illustrated but flawed beaux-arts street layouts of the Royal Academy plans. Reconstruction-era replanning has been the focus of much attention over the past two decades, and it is appropriate now to re-consider the London experience in the light of our more detailed knowledge of processes and plans elsewhere in the UK. This paper therefore evaluates the London plan hierarchy in terms of process, using new biographical work on some of the authors together with archival research; product, examining exactly what was proposed, and the extent to which the different plans and different levels in the spatial planning hierarchy were integrated; and impact, particularly in terms of how concepts developed (or perhaps more accurately promoted) in the London plans influenced subsequent plans and planning in the UK. -

Each of these entities includes very different territories, with different legal statuses and varying forms of self-administration and constitutional linkages with the UK. However, they also share similarities and challenges that enable an analysis of these territories as a complete set. The incomplete sovereignty of the Crown Dependencies and BOTs has entailed that all these territories (except Gibraltar) have not been allowed to participate in the 2016 Brexit referendum or in the withdrawal negotiations with the EU. Moreover, it is reasonable to assume that Brexit is not an exceptional situation. In the future there will be more and more relevant international issues for these territories which will remain outside of their direct control, but will have a direct impact on them. Thus, if no adjustments are made to their statuses, these territories will have to keep trusting that the UK will be able to represent their interests at the same level as its own interests. Although this article was first written before the adoption of “SB 2,” and therefore contemplated only the “traditional” form of town meeting, almost everything in it applies to SB 2 town meetings as well. * * * * * * We keep hearing it in New Hampshire: “Town meetings don’t work anymore.” “They’re an anachronism.” “They’re rigged.” “Nothing important is decided there.” But these are self- fulfilling prophesies. Local voter apathy feeds on itself. It’s not all apathy, either. This article assumes that part of the problem is good old honest ignorance: people who’ve moved in from places without town meetings; young people who grew up in families with no tradition of participation for them to absorb; people who for years have heard their cynical friends telling them they can’t make a difference and never bothered to find out the truth. This is for them, and you. Officials and others receiving this magazine should feel free to share or reproduce this article for other voters. An informed town is in everyone’s interest. In the end, nobody benefits from voter ignorance. 1. Every Voter Is a Legislator. Those quaint sayings about town government being a “pure democracy” are true!
